Tip: Confiscate all weapons from their homes and make sure they aren't allowed to assemble or communicate with one another to become organized. Attempt to divide and conquer; because they are poor, they're more likely to switch over to supporting the government if given the opportunity for a better life, so begin recruiting more soldiers and police from these poor communities to "defend and protect" these poor communities, with promises of higher pay and guaranteed protection for the people and their families if they join the military or engage in anti-rebel behavior.
