The Svalbardian system of government takes notable influences from Roman government of the Republican era. Most notable of which would be the dual-consular system where-in the executive government is headed by two Consuls who are of equal rank and able to keep the other one in check in case of an egregious breach in power. This system has evolved into the more well defined and orderly executive government that is there today, but it still holds true to the notion that no man or woman is above all others with no equal.
Origin
In the wake of the Uprising of the Wolves the Svalbardian government was nonexistant. Coming from a monarchy it was decided that no person in Polar Svalbard should not have an equal among them. The Europeans who had managed to come to power in this struggle looked back to their continent and history for ideas of what type of government would work well within the broken nation. The most well received idea was one that heavily took ideas from the Roman Republic of old. Rome was an empire of great standing, of honor, of a long history. Transplanting the ideals and government would work well in Polar Svalbard.
It was no coincidence that around this time a large about of knowledge, plays, and books about the Roman Republic were shown and distributed around Polar Svalbard as the leaders of the nation tried to formulate a plan. Soon enough those that were pushing for a government like the Roman one were having heavy public support, especially as they tied the history of Rome to the legends of Polar Svalbard and the ideals that Svalbardians held close to heart. Thus after a vote, the Roman plan was adopted by the leaders of the revolution. A senate would be set up and, notably, two consuls would be elected to oversee the military, to make sure that laws were followed, among a few other powers.
Nonetheless the position of Consul would grow in importance and powers and tasks would start to pile into the Consular role. This became so much that it was decided, informally at first and then soon enough formally, that each Consul would oversee different aspects of the nation. It was at this point that the Consuls became known as the Consul Bellum and the Consul Adstutia. Interestingly enough this was when the male-female seperation began, where each Consul was largely appointed as a certain sex. This due to Svalbardian ideals and heritage which place emphasis on different values for each gender. Thus the modern consuls took shape.
Powers and Duties
While theoretically all powers given to the Consuls are shared between them, it is considered a breach of etiquette to do more than veto or recommend actions in the realms that the other consul presides over. This is especially so as each ministry responds to the consul that they are assigned to. Thus the powers that are effectively shared between the consuls are their veto powers towards each other and the senate. Additionally each are considered the chief diplomats of the nation.

Dragao do mar, I also decided to read a bit more into your history, and found a lot of stuff about the Dutch right around the same time I had the formation Kapolder and the beginnings of the Stiuraian Republic. That's pretty neat and I was wondering if you wanted to work on tying our history together, especially during the Dutch colonial period for now.
