But before I close this out, I want to say something and be very clear. Abydos is our region, all of ours. It belongs to you and I and Everyone else. We either make this place a great region or we do not. Sitting around waiting for someone else to take charge is not the way to go.

Nationstates is a game of words, nothing else. Words make up our constitution, our bill of rights, our laws, our speeches, and our RMB activity. Literally anyone can make this region thrive by simply posting words.... anything. If you want an active RMB, simply make it your goal to always be the last person to have post. If you want a law, write one up. If you want to declare a revolution, just do it. It is all words.

Many of you came back here inspired by the words I spoke when I became Grand Luxarch. Think about that. Words moved you. I would suggest we all start using our words to move others as well. What separates a great region from a mediocre one is the amount of words they use, the quantity. What separates a great region from a dead region, is a great region k ow words have power and can be used to accomplish anything. Abydos needs that, and while I will not always be on as frequently as I'd like, I will be here and when I am, I will not hesitate to use my words to move the region along in the desired course. I would Highly suggest everyone else do the same.

Once again, I apologize for my early departure. I firmly believe the most responsible thing to do is retire with dignity rather than hold the position in an inactive state. For future leaders looking on this speech, Let that serve as a reminder that even in retirement, Abydos should be put first. The betterment of the region should be held higher than the individuals title.

Thank you all, and I look foreward to working with Katniss, helping him shape Abydos in his image.

Welcome to the period of consolidation. It was all removed as Zarvarza and Zyris along with Edenea and others have been revising for the past week or so. It is this, where, the conclave and the government was unofficially casted aside for a moment so that we can revise, adapt, and reconstruct the foundations of Abydos; starting with the Eye.

I do agree with you on the need to revise and update The Eye. There are terms in it that are either archaic, nondescript, or downright confusing.

He'll be back. Many many moons ago, when people had left, he told me, "They'll be back. They always come back." If it was true for anyone else, its also true for him. THE UNIVERSAL LUXICON OF ABYDOS
AS GIVEN UNTO US BY THE ANCIENTS OF THIS LAND,

THIS, EYE OF ABYDOS, OFFICIATED: DECEMBER 15, 2018; REVISED 2020


Seal of the Eye of Abydos

Officiation:
This, the Eye of Abydos, shall serve as the supreme law of the region of Abydos and of all nations who reside within. No document shall supersede these words. No craft shall overpower this intent. No power shall overshadow this authority.

Designation:
We shall declare that this Eye of Abydos, through its own sovereign authority, serve as the designation of the true lineage of Grand Luxarchs of Abydos. Any claim of authority over this jurisdiction, Abydos, the lineage of the Grand Luxarch, or its other offices shall be recognized as illegitimate without this Eye of Abydos as declared, December 15, 2018.

Curse of the Ancients:
By the blessings of the Ancients who inhabited these lands before us, Abydos shall forever be protected from calamity and destruction. Those who seek to desecrate this law of Abydos through illegal nullification, exploitation, circumvention, abolishment, manipulation, revolution, or to otherwise cause discord shall be cursed by the Ancients who guard this land and banished. Likewise, Abydos itself shall be lost to the sands, should we as a people forget our Axioms, stray from the lineage here established for the Grand Luxarch, or seek personal glory before the glory of this place.

Promulgation:
With the alluring Eye of Abydos securely stationed within the ethereal above us, we the mortals of this world have justly inherited the legacy built by ancient imperials, kings, queens, nobles, and Luxites. No inheritance shall ever be so abundant, for with this inheritance comes the wisdom of ages of dynasty, triumph, and tragedy, which have crafted and refined our mortal beings to be of a higher ascendancy and ever closer to completion of the great quest our imperial ancestors began so long ago. This quest, we all know, is the immortality of the idea we herein enshrine.

