Oh, no need to apologize! Just trying to help:) Do whatever makes you happy for your own RP! I know some nations here have a TWI-canon for their nation, and then a separate canon of their own in their factbooks.

In fact, two Italian battleships also survived the war, Vittorio Veneto and Littorio. Roma was sunk by a German air attack after surrendering, but she almost survived the war too. They were scrapped some years after the war though, not modernized and put back into service.

If you want to engage in TWI roleplay, your "now" needs to be TWI's "now", but the kind of calendar that you use for that is up to you (as long as you add a conversion to the western calendar so that the rest of us don't get confused).

If you don't want to roleplay but just stay in TWI to develop your country that's fine too.

Next High Priest of Duvactism will be Bendēq III

SĀRRUC, 12 May 2024 | In potentially the most chaotic election of a Duvactist High Priest ever, the Congregation of Priests of Duvactism yesterday elected Their Eminence Priest Qebɵd Urhit, the head of the Monastery of Velvet Contemplation in Culdo, to succeed the incumbent High Priestess Stwtī VII on 1 July. After their election, Qebɵd announced that they will take the name Bendēq III as High Priest.

Qebɵd can be considered to belong to the more progressive wings of Duvactism. They are known for controversial and sometimes complicated stances on Carām, the combination of action, intent, and consequences, implying that on the cosmic scale bad actions and intents may not always result in bad consequences; any action or intent can have good or bad consequences and the various paths of a soul’s cosmic journey may therefore not be known immediately after an action has taken place.

The convention was overshadowed by the exclusion of Priest U̦chwda Cemhijy, the head of the Temple of Aymhīrruc, from the election procedures, as a majority of the Priests found it inappropriate that he take part in the gathering while being under police investigation. The move lead to some protest manifestations in front of the Palace Temple, where the convention took place, which were however quickly dispersed by the police.

Duvactist Priest under police investigation

SĀRRUC, 10 May 2024 | Controversy has hit the annual gathering of Priests of Duvactism, which has convened in the capital in the last couple of days to elect the High Priest for 2024-2025 tomorrow. His Eminence Priest U̦chwda, who is the popular head of the Temple of Aymhīrruc and one of the frontrunners to succeed the incumbent High Priestess Stwtī VII, turns out to be under police investigation in relation to an international child trafficking ring.

A spokesperson of the Temple of Aymhīrruc told journalists that the case is observed with extreme concern and that they are convinced of the Priest’s innocence. Although they seems reluctant to mention it, the spokesperson did make reference to a dispute between the Temple of Aymhīrruc and the Convent of Tō that emerged in October last year about charity donations intended for a project of Aymhīrruc that ended up at Tō. Upon investigation, the Head Priestess of Tō, Her Eminence Ja̦zo, turns out to be accusing Aymhīrruc of exactly the same, but vice versa. Whether or not the police investigation is just the result of a set-up, therefore remains to be seen.

While the Congregation of Priests has not been willing to disclose any details about the investigation, nor about the question whether or not Priest U̦chwda will be able to participate in the election tomorrow, the general public has confessed itself on social media to be anxious about the integrity of the election proceedings and whether or not the next High Priest will really have the support of the other Priests. A lot of people have expressed their support for Priest U̦chwda. The day of tomorrow will certainly shed more light on this story.

Kaskalman nationals allowed to enter Nhoor again

SĀRRUC, 2 May 2024 | Citizens of Kaskalma may enter Nhoor again, the Health Ministry announced today. Health checks at the airport will however continue to be conducted until further notice.

Nhoor closed its territory for Kaskalman nationals in January after cases of poisoning with anthrax were reported in the towns of Jorgenstad and Neu Danzig. It emerged however that the infection had been intentional and was designated a terrorist attack. No new cases have been reported in recent weeks.

Some members of parliament criticised Health Minister Aruqo Te̦qhīseqh’s delay in lifting the measures against Kaskalmans, but the Minister underlined the dangers of anthrax and said that the Government’s first and foremost task is to protect its people. “Since no treaties or agreements are in place with Kaskalma, closing the borders for Kaskalmans was about the easiest and at the same time most effective measure that the Ministry could have taken”, she said.

