(Sorry to double post but it has been much longer than the time allowed in the laws and I don't see the point in editing this in after almost 6 hours.)
Considering how expensive things are in Southern California, I would assume that kind of minimum wage is basically a necessity. I know the minimum wage here (the effective minimum of $8-10 an hour, not the real minimum of $7.25 or even lower if you get tips) you can only survive on if you share an apartment and have no kids or old parents to take care of. And even then it depends on how many hours you can get of course
