Yup. The simple fact is we're all working from the same set of RL designs, and choosing the same thing is just going to happen from time to time. The TWI versions tend to be more interesting than the RL ones, and are often better optimized for TWI use.
Ah, yes, the good old days of the T-28! The soviets tried some interesting experiments between the World Wars, but the T-28 and T-35 multi-turreted tanks weren't among the successful ones.
These days, if somebody wanted something similar, it would be easier to use remote weapons mounts for the secondary weapons. The Israeli Merkava series of tanks has multiple 7.62mm machine guns in remote mounts, for example.

Got the idea from the British Independent Tank which had a three pounder and 4 machine guns each with their own turret. Even the Germans bite the bug and built four that were used in Norway. Back in the 70s or 80s they came out with a war game that allowed you to build multi-turret tanks and fight on a table.
Look up the US light tank T-92, it had three turrets in the 1960s

Don't worry about it. There are no best planes. There are only best planes for certain missions and best planes for certain military doctrines. That's true of all weapons.
Once you've figured out what your military is for, you can figure out the missions it needs to carry out and choose weapons appropriately.

is TWI on earth

That's true, but I'm afraid this is not such an example. Let's start from the bottom of that stats sheet, Isterberg.
1) The count of flares is likely to be reasonable if on the low end. Modern aircraft typically have multiple countermeasure systems working in tandem, not just flares. So flares and chaff are usually the same, and anything built after the 70s has some kind of electronic countermeasure system built into the aircraft itself in the form of some kind of radio transmitter. This latter part works together with the aircraft's main air search/lock RADAR, typically an infrared search and track system of some kind, and a communication suite as part of the avionics and electronics.
2) The cannon is fine here, that's well and good. However, modern aircraft rarely if ever dispense with missiles, so you'll need to have some on there. A capacity of somewhere between 5-10 missiles or bombs (or external fuel tanks), depending on the aircraft's overall design and mission profile are going to be default, at the absolute minimum it'll need short-range air-to-air missiles for self-defense.
3) Though Turbojets were in service at that time, they surely aren't flying now, and doubly surely wouldn't be offering the plane a top speed just short of Mach 2. Most modern fighters use afterburning turbofan engines for both power and thrust. Similarly, there's no real way I would imagine a jet fighter from that long ago would see anything resembling modern service short of a museum or air shows.
Depending on how your nation/military functions, it'd be more reasonable to see jets from the 60s at the oldest and more likely planes from the late 70s through the 80s or 90s. More recent 4++ generation fighters (such as the Eurofighter, Gripen, F-18 and such) might also be in service if your nation has been recently building up its capabilities. 5th generation stuff like the F-22/35 is slightly more common in TWI (thanks to Altera and myself innovating in that field) but still very recent and maturing, I don't expect to see many air forces adopting those.
4) I suggest double checking your unit of measurement for the size of your aircraft. On a cursory check, that's way smaller than any fighter jet aircraft that's ever existed if we take the basic US Customary measurements. These would work in metric, however.
In general for your military equipment, unless you have a very clear idea of what equipment looks like in your head, I'd recommend adapting from RL sources instead of coming up with those stats entirely from scratch.
In everything that matters except for history before 1900, no.
In history before 1900, yes if you so deign to interact with Earth at that time.

Hi everyone I’m new to NS and RPing however I have some experience with RPing. I want to create a nation that’s peaceful, but with a strong military just in case.