Thus we know as we called out to the heavens in the old ages, clenched our axioms, prayed for vainglorious victory and cursed the enemies who had surrounded us, consumed us, and left in its wake only despair, the spirits of our ancient ancestors looked down upon us, and pitied us in our darkest of hours. When we turn away from the Eye of Abydos, we brought upon ourselves misery, death, and vile things. We lost our essence, saw the enemy in our friends, and destroyed the very life within us. We know that the Eye of Abydos, who guides us, had mercy upon us, for within these words, commissioned a great new birth with our people; to set clear the course in which we are to follow, heal wounds, and build strong our resolve in this world, the likes of which have never been witnessed before.

We declare that The Eye of Abydos stands today as the resolve and testament of a displaced, war torn, and tired people, who at one time chose to reject enlightenment and paid a sizable ransom. When we cling to this Eye of Abydos we shall inherit the rightful blessings upon which all people can use to prosper and thrive. We shall be made whole and no enemy shall assail our coast. We shall be enlightened and be elevated toward the infinite eye; as close as any mortal being can possibly attain within the confines of this world. This document shall be our highest authority for all those who look upon it, in our quest for enlightenment. We know that of the seen and unseen worlds espoused in this existence that the Eye of Abydos is the everlasting authority for all our acts. The Eye of Abydos is the quickener, the mover, the creator, the preserver, the decider, and if rejected, the destroyer. The Eye is our first, last and only, eternally.

The choice all of us face is simple. Adopt the Eye of Abydos as the will and course set forth for an enlightened and unified future, or reject it and allow the blood of the past to spill again with the demons of chaos reigning. We have thus enacted this, The Eye of Abydos, as the highest authority of all people under its jurisdiction. This we do in honor of the Ancients who lead the way before us.

EYE OF ABYDOS
ARTICLE ONE
RIGHTS OF LUXITES

All have the right to citizenship after registration to the regional forums and an application of citizenship is submitted and approved. Those who submitted citizenship applications to the regional message board which were approved prior to June 29, 2020 shall retain citizenship as if though they had submitted them on the Abydos regional forum, but shall be required to register to the forum if they wish to vote, hold office, or to participate in Abydos in a social capacity beyond the regional message board. Dual citizenship is not recognized. Those who hold citizenship outside of the jurisdiction of Abydos shall not be granted citizenship. No one may be arbitrarily deprived of their citizenship, including ejection and banishment, without due process of law and just cause.

The terms Citizen and Luxite are used interchangeably.

§1.1 Right of Free Speech
Citizens are guaranteed the freedom of ideas and speech. No citizen may be forced to express their views and convictions or to reject them.

§1.2 Right of Communication
Citizens have the right to freely look for, receive, transmit, produce and distribute information by any legal means. This does not include spam, trolling, vulgarity, or content posted by spies, or other content otherwise prohibited by NationStates site rules. The list of data comprising state secrets shall be determined by law. The freedom of mass communication shall be guaranteed. Censorship is prohibited.

§1.3 Right to Appeal
Citizens have the right to address personally, as well as to submit individual and collective appeals to government bodies and public officials through the Supreme Luxite.

§1.4 Right of Access
Citizens enjoy equal access to public records. Laws shall be officially published. Unpublished laws shall not be used. Normative legal acts concerning rights, freedoms and duties of citizen may not be used if they are not officially published for general knowledge.

§1.5 Right of Complaint
Citizens have the inherent right to lodge a complaint against the actions of officials and government bodies. Complaints shall be examined according to the procedure and within the time-limit established by law.

§1.6 Right of Reprieve
Actions by officials that contravene the law or exceed their powers, and infringe the rights of citizens, may be appealed against in the manner prescribed by law.

§1.7 Right of Anonymity
The dissemination of information about the private life of a citizen and such information as IP addresses, postal addresses, email addresses and phone numbers shall not be allowed without their consent.

§1.8 Right of Privacy
Citizens have the right to privacy of correspondence, of conversations, telegrams and other messages. Limitations of this right shall be allowed only by process of law.

§1.9 Right to Organize
Citizens have the right to create political parties for the protection of their interests in the manner prescribed by law.

§1.10 Right of Statesmanship
Citizens have the right to run for election to public office and to vote in elections and referendums through secret ballot. Each citizen shall have one vote.

