Taeshan RPs as cold, iirc. Next to Taeshan might be a good idea. What tends to happen is places with a similar climate tend to band together. Cotdelapoms, Mytannion, and Swartaz all have had a chilly climate RPed, and there's a little bit of spare land there. Maybe next to Taeshan would be the better bet though.
