Background:
It was the year 1536 PAE (Post Apocalyptic Era) in the great desert known as the Aiel Waste surrounded on the north/northeast by an even bleeker desert known as the Blight, on the north/northwest by the Kinslayer mountain range, on the south/southeast by the Camulus mountain range and on the south/southwest by the Apologist mountain range . The Aiel have 12 warrior societies and in each half of the desert six of these societies were more prevalent then the others, that being the case nonetheless all twelve warrior societies had barracks North and South of the holy city of Rhudiean which separates the north from the south. Allegiance to society was greater than to clan and sept,

North:
Siea Doon (Black Eyes) - The Black Eyes are stealthy close quarter combat specialists. They are the closest thing to what other nations would call spies and asssasins. Most of their warriors are rated above average. The Black Eyes are led by Couladin.
Sha'mad Conde (Thunder Walkers) - Thunder Walkers are known for their tracking skills making frequent trips into the Blight to hunt and kill the Trollocs. The Thunder Walkers are led by Moshaine
Rahien Sorei (Dawn Runners) - The Dawn Runners are the messengers they keep the lines of communication open during battle. They are below average fighters but are stealthy with great endurance. The Dawn Runners are led by Bendhuin
Far Aldazar Din (Brothers of the Eagle) - The Brothers of the Eagle are mostly scouts and expert archers and very stealthy. Mostly used as a reconnaissance force. The Brothers of the Eagle are led by Suladric

Far Dares Mai (Maidens of the Spear) - The Maidens of the Spear are similar in characteristic to the Brothers of the Eagle with these two differences. 1) as their name implies it is a society of only women, and 2) they are the only society that has their own secret sign language, apart from the standard non-verbal cues given during battle. Shae'en M'taal (Stone Dogs) - The Stone Dogs are the rear guard. The Stone Dogs are the last off the field of battle, this makes them some of the most dangerous warriors on the battlefield, they are the best armed, and the best hand to hand fighters. The Stone Dogs are led by Gaul
Sovin Nai (Knife Hands) - The Knife Hands are the equal to the Stone Dogs in almost everything. The Knife Hands are weaker at archery and spears and they surpass everyone in knife fighting skills including knife throwing. The Sovin Nai are led by Jheran

There are also 12 Aiel clans six of whom inhabit the north and six who inhabit the south.Each clan is led by a Clan Chief and a Wise One. Some of the Clan Chiefs also lead a warrior society.

North:
Shaido - have no Clan Chief and are led by the Clan Chief's wife Sevanna and the Wise One Thereva
Reyn - are led by Clan Chief Dhearic and the Wise One Alarys
Nakai - are led by Clan Chief Bruan and Wise One Aeron
Miagoma - are led by Clan Chief Timolan and Wise One Cosain
Shiande - are led by Clan Chief Janwin and Wise One Edarra
Daryne - are led by Clan Chief Mandelain and Wise One Rhiale

South:
Taardad - are led by Clan Chief Rhuarc and Wise One Amys
Tomanelle - are led by Clan Chief Han and Wise One Norlea
Goshien - are led by Clan Chief Bael and Wise One Melaine
Chareen - are led by Clan Chief Erim and Wise One Sorilea
Codarra - are led by Clan Chief Indirian and Wise One Sarinde
Shaarad - are led by Clan Chief Jheran and Wise One Bair

For fifteen hundred years the Aiel stayed within the borders of the Three Fold Land known to the rest of the world as the Aiel Waste. The tribal nature of the Aiel gave rise to clan wars and blood feuds. Their isolation from the outside world gave rise to their own basic warrior code followed by all the warrior societies. It was a rather simple code Wise Ones, children and blacksmiths are off limits killing them is a grave dishonor. All Aiel wear a headdress called a shoufa when going into battle it is a grave dishonor to kill another while their face is exposed. The Aiel also eschewed swords in favor of spears to pick up a sword is an anathema to the Aiel. It also gave rise to an interesting phenomenon since there are no horses in the Waste, the Aiel over the generations have developed the ability to run as fast as a horse at full speed. Wetlanders as the residents beyond the Waste are known are not welcome, except for merchant caravans.