§1.11 Right of Independence
The freedom of activity of association is guaranteed. No citizen may be compelled to join any association and remain in it.

§1.12 Right of Mobility
All nations have the right to freedom of mobility. Any nation residing within the region of Abydos may remain in or leave the region of without restriction.

§1.13 Right of Return
Citizens who leave the region voluntarily, and not via legal expulsion, have the right to retain their citizenship should they return, but will lose all titles and offices they held within the region upon their departure.

§1.14 Birthright Citizenship
As Abydos is eternally the birthright of all citizens, all ex-citizen nations have the right to re-apply for citizenship without restriction, only once the Elder Statesman has deemed that they have made adequate reparations to the region. This application does not imply a guarantee of acceptance of said application.

§1.15 Right of Due Process
All citizens have the right to due process, including a swift, public trial, to be juried by members of the Supreme Luxite and presided over by the High Oracle.

§1.16 Habeas Corpus
The privilege of the writ of habeas corpus eiectus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.

§1.17 Self Incrimination
No citizen shall be compelled in any criminal case to be a witness against himself.

§1.18 Right of Accusation
All nations have the right to bring a criminal accusation or civil complaint against another citizen, to be decided by the Supreme Luxite.

§1.19 Right of Defence
All citizens have the right to provide themselves third-party defence in a criminal proceeding in the form of another citizen member acting as their legal counsel in court, should they desire or require it, and should said citizen be willing to act in such a capacity.

§1.20 Right to Trial
No person shall be held to answer for a capital, or otherwise infamous crime, except in cases arising in the defense guild, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of citizenship; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of citizenship or liberty, without due process of law.

§1.21 Right of Freedom
No citizen may be accused of a crime without sufficient evidence and probable cause.

§1.22 Player Civil Rights
All citizens have the right not to be discriminated against for their IRL affiliations, their religious ideologies, or by their race, age, gender identity, sexual orientation, physical or mental health or disability.

§1.23 Harrassment
All citizens have the right not to be harassed by other regional nations. They shall not be the target of bullying, trolling, or general insults within the region of Abydos.

§1.24 Right of Engagement
All citizens have the right to engage in Roleplay in the region of Abydos without discrimination.

§1.25 Foreign Actions
Citizens hold the right not to be judged or discriminated against based on their actions in a foreign region.

§1.26 Definition of Denizen
A denizen is anyone visiting or residing in Abydos for at least thirty days.

§1.27 Denizen Communication
Denizens of Abydos have the right of freedom of communication in regards to use of the RMB, telegrams, and NationStates sanctioned forums without discrimination.

§1.28 Compulsory Citizenship
Denizens shall not be compelled into applying for citizenship.

§1.29 Rights of National Management
Denizens retain the right to run their nation as they see fit, without any interference from other residents or citizens of the region.

§1.30 Right of Denizen Anonymity
Denizens have the right of anonymity and to not have their identifying player information exposed publicly.

ARTICLE TWO
LEGAL SUPERIORITY

§2.1. Perpetual Establishment
We shall establish this Eye of Abydos, in its entirety, as the most supreme law of the region of Abydos and of all jurisdiction herein acquired, to stand in perpetuity for our governance and organization. This Eye of Abydos shall never be repealed.

§2.2. Supreme Law
We shall insure that this Eye of Abydos supersedes all other legislation, directives, decisions, orders, decrees, and any other authoritative document within the jurisdiction of Abydos. Words, crafts, or personalities which overshadow this Eye of Abydos shall be nullified by default.

§2.3. Conditions of Agreement
We shall consider residency of nation or account, regardless of Luxiteship or class status, anywhere within the jurisdiction of the region of Abydos as an agreement of recognition and consent to this Eye of Abydos for all. Those who do not hold agreement with, or object to the Eye of Abydos may voluntarily withdraw from agreement through the removal of their presence in all Abydos jurisdictions, forfeiting any class, work, status, office, or privilege.

§2.4. Denial of Access
We shall never deny the right of any Luxites to view and have access to the Eye of Abydos in its entirety. We shall insure that the Eye of Abydos is displayed prominently within the region and regional forum.

