This honestly seems very suspicious to me. If they were all to be seperate they would be breaking RMB RP rules but if theyre together, even though theyd have the exact same power and what not that doesnt break RMB RP rules?

The fact that they aren't a part of the Pact means that they aren't a part of the Pact. They are a part of Greater Ostaria.

Angel of Charity had autonomous/semi-autonomous protectorates and some of them weren't part of alliances that Charity was in.

There is a difference between autonomous protectorates and autonomous states.

Yep, you're correct. Because Angel was the one who made the rules, his interpretation is pretty much ruled above all in terms of them.

It's OOC members-count, so yes, the Iron Pakt must loose one member.
