Hit by drought, Ligur’s agricultural heartland feels the heat
By Pomptina Apellinus.
BUSALLA, Ligur - Under the scorching sun of a mid-August morning, Gorgines Candidius walks across a dusty, barren plot of land on his rice farm in the province of Busalla, in Savona. In a typical year, he’d be wading through 10 centimeters of water amid lush, waist-high rice plants. But today, the few stalks that have survived barely brush against his ankles, while the soil lies naked during the worst drought to hit the country in 70 years. The problem is especially concerning in the Ligurian Alps, where farmers like Candidus rely on water coming from the
Tiberinus River basin — Ligur’s largest reservoir of fresh water — to irrigate their crops and raise livestock, producing some 40 percent of the nation’s food. After months without heavy rainfall, compounded by a lack of snowfall during winter months and the early arrival of baking summer temperatures, the Tiberinus has now fallen to its lowest level in a century, prompting the government to declare a state of emergency in two regions and to enact restrictions including water rationing. Currently, farming is where the brunt of the crisis is being felt. Agriculture takes more water from the Tiberinus River than any other sector — about 70 percent of all the yearly withdrawals — and as water levels run low, there’s a real chance of losing most of the coming harvests. Something fundamental needs to change.
One of the most important products of the Tiberinus Valley, rice is particularly at risk, as the paddy fields need to be kept flooded with water for months for the plants to grow. “Water has more than halved this year,” recounts Candidus, whose family has been working this fertile land for generations. And to make up for the lack of rain and the low levels in reservoirs and rivers, he’s had to use water pumps, “which are very expensive and will push up prices for consumers,” he says. Still, Candidus is relatively lucky. He says that in places across Savona and Imperia, where about more than half of the countries rice is produced, some farmers received almost no water this season at all. However, the water shortage did force him to abandon some fields altogether and reduce irrigation. Instead of watering his paddies every eight days, he’s now stretching the gap up to 20 days, “with obvious consequences,” he says. Candidius still can't put an exact figure on how much he will end up losing at harvest, which takes place between September and October. However, he’s not optimistic: He estimates that nearly half of his rice crop is already gone, and with the plants that are still on the land growing poorly, he expects to lose almost the entire season.
Ligur and its foreign relationsBy Lystiteles Aebutus.
The Ligur is once again the master of her own destiny since the collapse of the Kingdom of Sicilianzo, and She intends to make the most out of it. The country's goal is to secure its borders, both land and maritime, with the Republic of Morrikhuch and the United Aisladan Federation of Merlovich so the people may worry not about servitude to a foreign power ever again. The Regency Council hopes to accomplish this through means of diplomacy, as now is a more civilised era compared to the days of old when disputes were settled by the clash of swords. The Department of Economic Development has begun utilising the country's commercial airports and ports, numerous former Sicilian shipping companies and advertising to foreign businesses to investment in the country's economy to make up the lost of profit that is to come from the drought as Ligur is one of the main exporters of rice in the western hemisphere. The Department of Foreign Affairs has begun contacting Sicilianzo's former allies and business partners, as well as former enemies to make most of the current and rather precarious situation it has found itself in. The Unionstaat of Greater Rostoria was once an important ally of the Italic Union, providing it with a vital lifeline of oil through a number of cross-strait pipelines. Though the Kingdom cannot use these pipelines, a similar deal is currently beginning drafted by the Cubiculum Nobilium to be presented to the Germanic nation. Likewise, similar deal regarding the import of natural gas is being drafted for Merlovich.
Thanks to the speedy reconstruction efforts of the Ligurian people and the relative stability the country was able to provide during the collapse of Sicilianzo, tourism has increased by 16%, with people from Usnistan and northern Nonisco visiting the ancient Natin architecture or enjoying the coastal sun. These achievements can be credited to Count Ergalisus Maximian "the Black Count" of Trapani who is the current Secretary of Foreign Affairs and who has been working on hours end to give Ligur a foothold in international relations. The current objectives are to make diplomatic relations with Merlovich, Morrikhuch, Estande, Volinovia, Kingdom of the Church, and our cultural cousin Paziano.