§2.5. Access Through Jurisdiction
We shall insure that the Eye of Abydos can be accessed through NationStates, the community forums, and, if possible, all other infrastructure intended to be used by the general populous of Abydos.

§2.6. Adherence
We shall seek both the authority and spirit of the Eye of Abydos in all our words and actions as resident, Luxites, and of all classes under the jurisdiction of Abydos.

§2.7. Contradicting Authorities
We shall be called to challenge the nature of any authority which stands in contradiction of this Eye of Abydos, as it is our duty to uphold this constitution above all else.

§2.8. Denial of Residency
We shall not grant residency or Luxiteship to those who openly denounce the authority of the Eye of Abydos on any infrastructure under the jurisdiction of the region of Abydos or who have publicly denounced it abroad. Likewise, nations who denounce the legitimacy of the Grand Luxarch, our Abydos Axioms, our system of government generally or specifically, or otherwise cause unprovoked disturbances shall be removed from all infrastructure under the jurisdiction of Abydos, it's regions and community forum without digression.

§2.9. Personal Exploitation
We shall never grant any account, person, nation, group, authority, or document the right to edit, alter, abolish, circumvent, nullify, undermine, seek refuge against, or manipulate the words herein for the purpose of any gain, profit, point, act, or for the purpose of causing discord, de-legitimization, trolling, spamming, calling for political upheaval, or otherwise disruption.

§2.10. Political Exploitation
We shall never permit this Eye of Abydos to be used as propaganda, a political weapon, or otherwise manipulate the meaning and intents of the law herein written.

§2.11. Automatic Removal of Delinquent Nations
We shall grant the founder the right to eject or ban any nation from all infrastructure which has been found to have abused the Eye of Abydos through these and other means for the maintenance of peaceful political and jurisdictional operation.

EYE OF ABYDOS
ARTICLE THREE
FOUNDERSHIP

§3.1. Ensuring Compliance

The founder of the region of Abydos shall be charged and tasked with the keeping and compliance of this Eye of Abydos within all jurisdictions if established legal protocol cannot resolve an infraction.
§3.2. Regional Administration

The founder shall maintain the right to administer as necessary the region of Abydos with the tools and means provided by NationStates for the purpose of providing compliance to the Eye of Abydos and to maintain general harmony of the residents and Luxites.
§3.3. Anti-Founder Sentiment

We shall not ratify any law which restricts the founder from performing the duties and administrative tasks afforded to him through NationStates game mechanics, nor attempt to remove from the founder the right of sole administrative authority. Politicizing legal acts by the founder or otherwise advocating for acts to be performed against the founder, with or without reason, shall not be tolerated. General disruption and noncompliance with regards to anti-founder sentiment shall result in the removal of Luxiteship and residency.
§3.4. Founder Participation

The founder shall retain full rights to participate and hold office within Abydos while simultaneously encouraging and facilitating a neutral gameplay experience for all.

ARTICLE FOUR
INTERPRETATION & REVISION

§4.1. Interpretations of Law

We shall grant the right of interpretation of law to the Oracles Guild. The Oracles Guild shall interpret this Eye of Abydos and all subsequent law. The Oracles Guild shall write a Law Review on their interpretation of the law to be accepted by all Luxites of Abydos. An interpretation of law shall be final upon the agreement of all Oracles present and the agreement and signature of the High Oracle; otherwise, no interpretation shall be recognized.
§4.2. Disputed Legal Interpretations

Should the general population or any nation dispute the validity of a Law Review by the Oracles Guild, the Founder shall issue a judgement either upholding the Law Review or order the repeal of the law causing the dispute, excluding this Eye of Abydos.
§4.3. Eye of Abydos Revisions

We shall require all revisions of this Eye of Abydos to be agreed upon and performed jointly by the Founder and currently seated Grand Luxarch, through a Writ of Revision.
§4.4. Transparency of Writs

We shall require all Writs of Revision to be publicly posted and accessed by all residents and Luxites.
§4.5. Revision Agreement Status

We shall grant no revision to the Eye of Abydos if the Founder and Grand Luxarch do not agree in full to the alteration. This excludes basic coding, grammar, and spelling corrections when discovered. We shall require full agreement to a revision to prevent radical changes to the harmony of Abydos and its government.
§4.6. Revision Incorporation Policy

We shall require that all revisions to the Eye of Abydos be incorporated into the text of this in such a way as to leave the original text intact, and provide necessary addenda to the text to provide the reasoning, dating, and signatures of the revision.

