Honestly, I think the burden of a better world falls on parents; they need to teach their children to be considerate and trustworthy. Government policy is only a band-aid trying to get people to act less selfishly, trying to build an agreed-upon society while others (including people worming their way into government positions) keep grabbing at the foundations trying to steal anything valuable. If we want to stop bullying and corruption, quite simply we need nicer people and the rest will follow.