Some Health Ministry employees recently suggested however that the Minister had been pressured by her colleague of Public Security to delay lifting the measures to avoid the Kaskalman terrorists who executed the attack from entering Nhoor.

League endorses creation of Food and Water Security Agency

INTERNATIONAL DISTRICT, 28 March 2024 | The League of TWI has adopted a resolution aiming for the creation of an international Food and Water Security Agency (FAWSA). The initial proposal of Saint Ardor del Alba for a food only agency, modified by an amendment of fellow ROS nation Takiv to include water, was seconded by a large majority of nations of the Western Isles.

“Safe access to healthy water and food is not a certainty in so many countries”, Minister Elīn Posaqh of Agriculture, Fisheries, and Food commented. “I am happy that the Western Isles community endorses this initiative and that our country will be a part of its implementation.”

FAWSA will monitor the security of food and water within the region and try to enhance cooperation and coordination between the member states of the League to ensure the quality of food and water for their populations, promote sustainable agricultural practices and support research in relevant areas, act upon potential threats and their impact on the member states, among other things.

“A watchdog like this in this field should have been created ages ago; this is a major step in the social and environmental development of the Western Isles”, the minister explained. “We are not out of the woods yet, however: setting up the agency may take some time, but our government is hoping to contribute in an active manner so that this project may take off as soon as possible.”

SĀRRUC, 8 March 2024 | Mere hours after the unexpected appearance before The League of TWI today of King Himilco XVII of Wellsia, father of Queen Calavī Victoria and father-in-law of King Elerha Maximus, his resounding “ENOUGH”, with which he interrupted the League’s session to sack the Wellsian representative, has already turned into a meme on social media. Situations of people doing normal things, like eating with their families, grocery shopping, attending class, doing sports, etc., or videos of people pouring drinks, are suddenly interrupted by King Himilco’s voice “ENOUGH”.

“This was an odd event”, Qaza Se̦nir, host of the popular satirical talk show (Besides the News) commented. “Did you expect this on a normal Friday? I know I didn’t! A head of state, let alone a King, interrupting the session of an international body like the League like this must be a first. Can you imagine our King doing this? Or even the Prime Minister? Parliament would be too small, it would be a scand-“ – “ENOUGH”, Se̦nir was interrupted, to the hilarity of the audience.

LC parliamentarians reprimanded for low attendance rate

SĀRRUC, 28 February 2024 | His Relevancy Gōtɵrd Petras, the Chairman of Nhoor’s Parliament, has issued a formal reprimand to the fourteen members of the LC (Līberal pw Cwstana, the Liberal Party) for their low attendance rate in the last two months. Only two of them, not including their president Noranī Lɵsach-Mwr, attended all the meetings, while eight of them didn’t show up at all.

“You are representatives of the people of Nhoor and paid by the Dominion,” Petras said. “The nation may expect higher standards when it comes to taking this job seriously!”

The LC has occupied 14 seats since the last elections in 2022, the smallest number since the party’s formation in 1988, down from 37 in 2019, the party’s highest result. While there has obviously been some disappointment about this development, Petras has urged the LC not to make this the party’s common thread during this legislature.

Riots after Council of High Judges allows Throngist Party

BORVA, 19 February 2024 | The Throngist Party of Nhoor (SCNh) is allowed to exist as a political party within Nhoor. The verdict by the Council of High Judges, Nhoor’s constitutional court, was awaited for months and sent a shockwave through the country. In light of recent international events, which culminated in the fall of the Throngist regime in Lesva itself, the original home of Throngism, many people more or less expected the Council to ban the SCNh, but they were in for a big surprise.

“So far the Throngist Party has demonstrated behaviour in line with the laws and regulations of the Dominion”, the Council explained. “There is no indication that it intends to deviate from this path, which means that there is no ground for this Council to forbid its existence.”