ARTICLE FIVE
GOVERNMENT STRUCTURE

§5.1. Political Branches

We shall divide the government of Abydos into three distinct separate branches of government: The Executive, the Legislative Branch and the Judicial branches. The executive branch of government shall be led by the Grand Luxarch and the legislative branch shall be led by the Elder Statesman.The Judicial branch shall consist of the Oracles Guild led by the High Oracle.
§5.2. Executive Branch

The executive branch of government for Abydos shall consist of the Grand Luxarch and as well as any subordinate offices and positions.
§5.3. Legislative Branch

The legislative branch of government for Abydos shall consist of the Elder Statesman, and The Supreme Luxite. The Supreme Luxite shall consist of six seats.
§5.4. Abydos Guilds

Abydos shall operate six guilds for the purpose of carrying out various additional regional functions that operate in varying degrees of semi-autonomy from the executive, legislative and judicial branches of government. These guilds shall include: Oracles Guild, Ambassadors Guild, Roleplay Guild, Luxites Guild, Defense Guild, and Cultural Guild.
§5.5. Oracles Guild

The Oracles Guild shall be responsible for the protection and enforcement of the 13 Abydos Axioms over the region. The guild shall be lead by a High Oracle, who is, only upon vacancy of office due to nation death or resignation, appointed for life by the currently seated Grand Luxarch from among the currently seated oracles. If there exists no oracles to choose from, the Grand Luxarch may choose any Luxite . Additionally, the Oracles Guild allows for up to three Oracles chosen by and to serve under the High Oracle, and from among a host of Apprentice Oracles who study within the guild.
§5.6. Ambassadors Guild
The Ambassadors Guild shall be responsible for diplomacy, foreign affairs, and embassy exchanges for Abydos, excluding that which pertains to signed treaties, military action, espionage, and condemnations. The guild shall be governed by a Chief Ambassador who is appointed or demoted jointly by the Grand Luxarch and Elder Statesman at will. The Chief Ambassador shall carry out diplomatic missions that both the Grand Luxarch and Elder Statesman agree to. Additionally, the Chief Ambassador leads all Ambassadors in the fulfillment of foreign affairs missions.
§5.7. Roleplay Guild

The Roleplay Guild shall be responsible for creating and maintaining a successful roleplay environment within Abydos, as well as launch new role play games and scenarios. The guild shall be governed by a Chief Cartographer as appointed by the Elder Statesman to manage an official Abydos Map. The Chief Cartographer shall be charged with keeping order to all Roleplay games and events as well as The Riddled Sphinx game area and assisting with all nations who seek to participate.
§5.8. Luxites Guild

The Luxites Guild shall be responsible for the creation and maintenance of political party headquarters, Luxites organization groups, and other civic-centered organizations which may be created to facilitate a competitive political atmosphere in Abydos. The Luxites Guild shall be governed by the Chief Gatekeeper who maintains a fair and unbiased approach to the various political and organizational factions of Abydos and shall verify fair and legal elections through the tabulation of votes. The Chief Gatekeeper is appointed by the Elder Statesman once every term, or upon vacancy of office.
§5.9. Defense Guild

The Defense Guild shall act as the official military and intelligence sector of Abydos. The guild shall be governed by the Chief General and may have subsequent military ranks below. The Defense Guild shall maintain a standing military capable of defending Abydos and her allies from outside forces. The Grand Luxarch shall reserve the right to promote or demote nations at will for the successful function of the guild. If, in the event that a Grand Luxarch opposes military option abroad, the Defense Guild shall be the only guild that can be decreed temporarily closed.
§5.10. Cultural Guild

The Cultural Guild shall be lead by the Chief Curator who is appointed by the Elder Statesman. The Cultural Guild is charged with promoting the history, education, and culture of Abydos to the Luxites, and shall comprise the state and private media as well as the state religion of Abydos led by the Office of High Priest.

