Most is based on the number of individuals who agree and then you work from there based on what can or cannot be done. For example, I used to live in a place where laws used to favour one religious group over another, so local councilors and mayors would come together to see if there was any way that they could find a consensus to make everyone happy. For example, one day there was an issue with a store that wanted to open on Mondays. In my area, stores being open on Mondays at the time was considered taboo because it was considered a day off. So, the agreement was that the store could be open, but not under regular business hours. Instead of being open from 6am to 9pm, the store could be open from 6am to 2pm. Problem solved.
Great, but we are talking about a consensus for the whole world, not a local area. And that's a pretty minor issue too compared to the problems you were talking about.

I donʻt think that imperfection is solely attributable to humans. Even if we were gone, there would still be suffering, parasites, injustice, there would just not be humans to interpret it. I think imperfection is an inherent part of existence, letʻs not napalm the forest just because there are strangler figs in it.
Who said I was perfect? And yes, we are all imperfect, so could a "better" world even exist as the world should in essence be perfect, but humanity is not?
And to finish off the argument because I want to do something else at this point, and this has gone on long enough, I'll finish off with this: If me and you couldn't even agree on whether or not a perfect world could exist, how much more could all of humanity agree on how a "better" world would be made.