Less than half an hour after the Council’s verdict was broadcast on television, mass demonstrations erupted in a number of Nhoor’s larger cities, including Sārruc, Cinharda, Nhestarruc, Catɵ̦ris, and Borva, the latter being the seat of the Council of High Judges but also the city where the Throngist Party has established its headquarters. The demonstrations in Cinharda and Borva developed into riots and the police had to fire rubber bullets to restore order. 88 people were arrested in Borva alone. The Throngist Party headquarters and several shops and a Duvactist temple in the surrounding area were vandalised.

“You all see that this is not us, the violent ones”, SCNh-leader Sa̦ba Gērgerōdy commented. “The SCNh is a peaceful party that wants to cater the political needs of an unheard part of the population of this country. We are glad that the Council of High Judges recognises this; a ban on the SCNh would have been the end of Nhoor democracy as we know it.”

Prime Minister Orumha Cany condemned the violence. “The Council has spoken”, she said, “one can agree or disagree with the verdict – as citizens of Nhoor, we have the right to hold our own opinions. We do not have the right however to disrupt public order in the way that some citizens did today. Such behaviour is extremely disappointing and those who engaged in it will be brought to justice.”

So far the SCNh is an extraparliamentarian party as it has been founded only after the last elections in 2022. Opinion polls have so far given no clear indication if the SCNh could manage to enter Parliament and if so, with how many seats. The next elections are scheduled for 2026.

First Marique-Class Corvette inaugurated

SĀRRUC, 2 February 2024 | With a delay of two days due to weather, Defence Minister Colonel Pharus Parhecuch in the company of Admiral Orumha Hwrcech-W̦stws of the Sasīnti (Nhoor’s Navy) have inaugurated the new Marīc-Class Corvette MV Pradam li Churili. It is the first one of four Corvettes designed and produced by The Republic of Baumes that were ordered by the Nhoor Ministry of Defence in December 2019; while the other three are in production, their delivery date has yet to be announced.

“The Government and the Sasīnti are very pleased with this new and modern new vessel that will henceforward be part of the Fleet of the Dominion”, Minister Parhecuch said. “We thank the government and the navy of the Republic of Baumes for their partnership and look forward to future business opportunities with them.”

The purchase of the four Corvettes is part of an ongoing modernisation project of Nhoor’s armed forces. Many of Nhoor’s ships have been in service for a long time and although they are well maintained, their operational systems have been getting outdated. Some political parties have expressed some criticism on the purchase of these Corvettes for this reason, as the oldest vessels in the Marīc series were launched in 2003, making the series more than 20 years old already.

Mixed reactions on fall Throngist regime in Lesva

SĀRRUC, 28 January 2024 | Minister of Foreign Affairs Acāver Jā̦ has not been willing to give a formal opinion on the fall of the Throngist regime in Lesva on Friday, other than that the Nhoor government favours the creation and increase of liberties of human beings in the world. As the situation in Lesva is developing, with the military seemingly have taken over power and the Balniki navy having invaded the Lesvan coast, Jā̦ said that it was too early to tell if the political and civil situation in Lesva is developing in the good direction.

Throngist activity in Nhoor and in the member states of the Raedlon Organization of States (ROS) is monitored by the respective governments. Members of the Throngist Party of Nhoor SCNh held a sit-in in front of their party headquarters in Borva to protest the coup d’état that removed the Throngist regime in Lesva. The event did not lead to irregularities, although some passers-by threw eggs at the sitters-in.

The Council of High Judges, Nhoor’s constitutional court, is expected to deliver a verdict in February on the question if the SCNh should be forbidden or not.

Jā̦ also re-confirmed that Nhoor will not interfere in the civil war that broke out in Vadrana earlier this month. The government ordered the closure of the border with Vadrana earlier this week and the navy has increased patrols in the Nhoor territorial waters bordering the Vadrana ones.

Mayor of Qhōmh appointed Minister of Raedlon Affairs

SĀRRUC, 22 January 2024 | So̦na Onnwqh, until present the Mayor of Qhōmh, will join the Government as a newly created Minister of Raedlon Affairs, Prime Minister Orumha Cany announced today. Following last Friday’s expansion of the Raedlon Organization of States (ROS) and the recent outbreak of a civil war on Raedlon soil, the Government thought it necessary to give the region more attention. The Minister of Raedlon Affairs will not get its own ministry but ressort under the Ministry of Foreign Affairs.

