Acknowledging Fudgetopia as the longest serving delegate of The South Pacific, whose reign began on July 5, 2006 and ended on January 1, 2010, totaling 1276 days or three and one-half years,

Remembering throughout NationStates history the Pacific regions have been unstable and difficult to maintain,

Recognizing that Fudgetopia, in compliance with the laws of The South Pacific, allowed challenges to the delegate's position and criticisms of the delegate's leadership at any time,

Amazed that Fudgetopia maintained control of a Pacific for three and a half years, without restricting freedom,

Impressed at this unmatched accomplishment, and also that as a result, Fudgetopia has long been the most influential nation in the world,

Noting that Fudgetopia was founded on September 4, 2003 in The South Pacific,

Realizing since that date, Fudgetopia has been one of the most important figures in The South Pacific and was a founding member of The South Pacific's military, served in various cabinet positions throughout the years, and became a forum administrator of The South Pacific Forum,

Understanding that Fudgetopia has been a positive force of leadership within The South Pacific for over seven years,

Believing that any nation having had such success as the fair and diligent leader of a Pacific is deserving of recognition,

Hereby commends Fudgetopia.

Description: Condemn The Black Hawks

NOTING that The Black Hawks are an aggressive raiding organization.

ACKNOWLEDGING that raiding is legal, yet controversial, under-regulated, and frequently unsportsmanlike.

CONCERNED that The Black Hawks have openly targeted and raided hundreds of regions and used regional bans to permanently exert their control.

RECOGNIZING that The Black Hawks have admitted to conspiring to pass a Security Council resolution to commend their own nation by drafting the text.

CONCERNED that a vote in favor of this resolution will make World Assembly delegates and their regions targets of The Black Hawks, as has been reported following previous proposal attempts.

NOTING that such targeting is proven to have a cooling effect on free speech and the democratic process.

FURTHER NOTING that free speech and the democratic process are the sole methods of presenting or supporting a Security Council resolution.

CONCERNED that a cooling of expression and democracy paralyze the Security Council and prevent it from fulfilling its mandate.

HEREBY CONDEMNS The Black Hawks for endangering the functioning and survival of the Security Council.

The Charter was extensively written by Commerce Heights, and establishes a more efficient governing body and a set of formalized rules for the Olympic Winter Games (Winter Olympics) and Games of the Olympiad (Summer Olympics),

Understanding that the Olympic Games are considered one of the most challenging international games to host because of the wide variety of contested sports and disciplines, and yet the nominee has hosted the first and second winter Olympic Games, in addition to the second, third and fourth summer Olympic Games,

Further Understanding that Commerce Heights presided over the Olympic Council during the V Olympiad and has remained active in the management of the Olympic Games as a member of the Games' Executive Committee,

Bearing in Mind to honor Commerce Heights contributions to the Olympic Games, the Olympic Council's headquarters are located in Aeropag, Paripana,

Applauding Commerce Heights’ great contributions to International Football:
• Commerce Heights had the initiative to rewrite the totality of legislation governing the World Cup Committee (WCC) with ‘Proposal 1093’ which was later rewritten into a constitution by Starblaydia,
• The nominee -- at the time of writing -- has hosted five World Cups which is an accomplishment only challenged by a select few,
