I should note that.. If human life spans in the empire are said to be 'increasing'.. That implies the main determinant of their life span is poverty preventing them from accessing the extremely advanced Cybusian healthcare that would otherwise grant them almost infinite lifespans.

Which would imply such a massive level of racism as to show active malice from the Average evolved towards the continued survival of the average Human.

This would be something the Imperialists and Objectivists in the council would be aware of in voicing their opposition to protecting the rights of humans to be employed.. That they would be continuing this poverty and the related increase in mortality from said poverty..

-- They would be knowingly increasing the mortality of a marginalized group in their nation which sounds an awful lot like genocide but with extra steps to distance the government & it's population from it's part in such deaths.