While a majority of the parties in parliament hailed the move, both the liberal party LC and the pragmatist party OJ rejected the appointment of yet another minister as a waste of government money.

So̦na Onnwqh, 46, was Qhōmh’s Mayor for almost nine years and has previously worked at the Ministry of Defence; he will be replaced as Mayor of Qhōmh by City Councillor of Budget and Tourism, Zīber Vayda.

Costavozka and Takiv admitted to ROS

SĀRRUC, 19 January 2024 | The People's Republic of Costavozka and The Kingdom of Takiv have been admitted to the Raedlon Organization of States (ROS). This is one of the outcomes of the extraordinary Council of Representatives that was held today.

The delegations from Belantica, Solaryia, and Nhoor also decided on the expansion of the geographical limitation to become a full member of ROS, which is now open not only for countries on Raedlon but also for countries facing Raedlon via the Karnali Sea and the Mesder and North Mesder Seas. Articles 4 and 16 of the Treaty of Sārruc had to be amended to enable this change, but the three incumbent members were all in favour of this. Without this change, Costavozka, which is not located on Raedlon but in Argus, could still have been admitted to ROS as the treaty allows exceptions, but the delegations wanted to avoid any future doubt about the legitimacy of Costavozka’s membership.

“The government is happy to welcome Takiv and Costavozka to the organisation”, Prime Minister Orumha Cany said. “This expansion of ROS will be a boost for trade and an increase of stability in the region.”

And more stability is needed on Raedlon, after the shocking outbreak of a civil war in Nhoor’s northern neighbour Vadrana last week. While this has worried the members of ROS, the Council of Representatives has for the time being just issued a statement that the member states of the Raedlon Organization of States strongly condemn the violence in Vadrana and call upon the parties to respect the constitution and the rule of law of the Vadranan state.

Nhoor borders closed for Kaskalman nationals

SĀRRUC, 14 January 2024 | Health Minister Aruqo Te̦qhīseqh has announced that the government has closed Nhoor’s borders for Kaskalman nationals with immediate effect, following the report of anthrax cases in the towns of Jorgenstad and Neu Danzig yesterday. She added that she will urge her Solaryian and Belantican counterparts to do the same.

Nationals of other countries who have visited Kaskalma in the last two weeks will equally be refused entry to Nhoor. Nhoor citizens who have visited Kaskalma recently will be urged to have themselves tested for the disease as soon as possible and to avoid contact with other people until they received a negative test result. The medical facilities at the international airports of Sārruc and Nhestarruc will receive the necessary supplies to conduct tests and to put infected citizens in quarantine. A media campaign listing the symptoms and urging people to stay at home if they suspect being infected will be spread over the country this week.

The Minister stressed that anthrax is very contagious and far more dangerous than Sapli Fever, that spread in some countries of the Western Isles and with which a couple of Nhoor citizens got infected last summer.

Nhoor defence forces on alert as terrorist situation in Vadrana develops

SĀRRUC, 13 January 2024 | Defence Minister Col. Pharus Parhecuch has confirmed that the Dominion’s armed forces are on alert due to the armed insurrection that started in our country’s northern neighbour Vadrana yesterday. Several explosions caused destruction and dozens of mortal victims in the city of Tingrali, while the province of Arakovac is reported to be under control of anti-government militias.

Nhoor’s land border with Vadrana is only a small one, and so far there is no indication that our country is under any kind of threat, but the Minister said that precautions need to be taken. There has not been any war between nations on Raedlon recently and if it is up to the Minister, it will stay that way, he added. He didn’t want to confirm or deny whether the government and/or other governments of the Raedlon Organization of States (ROS) are considering sending support to the legitimate government of Vadrana.

