You mean like when a new nation starts up, we send them a telegram automatically? Thats how i found my first region, and since we are still a small region, we can probably develop quickly like that. But we may possibly need a recruiter or something, maybe someone in our region who knows how to recruit or someone who dosen't have a government job

I think I may have a computer available that could run an API recruitment program (not 100% sure I can be the one to do it though). Aside from that, we'd need a telegram to use for recruiting if we don't have one already.
For Z-Day, I've never been great at that--when I even participate at all. I don't think I'd be the person to take advice from :)
