Syrillia-Borduria Treaty

Preamble

The undersigned nations, Syrillia and Borduria22, recognizing the detrimental effects of the continued and ongoing military and political struggle that has existed between them, and seeking to restore peace, mutual friendship, and prosperity, do hereby enter into the following Treaty. The terms of this Treaty shall be binding on both Parties, and shall be observed and enforced by the Witnesses listed herein. Upon the agreement of both Parties to the terms of this Treaty, it shall be presented to the primary Regions with which both Parties are affiliated.

Article I: Recognition of Past Misconduct
(A) The Parties recognize that the present conflict between them arose through disputed claims to several regions.

(B) The Parties recognize that both have competed for control of those several regions, to the detriment of both Parties.

(C) The Parties recognize that a state of war has existed between them, emerging out of the conflicts and competition recognized above.

Article II: Recognition of Control and Sovereignty
(A) The Parties recognize that Syrillia has sole dominion over the following regions:
(i) the Confederation of Independent States;
(ii) the Free State Alliance;
(iii) The Island of Jaxandria; and
(iv) the Island of Jaxandria.

(B) The Parties recognize that Borduria22 has sole dominion over the following regions:
(i) The Holy Christian Union;
(ii) The Legion Empire;
(iii) Liberty Republic;
(iv) the Federation of Democratic Republics; and
(v) Revolutionary Base.

(C) The Parties agree that, upon the enactment of this Treaty, all military forces of one Party present in any region recognized in this Article as under the dominion of the other Party will immediately vacate those regions.

(D) No Party shall invade, create, or otherwise interfere with any regions under the dominion of the other Party, including regions not listed in Sections (A) and (B) of this Article.

(E) Any regions not listed in Article II, under the control of either Party, are presumed to be within the exclusive jurisdiction of the controlling Party at the time this Treaty comes into force.

Article III: Limited Mutual Defense
(A) Should any region listed in Article II of this Treaty ever fall under the control of any other nation, the Parties must work together to ensure the return of that region, except that:
(i) Neither Party to this Treaty must declare war on any other nation; and
(ii) This provision does not apply when a Party has voluntarily transferred control of a region listed in Article II of this Treaty to a third party.

(B) In the case of an emergency, one Party may secure control of a region over which the other Party has dominion, as recognized in Article II of this Treaty. In such a case, the occupying Party must immediately notify the other Party of its action, and must cede control over that region to the other Party upon demand.

(C) The provisions of this Article do not apply to regions not listed in Article II, Sections (A) and (B).

Article IV: Future Relations
(A) The Parties recognize the benefits of a peaceful, friendly, and mutually respectful relationship.

(B) The Parties agree to work together to promote and foster a peaceful, friendly, and mutually respectful relationship.

Article V: Violations
(A) Should any Party determine that the other Party has violated the terms of this Treaty, both Parties shall immediately convene and make a good-faith attempt to resolve the perceived violation.

(B) Should the Parties be unable to resolve an issue through a mutually agreeable route, the regions in which the Parties reside at the time of the dispute may become involved and attempt to negotiate a peaceful resolution.

(C) At no time may one Party declare war on the other Party.

(D) At no time may one Party claim ownership or control of any region under the control of the other Party.

Article VI: Amendments
(A) The Parties may, by mutual agreement, amend Article II of this Treaty.

(B) Amendments to this Treaty need not be approved, recognized, or acknowledged by any Witnesses.

Article VII: Effective Date
(A) The terms of this Treaty and all associated duties and responsibilities will come into effect 24 hours after the date set by the Parties.

(B) This terms of this Treaty were approved by both Parties on May 1, 2015, and shall be effective after 24 hours.

(C) Amendments to this Treaty shall become effective immediately.

Article VIII: Witnesses
(A) Syrillia hereby appoints Region 4 to witness this Treaty, affirming that both Parties agreed to the terms herein.

(B) Borduria22 hereby appoints Assam to witness this Treaty, affirming that both Parties agreed to the terms herein.

(C) Immediately following the enactment of the Treaty, the Parties shall make their respective regions aware of the existence of the Treaty.