Arcod Nhestarāzy, leader of the socialdemocrat party COJ, commented that this proves that Vadrana is not ready to join ROS. “While our thoughts are with the victims of the recent violence in Vadrana, it is clear that our northern neighbour’s government doesn’t have its affairs in order”, he said. “If ROS accepted Vadrana as a member, we cannot tell at this moment what exactly ROS would accept, so from my party’s point of view even entertaining the thought would be out of the question. With the freedom of movement between the member states, those militias would be able to spread anywhere within ROS; that is completely unacceptable.”

Vadrana not ready to join ROS, say members of parliament

SĀRRUC, 7 January 2024 | With the New Year’s parliamentary recess ending tomorrow, some members commented on the potential expansion of the Raedlon Organization of States (ROS), which seems to be going forward this year, with The Kingdom of Takiv and The People's Republic of Costavozka, both of which applied for membership last year, having good chances of joining the regional bloc soon. A referendum on joining ROS was also held in Nhoor’s northern neighbour The Republic of Vadrana around the New Year, with a solid amount of voters, 78%, voting in favour of Vadrana joining ROS; it is expected that the Vadranan government may issue the formal application to join ROS in the course of this month.

Takiv’s accession seems to be supported by a majority in parliament, but not everybody in Sārruc is enthusiastic about a speedy accession of Vadrana and Costavozka. The socialdemocrat party COJ, currently with 68 out of 199 seats the largest party in Nhoor’s parliament, has indicated that it will likely oppose membership of Vadrana unless that country implements some serious reforms to match its legislation and economy to ROS’s standards. The COJ is backed by the green party CRh (11 seats) and the pragmatist OJ (3) , while the liberaldemocrat SIQ (41) and centrist VM (38) have yet to take an official stance. Vadranan accession will likely have the support of the rightwing parties the liberal party LC (14) and the conservative CCJ (24).

Several parties on the left, central, and right sides of parliament are having questions about Costavozka’s levels of democracy and political and economic freedom of its citizens, and wonder if the large amount of control that the Costavozkan government has over the nation will also apply to entrepreneurs and citizens from fellow ROS member states who will likely be visiting and operating from Costavozka once that country has joined the bloc. The centrist party VM is wondering whether ROS should indeed expand the geographical limits for its membership, since it was because of Costavozka’s application that this discussion was started. So far, Costavozka’s application seems to be opposed by CRh, OJ, and CCJ, while the other parties have not taken a position yet.

Another issue is that some parties fear that a sudden doubling of the number of ROS member states will not be beneficial for the stability of the organisation. The government generally listens to the parliamentary majority; if parliament remains divided however, government will decide its policy on its own. A summit of the Council of Representatives of ROS will take place on 19 January; the days until that moment will be filled with lobbying by the current member states, Belantica, Nhoor, and Solaryia, and the applicants to convince each other of their respective opinions.

Yektov has a heavy trade based economy. This was started by politicians shortly after the communist collapse in 1983, mostly so that the new Yektov republic could have a economic start with trade as it developed industry. However incompetence leading into the 90’s meant that politicians ignored developing new industry in favor of growing Yektovs trade network. This has lead to the economy of Yektov being dependent on foreign trade.

Yektovs new government in 1983 faced issues as its energy grid was practically un functional. Despite poor relations with Balnik, Yektov began buying coal to fuel energy demands. However members of Rada (And even Premier Pinchuk, the premier from 1984-1996) cut the funding to numerous energy projects to make Yektov energy independent. This has lead to a continuation of Yektov being dependent on buying coal from Balnik to power itself. Luckily, Yektov has recently begun starting new energy independent projects, so it is possible in a decade or so Yektov will be energy independent.

Yektov’s new government attempted to create a balanced and fair government to replace the extremely authoritarian and corrupt communist government. However the new model they made was extremely flawed. Mainly how members of Rada were elected by Uryad. This lead to members of Uryad electing themselves to Rada and getting the support from there allie’s to become a Rada member, and it also lead to Rada members bribing Uryad to get them re-elected.

