Oh. But no. Read the charter. Plus, it wasn't created to protect members interests like your pact, but for increased co-operation and progress. Yet, if any members is unfairly attacked, the Primes are always there, keeping vigil.
Whereas in your pact, if you attack someone, others join in. Combined pressurising tactics. Effective, but ethical ?