THE GRAND LUXARCH

§6.1. Role of the Grand Luxarch

The Grand Luxarch of Abydos shall be regarded as the highest attainable position possible and the regions public figurehead, highest executive leader and commander of the military. The Grand Luxarch shall be responsible for the appointment of two Appointed Scribes to The Supreme Luxite, the High Oracle, Chief General, Chief Cartographer, and shall work with the Elder Statesman to set a reasonable foreign policy. Additionally, the Grand Luxarch work with the Founder to insure a harmonious regional experience as well as oversee maintenance, security, and conduct any necessary revisions to this Eye of Abydos. The Grand Luxarch may also issue various decrees which execute their will and the regional law.
§6.2.Grand Luxarch Terms

The Grand Luxarch shall serve for an infinite term, only to be removed from office through voluntary resignation, appointment of a successor, death of nation, or political coup. In the event that no Grand Luxarch exists, The Supreme Luxite shall convene to elect a new Grand Luxarch within 72 hours of any vacancy.
§6.3. Grand Luxarch Appointments

The Grand Luxarch shall reserve the right to appoint their successor. In this event, The Grand Luxarch may only appoint an Oracle, the Founder, or a Luxite who holds guild membership and has been so for a minimum of four months.
§6.4. Grand Luxarch Elections

Should a vacancy in the office of the Grand Luxarch occur, or the Grand Luxarch opts to have their successor elected rather than appointed, The Supreme Luxite shall gather to elect a new Grand Luxarch. This Supreme Luxite session shall be known as a Grand Supreme Luxite and during this time the Defense Guild and Ambassadors Guild shall not conduct operations nor should The Supreme Luxite conduct any other business such as the passing of laws, or trials. The Grand Supreme Luxite may last up to seven days with a new Grand Luxarch being elected among themselves if a minimum of four scribes vote in favor to elect one. If fewer than four scribes exist at the start of a Grand Supreme Luxite, a general election shall occur to elect the Grand Luxarch for all Abydos Luxites. During a general election, any nation who has been a guild member and a Luxite for a minimum of four months shall be eligible to run for the office of Grand Luxarch.
§6.5. Self-Proclamations

Should the government of Abydos collapse and no apparent Grand Luxarch exists, or if any Grand Luxarch abandons the 13 Abydos Axioms, or this Eye of Abydos in whole, any nation may self-proclaim to be the next Grand Luxarch and the title and office shall be respected until such time that this Eye of Abydos be re-ordained and restoration of a functioning government occur. If no such nation makes a self-proclamation to the office of Grand Luxarch, the founder shall assume the position by default.
§6.6. Political Coup

The Grand Luxarch may be legally couped from office for any or no reason through four different means:
A Military Coup shall occur when the Chief General, at least one Oracle, and two appointed Scribes to The Supreme Luxite agree in writing that the Grand Luxarch should be removed from office. In a Military Coup, the Chief General shall become the next Grand Luxarch.
A Revolutionary Coup shall occur when the Elder Statesman, two elected Scribes to The Supreme Luxite, at least one Oracle, and 5 Luxites agree in writing that the Grand Luxarch should be removed from office. In a Revolutionary Coup, the Elder Statesman shall assume the office of the Grand Luxarch.

A Populist Coup shall occur when a general vote is cast by the Chief Gatekeeper with a minimum of ten Luxites voting in favor of a Populist Coup to remove the Grand Luxarch and the vote passes with a 75% or higher majority. In a Populist Coup, a General Election shall immediately follow to elect a new Grand Luxarch. Any nation may be elected Grand Luxarch provided they have been a Luxite for a minimum of four months.

A Divine Coup shall occur when the High Oracle, Chief General, Chief Ambassador, and two selected Scribes of The Supreme Luxite agree in writing that the Grand Luxarch should be removed from office. In a Divine Coup, the High Oracle shall assume the office of the Grand Luxarch, or appoint another Oracle to the position.