1. Ioudaia imports many of the minerals used by its metallurgy industry to make high-tech alloys. Ioudaia also imports crude oil and many petroleum products, including most polymers and medicines. Ioudaia hasn't so much chosen quality over quantity as over-engineering over simplicity. So the Ioudaian military is both more expensive as it needs to be, and in many cases, smaller than it should be to meet the nation's goals.

For the RMB question about 3 weaknesses of YN:

Widespread poverty - although the national economy is growing exponentially, according to the numbers--and average incomes are beginning to rise--there is still no shortage of poverty amongst Martenyika's general population. Martenyika's GDPpc is still one of the lowest in the Western Isles, and while it has been improving, it's still only a statistical average that is not applicable to every citizen.

Poor infrastructure - years of neglect, mismanagement, and poor budgeting have impacted the infrastructure for major cities, let alone much of rural Martenyika. This follows internal conflicts and tensions, which occupied most of Martenyika's history since the Imperial War itself. The power grid is a concern going forward due to increased demand for electricity (more consumer electronics, internet, etc). Passenger rail isn't the most reliable or extensive outside of metro corridors, so it's not uncommon for rural people and the odd tourist to get down the line on an empty ore car or freight train. It's also not uncommon for locals to scout and establish a new ford for a washed out road, or even build a temporary bridge well in advance of the government response. Rivers and bush flights can sometimes be the most efficient and/or direct way of getting where you want to go.

Insufficient disease control and prevention- as evidenced by the last cholera outbreak, the Martenyikan health ministry struggles to control and prevent some serious diseases, at least without significant foreign support. During the cholera outbreak, foreign emergency response teams and allied military personnel were necessary to keep the situtation from spiraling out of control.

i'm thinking about changing the Tsunterlands' political system to replace the Executive Council with a single President. The Executive Council is cool and unique but I just don't think it makes sense for the Tsunterlands which is a politically unitary, geographically small, isn't particularly populated and has a pretty culturally homogenous population. The only IRL country that uses a similar directorial system is Switzerland which is obviously much more culturally diverse and federalised.

While a basic presidential system would be less unique I think it makes more sense for the Tsunterlands. The only issue is i'd need to replace it with a system that still ensures Mauricans get special representation in the Executive Branch.

So the Baumish Navy would be selling off 2 used patrol boats sometime around 2016-2022 at very cheap prices ($3-4 million per unit) if anyone is interested in buying. Nothing too crazy, just equipped with a CIWS gun and 2 heavy machine guns. But you can always add or remove some stuff if you'd like, it's an easily customizable design. Also a very easy-to-maintain ship so could be used by almost anyone.

The Government of Kaskalma

An explanation of how Kaskalma’s government works.

How the Government Works

The government of Kaskalma consists of the Executive, Legislative, and Judiciary branches, each with their own powers and responsibilities. Kaskalma’s government is based on the most important document in its history, the Constitution of the Kingdom of Kaskalma. The Constitution outlines the organization and functions of the government and the rights that citizens hold.

The Executive branch is split between the President and the King. The President, who is the Head of Government, is elected every four years and is limited to three terms in office. The King is the Head of State and serves from his coronation to his death or abdication. The executive branch is in charge of the day to day running of the country and controls the Federal Ministries. All bills must be signed by the King and President before being passed into law.

The Judiciary branch is the branch in charge of interpreting laws and protecting the Constitution. The highest court in the land is the Supreme Royal Court (Höchstes Reichsgericht), followed by the five Royal Courts (Reichsgericht). Before a bill can be passed into law, it must be deemed constitutional by the Supreme Court.

The legislative branch is the Reichrat, which is the bicameral lawmaking body of the government. The Reichrat comprises the Herren, which is the upper house, and the Länder, which is the lower house. Herren are hereditary nobles or knights who represent their respective provinces. The Länder are democratically elected representatives of their districts. The Herren are led by the Vice President who presides over meetings and proceedings. The Länder are led by the Speaker of the Land (Landsprecher) and the Vice Speaker of the Land (Vizelandsprecher). Laws must pass both houses in order to make it to the President’s desk.

Executive Branch

Kaskalma’s government is run by the executive branch. The executive is composed of the King, the President, the Royal Cabinet, and the Executive Departments.

