This is the official statement regarding the Treaty of Kotta
The treaty as published by Tengeruunistan, with paralel comentary:
Treaty of Kotta is a treaty made to:
1: bring back life to Altay
2: prevent Eastern Tatarstan from manipulating polls
* This isn't about whether I've ever done that, the right question is what does Tengeruunistan perceive as poll manipulation?
3: honor North Sachalin for his work in Altay
*Because North sachalin bares every single award available in Altay, a brand new award has to be created in order to fulfill this requirement. I leave to North sachalin the duty of designing the award and specifiing the merits necessary to gain it. I also claim every nation of Altay to be awardable by this new award if that nation posseses the necessary merits
4: strenghten good relations between regions and nations of Eastern Tatarstan and North Sachalin
Points of the treaty of Kotta:
1: All countries owned by North Sachalin will join Altay
2: Stans will be ruled by Zuzano-Slovensko. Embassy will be reopened and comunication between regions will be allowed again
3: Karijin will go to Altay or will be kicked from Stans
4: Eastern Tatarstan will write apology message in Altay's rmb to Yanab for steeling his nation, making it a puppet nation of Eastern Tatarstan and writing telegrams in the name of Yanab
*I will apologise for everything except what I never did. I sent those telegrams in my name, and my name only. I have never impersonated any nation, not even Yanab. I only sent those twlegrams, in my name, via Yanab in order to boost the credibility of their contents.
5: North Sachalin will gain pernament function for his work in Altay and for recruiting many new nations
*The practical outcomes of both mine and North sachalin's recruitment are quite alike but the amount of effort put into recruitment by North sachalin simply does not compare to mine. However, the most important thing is that both me and North sachalin are awarded for the recruitment. This is why I again leave North sachalin in charge of defining this office. North sachalin will be appointed into this function after it will be defined exactly (that means no vague terms like "many new nations") in a law written by any nation of North Sachalin &Co. with the right to write regional legislation.
6: North Sachalin will be allowed to candidate for temporarry office for example General Secretary with one of his other nations
*This is a right granted to every citizen of Altay, so this will apply to any nation of North Sachalin & Co. in Altay.
7: Ulaanstan will become regional vexillographer in Altay
8: Ulaanstan will make requested flags for Eastern Tatarstan
*Will Ulaanstan make all the flags or only the ones that I do not have as a crappy versions made by other vexillographers?
9: If North Sachalin makes 5 laws and not a single one of them will pass in the poll, he can choose one of them and it will be adopted. This can be used each time after 5 laws purposed by North Sachalin are not adopted. This point is made to prevent Eastern Tatarstan from manipulating polls and from blocking North Sachalin's laws
*This can under no circumstances work as a deterrent for those who attempt vote rigging. Yanab was the only nation of North Sachalin & Co. that has ever presented me with a proposal for regional legislation and this proposal was not rejected, in fact it is valid to this day. No one can call this "blocking a law". The only proposal I've ever rejected was Altay's constitution by -manchukuo which was simply a copy of my work with unnecessary interface complications introduced.
This request also attempts to alter the constitutional legislation in a way that may be harmfull as it prohibits rejection of anticonstitutional legislation. E.g. a sjw nation arrives in altay and submits a law mandating us to change our flag to a rainbow version during the pride month (the way the Pacifics do it) and to change our pretitles to "LGBTQ+etc. Equality" and those who refuse will be banned forever. I will of course veto it but then the nation may submit 4 other equaly unacceptable laws which I may veto again. At this point I can do nothing to reject the first, or any, law. It will simply have to become valid no matter what. This is of course possible only if all secretaries have such right. And granting such right only to North sachalin does not only approach the principles of affirmative action but it is also unfair to all the other secretaries.
After an extensive debate with North sachalin I've come to a conclusion that accepting the Kotta treaty in its full and unaltered form is the best, and the only possible, decision in long term. As there is virtually no other hope for Altay, I officially and practically admit the Kotta treaty in its original form regardless of any disagreements I may have had or may still have. I have pinned the Kotta treaty dispatch in Altay to be seen as an official and accepted government pact. I hope that this treaty will deliver things it promissed in order to rehabilitate Altay.