§6.7. Dynasties

We shall consider a dynasty to be the continuous rule of appointed Grand Luxarchs. If a Grand Luxarch appoints their successor, that successor shall retain the Dynastic name and count of the previous Grand Luxarch. A new dynasty for Abydos shall begin whenever a Grand Luxarch has been elected, or assumed the office through a coup.
§6.8. Emergency Powers

Any event in which a branch or branches of government are in a state of decapitation via mass vacancies with no viable route to fill them in the immediate future shall constitute a continuity of government emergency.
Until such time as the government is considered viable and functional, the Grand Luxarch shall have power to grant decrees to execute the laws of Abydos, to safeguard the region from threats within and without its boundaries, to keep and/or restore order and social cohesion, and to restore the region and its government to a state of functionality and viability.

ARTICLE SEVEN
THE ELDER STATESMAN

§7.1. Elder Statesman's Term

The Elder Statesman (or alternatively, Elder Stateswoman) shall be elected on the 10th day of the months of January, May, and September, with one complete term being four months in length or within 5 days of the resignation, impeachment, or nations death of a current Elder Statesman if fewer than 20 days remain until the next scheduled election. A nation may serve an unlimited number of terms as Elder Statesman, but shall serve no more than three of those terms consecutively. Any Luxite may campaign for Elder Statesman who has maintained Luxiteship for at least 30 days.
§7.2. Elder Statesman Duties

The Elder Statesman shall be tasked with signing or vetoing any law ratified by The Supreme Luxite, act as tie breaker to The Supreme Luxite in any vote which ends in a tie, and reviewing and organizing all laws. The Elder Statesman shall also address the Luxites of Abydos periodically with the state of the region as well as provide an agenda for the future. The Elder Statesman shall appoint two Selected Scribes to represent the will or party of the Elder Statesman on The Supreme Luxite. The Elder Statesman shall not be granted the right to create additional offices, nor use the position to issue or execute law.
§7.3. Foreign Responsibilities

The Elder Statesman shall work directly with the Grand Luxarch to develop a reasonable foreign policy for Abydos for the purpose of maintaining good relations with foreign regions beyond that of the standard embassy exchange. The Elder Statesman shall not enter into any alliance, agreement, or treaty with a foreign power without the presence of the Grand Luxarch, nor raise or conduct military or intelligence operations on behalf of Abydos.
§7.4. Cultural Responsibilities

The Elder Statesman shall seek council with the Abydos Oracles on any contribution, modification, or interpretation of the general cultural identity of Abydos as it pertains to the Abydos Axioms, historic precident, or other traditional work.
§7.5. Impeachment

The Elder Statesman, if found guilty under the law, shall be impeached through a vote exceeding 50% by The Supreme Luxite. An Elder Statesman who has been impeached shall not be eligible to be elected again for the office for the next two scheduled terms. An Elder Statesman whose nation has died, been inactive for a period of 14 consecutive days, calls for the abolishment or modification of the Abydos Axioms, or otherwise is found by The Supreme Luxite to be unfit for duty, shall trigger an investigation by The Supreme Luxite and may be subject to impeachment.

THE SUPREME LUXITE

§8.1. Supreme Luxite Composition

The Supreme Luxite shall consist of six permanent seats with three methods of acquisition. Two seats shall be appointed directly by the Grand Luxarch and shall be known as Appointed Scribes. Appointed Scribes may serve up to the length of the term of the Grand Luxarch, or may be removed and replaced periodically throughout the term of the Grand Luxarch through a decree given three days in advance of the change. Two seats shall be selected by the Elder Statesman and shall be known as Selected Scribes. Selected Scribes may serve for the duration of the term of the Elder Statesman and may not be removed from office except through resignation, death, or impeachment. Two seats shall be elected directly by the Luxites of Abydos and shall be known as Elected Scribes. Elected Scribes shall be elected on the 15th day of the months of January, March, May, July, September, and November. The number of seats to the Supreme Luxite shall not be expanded or contracted.
§8.2. Role of The Supreme Luxite