The King

The King of Kaskalma is the head of state of the Kingdom of Kaskalma and is the ultimate power in the country. He is Kaskalma’s representative on the world stage and the final step in approving new laws in Kaskalma.

The King’s main jobs are:
  • Representing Kaskalma internationally

  • Signing international treaties with foreign states

  • Approving new laws

  • Nominating government officials


The King of Kaskalma is His Majesty the King, King Charles III.

The President

The President is the democratically elected head of government who oversees day-to-day administration and the running of the executive branch.

The president is elected by the people of Kaskalma by a direct vote. The president needs a popular majority to win. The Office of President lasts for four years and presidents are limited to three terms.

The President’s main jobs are:

  • Overseeing the government

  • Running the Cabinet

  • Appointing new government officials

  • Approving new laws


The current President is President Ebert Reinhard Mikkel von Vietinghoffgenannt.

The Vice President

The Vice President is appointed by the president and is the president’s right hand man and closest ally. The Vice President handles the running of the government, oversees the execution of the President’s policies, and presides over the Herren.

The Vice President’s main jobs are:

  • Managing the day-to-day running of the government

  • Overseeing the execution of presidential policies

  • Presiding over and voting in the Herren

The Royal Cabinet

The Royal Cabinet, or more commonly the Cabinet, is the president’s closest group of advisors. The Cabinet comprises 15 Federal Ministers, 5 guest advisors, and the Vice President. The Federal Ministers are Officers of the Kingdom of Kaskalma and are appointed by the president to lead the principle Federal Ministries. Federal Ministers must be confirmed by the Reichstag before joining the Royal Cabinet. Guest advisors are heads of other agencies invited to sit on the Cabinet by the president.

The main jobs of the Cabinet are:

  • Advising the President on matters of national importance

  • Running the Federal Ministries

  • Carrying out new policies

  • Enforcing new laws

Legislative Branch

The legislative branch is Kaskalma’s lawmaking branch. The legislature is called the Reichrat, which contains the Herren and the Länder.

Reichrat

The Reichrat is Kaskalma’s national lawmaking assembly. It is a bicameral legislature, consisting of a higher and lower house, known respectively as the Herren and the Länder.

Both houses have the right to propose legislation as well as create and run committees. Committees are in charge of drafting bills and addressing important topics such as education, health, trade, and defense.

Herren

The Herren is the upper house of the Reichrat. The Herren exist to ensure a balance of power is maintained in the government.

The members of the Herren are also called Herren. Members of the Herren are elected members of nobility or knights appointed by the King. Herren represent the various regions directly below the King. Each region has two Herren who are elected for a 6 year term by their fellow nobility. The Vice President is the head of the Herren and presides over their meetings, in his absence the President per Senioritatem (the oldest member of the Herren) presides. The are XX Herren.

As the upper house of the Reichrat, all bills must pass the Herren before being being signed into law by the President and King. The Herren can veto any bill proposed by the Länder with a simple majority (half plus one), and overrule a Presidential or Royal veto with a 3/4 majority.

The current President per Senioritatem is Rickhardt von Geronen.

Länder

The Länder is the lower house of the Reichrat. The Länder are the democratically elected representatives of the people and ensure that the government best represent the will of its citizens.

Members of the Länder are called Länder. Each Länder represents their district (Land) and is elected by their district’s citizens every 3 years, and may serve up to 5 terms. The Länder is led by the Speaker of the Land (Landsprecher) and the Vice Speaker of the Land (Vizelandsprecher), who are elected by their fellow Länder to serve as their representatives to the Herren. The Landsprecher and Vizelandsprecher are voting members of the Herren. There are 600 members of the Länder, each representing 38,900 constituents.

The Länder’s Chief responsibility is the drafting of new legislation and overseeing of committees. Bills introduced in the Länder must pass a simple majority before moving to the Herren. Länder can override a veto by the Herren with a super majority (360 or 60%), and Presidential or Royal vetoes with a 4/5 majority.

Judiciary

The Judiciary applies the law protects the integrity of the Constitution.

