After an extensive debate with North sachalin I've come to a conclusion that accepting the Kotta treaty in its full and unaltered form is the best, and the only possible, decision in long term. As there is virtually no other hope for Altay, I officially and practically admit the Kotta treaty in its original form regardless of any disagreements I may have had or may still have. I have pinned the Kotta treaty dispatch in Altay to be seen as an official and accepted government pact. I hope that this treaty will deliver things it promissed in order to rehabilitate Altay.
