It is a dark time for the Nadris. Although the Supreme Autarch may have finally purged the government of his enemies, Dominion troops and the citizens they watch over have become restless and the many lesser-dominions the Nadris used to oversee were able to fall away. Contha, Maridia, even Aidia have been lost, and many nobles secretly blame the Supreme Autarch.

To add insult to injury, a group of civil rights activists led by someone under the alias of Noli Nove (Grey Friend) have established new secret bases all over the dominion, and are making the Nadris Domestic Guardians' lives hell in the cities.

The Supreme Autarch, obsessed with finding this "Noli Nove" (as they are the last bastion of opposition to the government), has dispatched thousands of spies into the far reaches the dominion to sniff these "domestic terroritsts" out....
