Well that would completely just ruin the independence of the judiciary. I actually don't think the president should vote unless there is a tie

Hello! I just founded my nation today. I have read the draft Constitution and I fully support it. Looking forward to work with you all.

I will like to present a amendment

To add in the Article VI, a new section 7 and renumber the current section 7 to section 8.

"7.The restriction made in Article IV, Section 3 and Article V, Section 9 of this Constitution will not apply to any World Assembly Nations that currently reside inside the Confederation on day the Constitution became enacted."

Nations, Good morning I want to apoligize because I said the vote should have got up today at midnight but something came up and I couldnt be in the computer till now. I am thinking of putting the Constitution of up for a vote today at midday and have it on vote for 24 hours, I will like a feedback about it. Should I put into a vote today at 12pm ET, o tomorrow and want another day of amendment etc?

Nations, today we establish the government and running structure government. Today it is rebirth of this great region, today we have shown to all NationStates that a region can come back to its feet after all that it has been through. I don’t want to continue without first saying thank you to all the nations who support this, want to bring back to region back to its feet. My hat is off to La summa malitia for all the help that has given me in this past week, this region owes a big debt to Summa, and as President of Confederation of Nations and behalf our Confederation we say THANK YOU!
The last seven days all of us were witness that when a group of nations gets together anything is possible today we can see the results, a running government structure. For the past 7 days, I have sent 1,182 telegrams to recruit nations, sadly close to 300 telegrams were block due that those nations had recruitment telegrams blocked. I can tell you today I will be sending more telegram and the prospect of having more nations joining our great region are good now that we have Constitutional government running.
I want to say the following, please enjoy this moment, embrace it and used as your fuel to make this region once again what it was, one of the most powerful region in all NationStates. Later today I will present a bill to establish the rules of Council, because I believe we must have structure Council since I believe the Presidency doesn’t hold the power of this region but it is the Council that it does.

I, Handal Ands, do solemnly swear that I will support and defend the Constitution of the Confederation of Nations against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office of Minister of the Interior, for which I am about to enter. So help me God.

Rules of the Legislative Council
Article I. This is bill once approved will be cited as: The Rules of the Legislative Council Act.
Article II. By the power given to us by the Constitution of the Confederation of Nations we the Council establish the following:
The Council
1. The legislative power shall be vested in Legislative Council, which shall consist of one (1) house, the Council, whose members are all nations, that reside inside of the Confederation of Nations and are member of the World Assembly. Each World Assembly Nation from all branches of Government has the right of one vote per issue. No nation outside of the Confederation of Nations will be member of Council or have the right to vote in the Council.
2. The Legislative Council shall meet inside the Confederation of Nations.
3. The Legislative Council has the power to present, amend and repeal any law that the Council passes.
4. The Legislative Council has the power to conduct investigation and research.

Article III. By the power given to us by Article III, Section 6 the Constitution of the Confederation of Nations we the Council establish the following
Section I. The Speaker of the Legislative Council:
1. The Minister of Interior will be the de-facto Speaker of the Council. It will have the power to establish polls and to communicate via regional wide-telegram to all members.
2. The Speaker at all times, preserve order and decorum. The Speaker shall see that Nations in the floor conduct themselves in a civil and orderly manner.
3. The Speaker shall have general direction and control of the Floor. In case of any actual or anticipated disturbance or disorderly conduct in the Floor, the Speaker may ask the Minister of Law & Order to present any charges in The Court against the nation for misconduct.
4. If the Council requires the services of legal counsel to determine that a bill presented in the board is constitutional or not, the Speaker can present a motion for the Minister of Law & Order to determine whether is constitutional or not.
5. The Speaker must establish the order of bill presented in the Floor when there are 2 or more bills in the floor at the same time and shall certify that every bill that passed has number assigned.
6. If there is a vacancy in the Minister of Interior/Speaker, the Council as a whole may choose an interim-Speaker and shall have all the rights, privileges, authority, duties, and responsibilities of the Speaker until a Minister of Interior is formally nominated, accepted and taken oath.

Section II. Introduction, Procedures and Voting on Bills:
1. All bills to be introduced in the Council shall be publish in the Regional Message Board as the first, legal draft to the floor.
2. The author of the bill need to establish for how many days will the bill will be up for debate and amendment process unless the Author of the bill present a motion of no debate in which the majority (51%) of all World Assembly Nations member votes for no debate and the bill must go for a vote.
3. Debate & Amendments process should be no less than 2 days from the day of the first draft publish in the Regional Message Board but not longer than 5 days. The Speaker can present a motion to cease from debate & amendments only once during the debate and must have be approved by the majority (51%) of all World Assembly Nations members.
4. All World Assembly Nations may present amendment but it is the author of the bill who accept or not amendments.
5. At the end of the debate & amendments phase establish by the author of the bill, the author must present the final version (with amendments or not) of the bill in the regional message board. Once the author publishes the final version of the bill, that bill will go up in the regional poll.
6. Only the author at any time, except while is already in voting, may remove a bill from the Floor.
7. The President or Minister of Interior need to establish the regional poll no more than 24 hours of the author of the publishing the final version of the bill. All bills must be for a voting period of 48 hour unless the majority of all World Assembly Nations members determine otherwise.
8. In the description of the regional poll must said the following: “For the Consideration, the Council puts to vote the following bill: “Title or number of the bill” and the URL of the final version that the author posted in the Regional Message Board.
9. The only valid options for the poll are “Yeas” or “Nay”. For these rules, “Yeas” means in favor of the bill, “Nay” means against the bill.
10. All bill to be approve must reach a 51% of the majority of those who voted. Any bill that received 50% or less of those who voted will be consider as defeated.
11. If a bill is defeated in the Council it shall not be reintroduced for the next 30 calendar days, unless 2/3 of all members votes to have it reintroduced.
12. No member shall vote for another member, nor shall any nation not a member cast a vote for a member. In addition to such penalties as may be prescribed by law, any member who shall vote or attempt to vote for another member may be punished in such manner as the Speaker shall bring before the Council to determine. Any decision made in such must have 2/3 majority.
13. All bill that passed will become law immediately unless the bill establishes a future date.
14. All bill that passed will become law and a number will be assigned.

Article IV Penalties
Any World Assembly Nation that violated this Law, will be punish with the votes 2/3 of all members. The punishment can be from:
1. Losing the privilege to vote on any matter except in matters of impeachments of elected officials, Declarations of War or Amendment to the Constitution, for a period for 30 days.
2. A 60 day ban from the Council.
3. Lifetime ban from the Council.
Article V. Miscellaneous
1. The rules of the Council may be amended. A member who desires to amend the rules shall prepare a bill that sets forth the proposed amendment and presented to the floor and continue to normal process of a bill in the Council.
2. Any rule, or portion thereof, may be suspended by a 2/3 vote of all the members. Such suspension will be only for 24 hours.
3. Any rule that Council establishes violates Article III of the Constitution of the Confederation of Nations will be invalid.
Article VI. This law will become effective immediately it passes.