The Supreme Luxite shall serve as the primary legislative body of Abydos with the passage and repeal of laws. The Supreme Luxite shall additionally conduct other voting, discussion, debates, and opinions periodically to insure its own function. The Supreme Luxite shall conduct the Grand Supreme Luxite when a vacancy in the office of Grand Luxarch triggers an election or when the Grand Luxarch opts to have their successor elected.
§8.3. Scribe Restrictions

No scribe shall hold any other office in Abydos. Scribes shall be regarded as equal to one another; each holding the same rights and responsibilities to propose law and call for votes. The Supreme Luxite shall make no law which designates additional responsibilities to the scribes in an imbalanced way, nor create secondary offices for itself.
§8.4. Stop-Gap Rule

The Supreme Luxite shall be barred from ratifying or repealing any legislation if fewer than three Scribes are seated. If vacancies in The Supreme Luxite exist, the Grand Luxarch, Elder Statesman, or Luxites of Abydos should act immediately to fill those vacancies to insure proper function of The Supreme Luxite.
§8.5. Record of Laws

The Supreme Luxite shall be required to keep a listing of all laws passed and all repeals in a singular chronological list so as to provide a clear and accurate timeline of events.
§8.6. Ratification and Repeal Process

The Supreme Luxite shall treat all laws and all repeals equally with repeals being written up as if it were a law. Every proposal shall be discussed in The Supreme Luxite, and then put to vote. Voting shall last for 24 hours, or less if all scribes cast their votes before the time limit ends. From there, the Elder Statesman shall be notified to visit The Supreme Luxite and sign or veto the law. No law is considered valid if it is not signed by the Elder Statesman.
§8.7. Supreme Luxite Restrictions

The Supreme Luxite shall not be permitted to mass ratify or mass repeal laws, nor shall it be granted the right to pass any legislation which is worded in such a way so as to unreasonably prevent its own repeal. Exploitation of legal procedure shall not be tolerated.
§8.8. Legal Template

All laws and repeals shall be standardized into a single template format. Each law shall have a maximum of three articles. In Article 1 and 2, the first two words of the act shall be 'We shall'. The third Article of all laws and repeals shall be 'We shall not'. All laws and repeals shall be dated, and recorded chronologically so as to provide a timeline of legislative events for Abydos. All scribes shall be listed on every law or repeal to account who voted for and against along with the Elder Statesman's signature and date.
§8.9. Crime and Punishment

The Supreme Luxite shall determine if crimes have taken place under the law, and what punishments should be given. Punishments exceeding imprisonment on the community forum shall require the Founders approval.
§8.10. Supreme Luxite Interregnum

There shall be an interregnum lasting two weeks in which The Supreme Luxite shall be dissolved and all seats vacant ahead of elections for elected scribes, Elder Statesman, or the election of a Grand Luxarch in which The Supreme Luxite consists of less than four scribes. Following the interregnum, the newly elected, selected and appointed scribes shall take office. The Founder shall declare the interregnum and dissolve The Supreme Luxite and declare a new Supreme Luxite following an election.

THE LUXITE'S TRIBUNE

§9.1. Purpose of the Luxite's Tribune
The Luxite's Tribune enshrines the plebiscite or public referendum as a legal institution in Abydos. Luxites have the right to submit proposals for laws and policies that they desire to see enacted. These proposals shall be put to a public vote in the form of a public poll and those proposals which gain the majority of the Luxite's votes shall then be brought forth to The Supreme Luxite for consideration. Voting shall open for a period of 24 hours.

§9.2. Role of the Luxite's Guild
The Luxite's Tribune shall be under the auspices of the Luxite's Guild and its leader, the Chief Gatekeeper. The Chief Gatekeeper shall append public polls for those proposals whom he/she deems reasonable. Proposals deemed to be reasonable shall be polled in the order they are submitted. The Chief Gatekeeper shall ensure fair and legal voting through the tabulation of votes. The Chief Gatekeeper shall choose the frequency of the polls.
