Urban Redevelopment in Dar es Salaam
l Earlier today, in a speech outside the prime minister’s residence, Philip Mangula announced the launch of “Kupanda! Dar es Salaam”, a major redevelopment project centered on Dar es Salaam. While Dar es Salaam has been the capital and commercial center of Tanzania since independence, the city’s unprecedented growth has been organic in nature. As rural migrants arrive in the capital, most often they build their own houses on the city’s edge. This has led to problems in electrification, flooding, as oftentimes no city official warns migrants of flood prone areas, and disease as kids play near open sewers, or the polluted Msimbazi river. After an investigation by city officials and members of the ministry of the interior, four main causes have been identified as the cause of the growth of the informal settlements. l
-Lack of money to pay for downtown apartments -Lax enforcement -Overall shortage of housing -Few jobs
l Furthermore, the ministry outlined several steps that could be taken to alleviate the situation l
-Construction of higher density housing closer to the downtown business district -Expand law enforcement to the outskirts of the city to halt the creation of more informal settlements -Creation of a program to give rural migrants a set amount of time to find a job before they have to pay rent -Attracting industrial development -Creation of rapid bus transit system, and the elimination of Dala Dala’s.
l Along with the government’s ongoing electrification project,it is hoped that these steps will decrease the spread of disease, risk of flooding, and overall increase the peoples livelihood. Furthermore, the government is planning upgrades to water infrastructure and the closure of most open sewers. In order to bring more expertise to the project, the government is also hoping to hire foreign city planners. The program is expected to bear fruit in late 2015 and early 2016. With the construction of geothermal power plants to end power outages and an increased focus on education, it is hoped that with this additional measure Dar es Salaam can become the first truly modern city in East Africa. l
