Pre-Columbian North America is decent. I mean... Rikuchar has been ruled by the same 2 people for its entire existence so *shrug*

I've always believed that in order for a dictatorship to work, its dictator must be immortal and benevolent. Immortal as nobody can trust successors to be benevolent, and benevolent for the well-being of the people is what matters most.