The Conflict:
It was the third day of the twelfth moon in the year 1502 that the troubles began. It was on this day that Aram the Shaido Clan Chief died. With his death tradition dictated one of the men with the assent of the Wise Ones would enter Rhuidean. If the said applicant survived the trial in Rhudiean he came out with a red dragon tattooed on his arm, marking him as the Clan Chief. The problem was the Wise Ones felt that there were none strong enough among the Shaido to enter and become Clan Chief. For five years the Shaido were in disarray without a Clan Chief. It was at that time in the year 1507 that Sevanna triumphed and took control of the clan. The Shaido had a gained a reputation among the clans of being the least honorable amongst them. In the year 1510 three years into Sevanna's reign as acting Clan Chief, the Shaido began sending raiding parties through the Jenn Pass in the Kinslayer mountains, to plunder the Wetlands. Sevanna tried to win the other clan chiefs over to her cause of conquering the Wetlands. At first the other Clan Chiefs dismissed her outright for she was not a Clan Chief nor could she be. As the years passed and the Shaido grew wealthy on the plunder of their bi-monthly raids, slowly the Clan Chiefs began to come around to Sevanna's way of thinking. Sevanna understanding she wouldn't be able to conquer the Wetlands without the other clans had limited herself to bi-monthly raids. In the year 1515 Dhearic, clan chief of the Reyn began sending warriors out with the Shaido raiding parties. Bruan of the Nakai followed suit in 1517, Timolan of the Miagoma in 1519, Janwin of the Shiande in 1521 and Mandelain of the Daryne in 1523. It was at this time that the first north/south distinction came in to being. The clans south of Rhuidean deplored these raids and refused to join. In 1527 the city state of Tuon one of three city states that had the Kinslayer mountains as their eastern border was wiped out by the northern clans. In 1529 the second city state of Sulan was wiped out, and in 1535 the third city state of Kadere was wiped out.
It was at this time that the southern clans called for meeting with the northern clans at Rhudiean. Rumors had trickled down south that worried the southern clans. Rumors had come south that the Shaido had killed barefaced and were using swords. As well as Rumors that the Borderland nations of Malkier, Shienar, Arafel, Kandor, and Saldea were marshaling their strength to stop the marauding Aiel and were going to enter the Waste. The meeting was set to take place after the first moon of 1536. The southern clans led by Rhuarc of the Taardad arrived at Rhuidean on the last day of the twelfth moon of 1535, and the northern clans led by Sevanna of the Shaido arrived at Rhuidean on the second day of the first moon of 1536. The Clan Chiefs entered the designated meeting tent to discuss these rumors, Dhearic speaking for the nothern clan chiefs dismissed the first rumor stating that not even the Shaido were so honorless, which mollified Rhuarc, however as to the gathering Borderland armies Dhearic shrugged them off saying he was looking forward to a fight. Rhuarc was not afraid of the Borderlanders he knew that Aiel were more than a match militarily, his problem was that the northern clans had picked an unnecessary war the Borderlanders.

Now the Peace of Rhuidean stated that none may enter armed. Therefore at the meeting tent there were to be no arms. On the second day of the talks disaster struck, outside the meeting tent a Goshien blacksmith was found with a Shaido blade in his chest. The faces of all the Clan Chief's drained of blood at this sight, the Peace of Rhuidean had been broken and could only mean one thing War. Without words the Clan Chiefs looked at each other and walked back to their respective camps. The line had been drawn the Aiel would dance the spears until either Sevanna or Rhuarc was dead. The stakes were simple if Sevanna was killed the south would leave the north to stand on its own against the Borderlanders. If Rhuarc was killed the south would be united under Sevanna's banner.

War:
Because of the threat of the Borderlanders both sides knew that the War need to be resolved quickly and so it was. The War had three major battles The Battle of Alcair Dal, The Battle of Dol Amroth and The Battle of Rock Ridge, and was over in less than a fortnight. Each side had brought thirty six thousand spears with them (six thousand for each society) . Thirty thousand as their main force and six thousand reserves. The reserves for each army were the spears that would be fighting against their clansmen in this war. It was to Sevanna's advantage that the sides were evenly matched, because a full muster of the Aiel spears would have numbered two hundred thousand spears, the problem for her would have been that the south if their full muster could be brought to bear had another eighty thousand spears, while she only had sixty eight thousand spears. For reasons still not fully explained by the northern clan chiefs they allowed Sevanna to call the shots during the war and this led them to disaster.

