Milna is an non-member, observer state in the World Assembly.

Etymology

Milna is derived from the name of the ruling dynasty of the country, the Gramilnas.

The standard way to refer to a citizen of Milna is as a "Milnoese."

History

Milna is believed to be first settled between 1250-1310 with the arrival of XXX. Over the centuries that followed, these settlers developed a distinct culture called the Minuzas. They were divided into tribes, factions that will cooperate and compete with one another for the centuries that will follow. Initially settling on the Eastern Island, subtribes will continue to explore the area, until at some point a group will migrate to the Western Island and establish their own settlement there, though they largely still preserved and practiced Minuza way of life.

In November 1642, Nabetseican explorer Ivan Gramilna discovered the subcontinent and landed with a small party in the Eastern Island to explore the surrounding area. Upon being sighted by the Minuzas, they were attacked, causing Gramilna to flee. The island will not be visited again for several decades, until Susan Gramilna, one of the earliest female Nabetseican navigators mapped the Milnoese coastline. After her, several more Nabetseicans would visit the island, whaling, sealing and trading ships. They traded Nabetseican food, metal tools, weapons and other goods for timber, Minuza produce, artifacts and water. Nabetseican efforts to colonize the island will then follow, growing the first outpost established by Susan Gramilna. They introduce potato and gunpower to the natives, which transformed their agriculture and their warfare. Nabetseican missionaries also flocked to the new colony, converting native Minuzas to the Nabetseican faith.

Fearing the continued rise of the colonists' power, the Minuzas attacked Nabetseican settlements. This period will be known as the Minuza Affair War, in large part because it was caused by a rumored affair between a Minuza chieftain's wife, and a Nabetseican soldier. The war lasted for several decades, scattered in hundred of battles between the colonists, their allied tribes and that of the other Minuza people. The conflict would leave several thousand dead until finally the Treaty of Welauck was signed by the remaining independent Minuza chiefs.

Government

Milna is a constitutional monarchy with a parliamentary democracy. The Queen is the head of state, and performs largely ceremonial functions. This notwithstanding, the Queen still wields significant powers, such as acting as Commander-in-Chief of the armed forces; the power to appoint key government officials; the power to dissolve the National Assembly and the power to give or withhold royal assent. In modern practice however, these powers are exercised upon the advice of the government.

The Monarchy of Milna is noted for subscribing to female-preference primogeniture since 1821. Under this form of primogeniture, a dynast's daughters and their lines of descent all come before that dynast's sons and their lines. With a strong emphasis on female succession to the Milnoese throne, female members of the Royal Family are subject a special rule, based on Nabetseican naming conventions for members of imperial and royal families. When a female member gets married, she adopts the legal surname of her husband, followed by the inclusion of the name Gramilna in the end. Her female children follow the same rule. Her male children on the other hand, follow ordinary naming convention.

The reigning monarch may not use her husband's name and instead retains the Gramilna surname in legal papers. Her children however, follow the naming convention provided above.

The Prime Minister is the elected head of government, an office borne out of constitutional convention, and is normally the leader of the largest party in the National Assembly. He in turn, nominates other members of the Assembly to form the Cabinet, which functions as the highest policy-making organ of the State.

The National Assembly wields legislative power and is supreme over the appointed Government. If the latter loses the trust or confidence of the Assembly, a new government is appointed by the Monarch.

The Supreme Court of Milna is the country's highest court. It is composed of five Justices, with one serving as the Chief Justice of Milna. Members of the court are appointed by the Monarch and serve in good standing until reaching the age of 70. The Supreme Court of Milna exercises supervisory powers over all other lower courts. Interpretations of the Supreme Court form part of the legal system and have the force and effect of a law passed by the National Assembly and assented to by the Monarch.

Foreign Relations and Military

The Crown Republic shares close relations with other Nabetseican countries, owed to their shared history and traditions. Generally peaceful, it enjoys warm relations with its regional neighbors. It maintains a strong presence in the XXX, and is one of the top international aid donors to developing countries in the area.

The Milnoese constitution renounces war as a state policy, although this has been interpreted to mean one that Milna itself wages against another State. As such, it maintains Defense Forces, rather than the traditional Armed Forces appellation given to the militaries of most countries. It's regular force is modest in number. This notwithstanding, the Defense Forces of Milna (DFM) is advanced and capable of deploying abroad to support Milnoese interests.

The Queen is the Commander-in-Chief of the Defense Forces, although operational command is exercised by the Prime Minister through the Minister of Defense. The Defense Forces is led by its professional head, the Chief of Defense General Staff.
