The Proclamation of Divergian AidIn spark of the recent mobilization of The Dictatorship of Peace or Death’s military along the border of Divergia, it has come to the attention of Senkarian leaders alike that Senkaria will support Divergia in this time of turmoil. Senkarian Chairman Noxsidera has signed and agreed to the following conditions of the official and direct alliance between Senkaria and Divergia.
[]The Emancipation of Divergian Refugees[/b]
In the eyes of Divergian citizens, we are allowing for citizens to migrate and take refuge in Senkaria under a set of conditions that will require full support of The Government of Divergia. The conditions are as follow:
1.All citizens of Divergia, free or not, will be given the same opportunities to migrate to Senkaria. All former slaves of Divergia, however, will be officially emancipated in the eyes of all nations of Sunalaya, and will be given the choice of being a temporary or permanent citizen of Senkaria.
2.All former Slave owners who wish to take refuge in Senkaria must officially in the eyes of Sunalaya, and all nations within, declare full emancipation of their slaves and must provide adequate support of them by doing any of the following:
A. Dividing the wealth of the business among the slaves.
B. Providing them easy access to migrate to Senkaria.
C. Paying a fee to Senkaria to pay to help educate and put the slaves to work if they so choose.
3.The Government of Divergia must recognize that the emancipation of refugee slaves is permanent and cannot be undone or restored upon the return of the slaves, and must accept their decision to stay in Senkaria if they so wish.
4.All slaves and any paperwork about them such a birth certificates, or any medical records must be released and given to those who wish to migrate to Senkaria.
These conditions must be accepted by The Divergian Government and all who are involved in the migration of citizens to the nation of Senkaria.
The Implementation of Former Divergian Citizens into Senkaria
Such as drastic migration will have a strong effect on Senkaria which is why professional advisors have developed a plan to make the transition as smooth and beneficial as possible for all parties involved. The plan is as follows:
1.All Divergian Citizens who wish may apply for citizenship of Senkaria or get temporary Visa. The Immigration Society will simplify the process and carry out the application process verbally for those who cannot read or write.
2.All Divergian Citizens who have applied for temporary visa or citizenship who are under the age of 18 will be required to attend an education program specifically catered to teach them reading, writing, and the bare essentials to have a successful life in Senkaria.
3.All Divergian citizens who wish to apply for Citizenship or temporary visa of Senkaria who are over the age of 18 will be allowed the following choices:
A. Will be allowed to work in factories in selected areas and will get the training to do so.
B. Will be allowed to apply for the Senkarian Military if they so wish.
4.Camps with housing will be initially provided for the Divergian refugees, but if they apply for citizenship of Senkaria, then they will be allowed to leave the camp and find a house within Senkaria with their own money raised to leave after working. Citizens who apply for the military however will receive benefits including a paid move out of the camp into an area with their specialized area of work.
The Freedom Tax
The cost of such a program is costly and departments will be cut in Senkarian spending and an increased tax will help pay for the program, but Senkaria wishes that former Divergian immigrants make a small contribution to pay for their new lifestyles and freedoms. The Freedom Tax is a 7% added tax to the initial 35% income tax for all new Senkarian citizens once they are put to work. It will be applied to all working Divergian citizens until the estimated cost of the refugees is paid off. This tax is not meant to be discriminatory, but a necessity to pay for the expenses. All citizens of Senkaria are already experiencing a 4% income tax increase from the original 31% for the situations faced today, and this small contribution is greatly appreciated from The Senkarian Government.
Refugees Joining The Military
All new citizens of Senkaria, will be allowed to join the military if they so choose. Upon doing so they will recieve the following benefits:
1.The Freedom Tax will not apply and they will be allowed to pay the normal Senkarian tax of 35%.
2.The Families will be given housing outside the camp and all children will remain being educated and Welfare will support the family while an adult is in the military.
3.Becaue of the way Senkaria’s military is designed, many military personnel will be given training and the necessary background experience to get more decent jobs after the service is over.
However, if a family has children, then there must always be one person older than the age of 18 with custody over the children to stay and take care of them. They must always have a guardian, so both parents cannot apply for military. The Senkarian military does not discriminate so Women and Men are both welcome to sign up for the military.
Putting the plan to action
Senkaria is strongly wanting these process to be completely legal to make the process as smooth as possible. As a result, Senkaria will be sending ships to the ocean borders of Divergia where refugees will be allowed to board and will travel to Senkaria straight through the immigration process. This plan is in full effect with the signature of Divergian Head of State and Leader.