The Battle of Alcair Dal:
Alcair Dal is a large hilltop south of Rhudiean and would give the Northern clans a foothold and a rallying point in the south. On the fifth night of the first moon of 1536 the northern clans attacked. The attacking force of 300 Far Aldazar Din 1,500 Sha'mad Conde and 1,500 Cor Darei attacking Alcair Dal was led by an overconfident Cor Darei named Cornelea. Alcair Dal was defended by 200 Far Dares Mai, 1,000 Aethan Dor and 500 Shae'en M'taa led by the Shae'en M'taal leader Gaul. The battle started off poorly for the North when their Far Aldazar Din scouts were ambushed halfway up the hill by Far Dares Mai. Cornelea seeing Far Aldazar Din being torn to shreds sent his Cor Darei in, leaving the Sha'mad Conde in reserve. With the Cor Darei charge, Gaul moved Shae'en M'taal in to back up Far Dares Mai. Cornelea ordered Far Aldazar Din to retreat with half their strength gone they would be wiped out by Shae'en M'taal. At this point the over confident Cornelea made a mistake. Instead of having Sha'mad Conde take the place of Far Aldazar Din, believing that the superior night skills of his warriors would be enough to win through. The Cor Darei never made it passed the halfway point up the hill, Cornelea was slain and with his death the Cor Darei beat a hasty retreat. At this point Aethan Dor was ordered forward to help clean up the remainder of the attack force as Sha'mad Conde engaged in a rearguard action allowing the remains of the attack force to escape. The north lost nearly half the attack attack force 150 Far Aldazar Din 500 Sha'mad Conde and 750 Cor Darei. Comparatively the South lost 50 Far Dares Mai, 200 Aethan Dor and no Shae'en M'taal.

The Battle of Dol Amroth:
After the bitter defeat the night before Sevanna made the decision to retreat from Rhuidean and find a better spot to take the field against Rhuarc. This move would lead to her undoing. Dol Amroth is a similar hilltop to Alcair Dal but north of Rhuidean. With the decision made to retreat her forward position at Dol Amroth was held by 1,000 Duadhe Mahidi'in and 1,000 Rahien Sorei. Rhuarc counterattacked the next morning with a force of 2,000 Sovin Nai, and 2,000 Hama N'dore. Outmatched the north ceded the hilltop without any blood being spilled. Rhuarc then moved his main battle group to the rallying point of Dol Amroth leaving the reserves at Alcair Dal.

The Battle of Rock Ridge:
Sevanna decided to make her stand at Rock Ridge. Rock Ridge is a hilltop about a days ride from the Jenn Pass.On the tenth day of the first moon the two armies met on Rock Ridge. Sevenna sent her army out under her brother-in-law Couladin leader of the Seia Doon. In the center of the northern line were the Seia Doon and Rahien Sorei, with Couladin in command. On the right flank was Cor Darei and Duadhe Mahidi'in led by Geranis of the Cor Darei. On the left flank were Sha'mad Conde and Far Aldazar Din led by Phacelia of Sha'mad Conde. (Couladin was the only society leader to be on the ridge for the north that day.) Rhuarc countered with the center of Hama N'dore and Far Dares Mai led by Aviendha, the left flank was Tain Shari and Sovin Nai led by Jheran and the right flank was Aethan Dor and Shae'en M'taal led by Gaul. The attack began at dawn with fiercest fighting along the center and left flank. By noon the entire southern army had made it to the top of the ridge. The north desperate to throw the south back, Couladin tried to shift Rahien Sorei to the the left flank and bring Far Aldazar Din to the center. The move backfired as it allowed Hama N'dore to crack the center open. Ruellia of Far Dares Mai was the first to make enter the northern camp were Sevanna anxiously awaited news from Couladin. Ruellia entered Sevanna's tent and killed her. The news of Sevanna's death raced to the front, the fighting ceased as the news spread like wildfire. The casualties on that day were.
North:
Seia Doon- 3,000

