The proposal was already held. NationStates requires proposals to be written a certain way. The proposal rules are a good place to start. viewtopic.php?f=9&t=159348

Also if the proposal was legal, "requesting" that people support the proposal is a fruitless endeavor. Proposals can only be approved by Regional Delegates, of which this region only has one. The proposal ID is not necessary as people can find it quite easily just by looking at the proposal tab of the WA.

All of this isn't to discourage you from writing proposals, but you should read the basic rules, and float your draft in the WA forum (viewforum.php?f=9&sid=6704c33ca0b9fbf51dc1152229099285) before submitting it for approval. Getting approval on a draft is the final step, not the first step. Before you even start writing a draft however, check the backlog of existing WA legislation to see if something similar has been passed before. As the saying goes, there's nothing new under the sun.

Last point, as for civil rights, the WA and most forums are generally "in-character", nations can't see their own "score" of anything, just as in real life. Civil rights proposals would be things like mandating free birth control, forbidding whistleblowers from being punished, etc (all of these are already existing legislation in case you were wondering).

Best of luck, proposals are probably the single hardest thing to get right in NationStates, but once you do and people start approving it, it's a wonderful feeling.
