Yes, but unlike popular belief they are drained before readying for combat.

aka they are only there to increase range when in transport, and not to be used in combat (from what i have read they sometimes filled them with sand when in combat)

Oh, i see. But we know russians are crazy, i bet sometimes they just go to battle with the tanks full XD