Peace:
On the fifteenth day of the first moon under the peace of Rhuidean the Clan Chiefs met to finalize the details that would end the war. There were three main points that were agreed on that day.
1. A contingent of 20 Rahien Sorei would deliver Sevanna's head to the Borderland Kings in hope of making peace.
2. should this fail the northern clans agreed to shoulder the responsibilty for the war with the Borderlanders, as such the Three Fold Land would be divided into two sham political entities. South of Rhuidean would be the sham political entity known as Far Dares Mai after the society that killed Sevanna, while the North would become the sham political entity known as Far Aldazar Din.
3.The Wise Ones would find a Shaido who would be strong enough to enter Rhuidean and come back out as clan chief.

I think it's because it's summer holidays time.
Many Balder regulars have disappeared because they're on holiday, or just out of their regular routine.
On the other side of things, there are also many people who have more free time now it's the holidays, and are bored, so decide to reactivate their nations.

Oh, and also because of all the reasons about the Balder government being inadequate/inefficient that I'm sure everyone is tired of hearing me go on about :P

When it comes to whether it's bad to be a dictator or not that's a really complicated debate, but 80% authoritarianism means that 4/5 of all nations on the site are more authoritarian than you are, so you aren't much of a dictator at all.
And I don't see your political apathy at top 20% so I don't know what you mean by "not caring". Though I would say a healthy dose of political apathy in a nation is par for the course, after all not everyone wants to or is qualified to be playing politic.

The Clan Chiefs entered the designated meeting tent to discuss these rumors, Dhearic speaking for the nothern clan chiefs dismissed the first rumor stating that not even the Shaido were so honorless, which mollified Rhuarc, however as to the gathering Borderland armies Dhearic shrugged them off saying he was looking forward to a fight. Rhuarc was not afraid of the Borderlanders he knew that Aiel were more than a match militarily, his problem was that the northern clans had picked an unnecessary war the Borderlanders.

Now the Peace of Rhuidean stated that none may enter armed. Therefore at the meeting tent there were to be no arms. On the second day of the talks disaster struck, outside the meeting tent a Goshien blacksmith was found with a Shaido blade in his chest. The faces of all the Clan Chief's drained of blood at this sight, the Peace of Rhuidean had been broken and could only mean one thing War. Without words the Clan Chiefs looked at each other and walked back to their respective camps. The line had been drawn the Aiel would dance the spears until either Sevanna or Rhuarc was dead. The stakes were simple if Sevanna was killed the south would leave the north to stand on its own against the Borderlanders. If Rhuarc was killed the south would be united under Sevanna's banner.

War:
Because of the threat of the Borderlanders both sides knew that the War need to be resolved quickly and so it was. The War had three major battles The Battle of Alcair Dal, The Battle of Dol Amroth and The Battle of Rock Ridge, and was over in less than a fortnight. Each side had brought thirty six thousand spears with them (six thousand for each society) . Thirty thousand as their main force and six thousand reserves. The reserves for each army were the spears that would be fighting against their clansmen in this war. It was to Sevanna's advantage that the sides were evenly matched, because a full muster of the Aiel spears would have numbered two hundred thousand spears, the problem for her would have been that the south if their full muster could be brought to bear had another eighty thousand spears, while she only had sixty eight thousand spears. For reasons still not fully explained by the northern clan chiefs they allowed Sevanna to call the shots during the war and this led them to disaster.

