The major difference is in design, an ocean liner is a passenger vessel made for transiting entire oceans. They are very seaworthy and usually quite fast. Cruise ships are large, ungainly vessels that are not intended to operate in heavy sea states, and are usually only used for short trips out to sea or from coastal point to coastal point.
