Since the successful occupation of the Philippine Islands by the United States of Paramerica, the autonomous insular government has prioritized modernizing and rebuilding the capital city of Manila and the surrounding cities, which compose the 'Metropolitan Manila' area. Paramerican funding and support have been largely focused on the capital until 1927, when the Philippine House of Representatives passed a resolution granting local funding to small infrastructure projects to expand the links between Clark and the Paramerican air and naval base there and Manila. Governor-General Henry Stimson, with the urging and support of the Philippine House of Representatives, drafted a letter to President Hoover and to key members of Congress for additional funding for the 'Cordillera Railway' project, envisioned by promising Congressman Manuel L. Quezon.

The project, which in the proposal drafted by Congressman Quezon pointed out the importance of good infrastructure and the need for such infrastructure to grow the Philippine economy and slowly make it self-sufficient, aims to construct a two-way large freight and passenger railway between Manila Railway Station, near the Port of Manila, the city of Clark and the famous Clark Air Field, then to the town of Baguio along the fringes of the Cordillera mountain region, which is impassable to most vehicles. Quezon argued that mining deposits could be found underneath the Cordillera mountains and stated that if such a thing happened, Baguio would become the center of activity and thus a profit-making town. A railway linking it to Manila, where the goods can be refined and exported, is vital, the proposal stated.

The Cordillera Line Project, as it came to be called, was approved by the United States Government on 4 September 1930, and plans for construction to start as soon as this January have already been laid out. A two-way large railway line will be built between Manila, Clark and Baguio, and parallel to it will be a large, four-lane, two-way highway built with imported pavement from the United States. The project is expected to support both the Paramerican and Philippine economies as the world slips further into the Great Depression.