The Battle of Alcair Dal:
Alcair Dal is a large hilltop south of Rhudiean and would give the Northern clans a foothold and a rallying point in the south. On the fifth night of the first moon of 1536 the northern clans attacked. The attacking force of 300 Far Aldazar Din 1,500 Sha'mad Conde and 1,500 Cor Darei attacking Alcair Dal was led by an overconfident Cor Darei named Cornelea. Alcair Dal was defended by 200 Far Dares Mai, 1,000 Aethan Dor and 500 Shae'en M'taa led by the Shae'en M'taal leader Gaul. The battle started off poorly for the North when their Far Aldazar Din scouts were ambushed halfway up the hill by Far Dares Mai. Cornelea seeing Far Aldazar Din being torn to shreds sent his Cor Darei in, leaving the Sha'mad Conde in reserve. With the Cor Darei charge, Gaul moved Shae'en M'taal in to back up Far Dares Mai. Cornelea ordered Far Aldazar Din to retreat with half their strength gone they would be wiped out by Shae'en M'taal. At this point the over confident Cornelea made a mistake. Instead of having Sha'mad Conde take the place of Far Aldazar Din, believing that the superior night skills of his warriors would be enough to win through. The Cor Darei never made it passed the halfway point up the hill, Cornelea was slain and with his death the Cor Darei beat a hasty retreat. At this point Aethan Dor was ordered forward to help clean up the remainder of the attack force as Sha'mad Conde engaged in a rearguard action allowing the remains of the attack force to escape. The north lost nearly half the attack attack force 150 Far Aldazar Din 500 Sha'mad Conde and 750 Cor Darei. Comparatively the South lost 50 Far Dares Mai, 200 Aethan Dor and no Shae'en M'taal.

The Battle of Dol Amroth:
After the bitter defeat the night before Sevanna made the decision to retreat from Rhuidean and find a better spot to take the field against Rhuarc. This move would lead to her undoing. Dol Amroth is a similar hilltop to Alcair Dal but north of Rhuidean. With the decision made to retreat her forward position at Dol Amroth was held by 1,000 Duadhe Mahidi'in and 1,000 Rahien Sorei. Rhuarc counterattacked the next morning with a force of 2,000 Sovin Nai, and 2,000 Hama N'dore. Outmatched the north ceded the hilltop without any blood being spilled. Rhuarc then moved his main battle group to the rallying point of Dol Amroth leaving the reserves at Alcair Dal.

The Battle of Rock Ridge:
Sevanna decided to make her stand at Rock Ridge. Rock Ridge is a hilltop about a days ride from the Jenn Pass.On the tenth day of the first moon the two armies met on Rock Ridge. Sevenna sent her army out under her brother-in-law Couladin leader of the Seia Doon. In the center of the northern line were the Seia Doon and Rahien Sorei, with Couladin in command. On the right flank was Cor Darei and Duadhe Mahidi'in led by Geranis of the Cor Darei. On the left flank were Sha'mad Conde and Far Aldazar Din led by Phacelia of Sha'mad Conde. (Couladin was the only society leader to be on the ridge for the north that day.) Rhuarc countered with the center of Hama N'dore and Far Dares Mai led by Aviendha, the left flank was Tain Shari and Sovin Nai led by Jheran and the right flank was Aethan Dor and Shae'en M'taal led by Gaul. The attack began at dawn with fiercest fighting along the center and left flank. By noon the entire southern army had made it to the top of the ridge. The north desperate to throw the south back, Couladin tried to shift Rahien Sorei to the the left flank and bring Far Aldazar Din to the center. The move backfired as it allowed Hama N'dore to crack the center open. Ruellia of Far Dares Mai was the first to make enter the northern camp were Sevanna anxiously awaited news from Couladin. Ruellia entered Sevanna's tent and killed her. The news of Sevanna's death raced to the front, the fighting ceased as the news spread like wildfire. The casualties on that day were.
North:
Seia Doon- 3,000
Sha'mad Conde- 1,500
Rahien Sorei- 1,000

South:
Far Dares Mai-1,200

Peace:
On the fifteenth day of the first moon under the peace of Rhuidean the Clan Chiefs met to finalize the details that would end the war. There were three main points that were agreed on that day.
1. A contingent of 20 Rahien Sorei would deliver Sevanna's head to the Borderland Kings in hope of making peace.
2. should this fail the northern clans agreed to shoulder the responsibilty for the war with the Borderlanders, as such the Three Fold Land would be divided into two sham political entities. South of Rhuidean would be the sham political entity known as Far Dares Mai after the society that killed Sevanna, while the North would become the sham political entity known as Far Aldazar Din.
3.The Wise Ones would find a Shaido who would be strong enough to enter Rhuidean and come back out as clan chief.