The Judiciary is a tiered institution, ranging from the smallest provincial municipal courts, to the Supreme Royal Court, the highest court in the land.

The federal judiciary system is divided into three types of courts in increasing importance: District Courts, High Courts, and Royal Courts.

The District Courts are the lowest tier in the federal court system, these courts represent districts within a region and handle cases appealed from regional court systems and federal crimes committed in their jurisdiction.

High Courts, sometimes known as Appellate Courts, are a middle ground between the District Courts and the Royal Courts. High Courts represent many district courts and operate under mandatory review, meaning it must accept appeals from District Courts.

Royal Courts, are the highest courts in the land. There are 5 Royal Courts, and the Supreme Royal Court. Royal Courts represent several High Courts. The Royal Courts handle the most important cases appealed from the High Courts on a discretionary basis, meaning they decide whether to take the case or not. The Supreme Royal Court consists of 11 judges, called Justices, and handles cases involving Constitutional law, high treason, and other extremely important cases successfully appealed from Royal Courts.

Regions and Territories

Kaskalma is a Federal Monarchy, meaning its regions has greater autonomy, or self government, than they might in another country. Due to the autonomous nature of Kaskalman regions, many of them function differently than the others. Kaskalma is made up of XX Duchies, XX Counties, one barony, four Royal Cities, one state, and a semi-autonomous region.

Regions

Most commonly, regions are structured much like the Federal Government, with a tiered executive, legislature, and judiciary.

Titles for regions come from the region’s history, but generally follow its size of composition. For instance, a Grand Duchy comprises several Duchies or many Counties. A Duchy consists of multiple Counties, which in turn consists of multiple Baronies, Municipalities, and Districts. The titles from highest to lowest are: Kingdom, Grand Duchy, Duchy, County, Barony/Municipality/District. Regions directly subordinate to the King may add a ‘Free’ prefix to their title to indicate their status.

The executive is typically structured like the Federal Executive, using a Dual-Rule system, with an unelected and elected executive. The unelected executive is usually a Count or Duke, and the elected executive is usually a Governor or Premier. In the Barony of XXXX there is no elected executive and in the State of Whitecliff there is no unelected executive.

The legislature can either consist of one mixed house, or two houses made up of elected and appointed officials. Most regions consist of a bicameral legislature, with a democratically elected lower chamber and a nobility appointed upper chamber. The legislature has the right to pass Bills and Laws within limits set by the Reichrat and that do not go against federal laws.

The judiciary is the only uniform branch in any region, as dictated by the Constitution in order to ensure legal consistency. Regional judicial systems work much like the federal system. A Supreme Court is the highest court in the region, and beneath it are District Courts. There can be multiple layers of district courts depending on the size of the region or how many subregions it has. Beneath District Courts are local courts, these can vary in naming style but are always run by a democratically elected judge and govern over a Barony/Municipality/District. Local courts may have one part time judge, or several full time judges depending on the size of the locality.

Since your nation is based off pirates, run your country like a ship or fleet would be. Keep your Executive Council, but have the Council elect an “Admiral” as leader of the country for a specific term. As protection from him making bad decisions, the rest of the Council can override his authority or remove him by unanimous vote.

IIRC I think I had a similar system when i first created the Tsunterlands. The issue is I feel it removes the executive too far from the populace. As fun it would be to really lean into the naval language for the sake of maintaining clarity i'm going to stick to use familiar terminology like president over admiral.

Here's what i'm thinking.
- President is directly elected by the people (french-style run off elections).
- A seven-person council is nominated with specific policy portfolios (3 nominated by the lower house of Parliament, 3 by the upper house, 1 directly elected by the Special Maurican Voting District). The President can veto these appointments but cannot nominate their own. (There would also be a wider cabinet, composed of non-parliamentarians appointed by the President)
- The President needs the support of a majority of 4 on the council in order to pass Presidential Decrees.
- With a majority of 5, the council can cause a vote of confidence in the president, triggering a national election.

I'm pretty happy with this. Now i just need to rewrite a lot of my factbooks :(