Exciting news comes from the latest summit of the Regency Council, the 5th summit of its kind, and we may finally have an answer as to whom our new King or Queen will be. Three letters are to be sent to the Kingdom of Volinovia, the Kingdom of Estande, and the Bundesrepublik Ostaria asking their respected head of states to send a number of candidates who could possibly assume the throne. In the case of the Ostarians, this invite will go to the head of the former Royal family. Apart from those invities, Grand Duke Sergio, youngest son and child of the late Queen Lisa I of Sicilianzo has also been sent and invite. Depending on whom accept the invites, they shall be placed on a ballot for the people to vote upon, followed by a second national election regarding what monarchial system we wish to follow.
Religion, migration and oppositionBy Julius Trenico
The Crucifistianism preacher Pasicompsa Egbuttius pronounced in his sermon "Veritas Dei" on the religious channel C20, that the Altusian originated muslim migrants had to respect the customs and religion of the native Ligurians, including their Protestant confession, or else they would "face the Wrath of the Lord's Second Son". This is due to the episode in Trapani, where a group of young mulsim migrants attacked a group of Youth students selling the Dumas' Bible. An investigation is currently underway, though no further comment has been made by either the Trapani Police Department or the regional Government. The Archbishop of the Sanguis Catholic Church of Ligur, Phanostrata Truculentus Bruccius, condemned the attack, although he said that they should understand that the "loving children of God shall not point blame at all Muslims." and that "the fact that they to have lost their place of worship, we should find it in ourselves to forgive all we can" the archbishop said, shocking the entire country. The Crucifistianism-Sanguis harmony in the country seemed to have come tumbling down as radical followers of the Dumas' sect have called upon tighter restrictions of entry into the country and the reintroduction of the death penalty for those responsible for the outlandish attack, which accumulated extensive threads on Twitter.
The formation of a modern Sword and Shield.By Franciscus Habitus.
The Cubiculum Nobilium has, with their long list of announcements, passed the Ius Stans Exercitus Bill for we in such an uncertain time require the ability to probably defend the borders of our Kingdom and her interests abroad. Using a downscaled version of the makeup of the former Royal Sicilian Armed Forces, Ligur once again has herself a fighting force, and one that is heavily modernised and capable in today's standard. The Ligurum Territorialis Defensio Vi, or the Ligurian Territorial Defence Force for those reading this outside of the continent, is in all its essences a smaller version of the Royal Sicilian Armed Forces as it uses their chain of command, unit sizing, equipment, and phonetic alphabet. So lets get down to the more interesting details for our military enthusiastic friends. With a size of around 68,400 total personnel, both active, reserve, the Exercitus Ligusticus (Natin: Ligurian Army) and deployed it may not be the largest fighting force in Valsora (25th according to the Valsoran Informative Index commissioned by the Merlovichan government), it makes up for this in its modern equipment and specialty in fitness and organization thanks to the training that even helped the Natin Empire grow in power. Currently it is made up of two Army Groups, the Ligurian Territorial Group and the Palmero Territorial Group of 34,200 personnel each, which are then divided equal numbers of divisions and battalions all the way down to 20 men squads. With a budget of $10.5 billion, our brave soldiers will utilises a variety of domestically produced firearms, as well as vehicles such as the Aries MBT and Centauri tank destroyers, and aircraft, both offensive and utility.
The Arieal Defensionis Societas Ligurum (Natin: Ligurian Arieal Defence Group) has over 93 aircraft that allow it to defend our air space, keeping projectiles and other harmful aircraft from raining down upon our cities. The ADSL works with both the EL and the navy to ensure our supremacy over our air space and to provide as much ground support and naval support during times of war when possible.
Lastly, and probably the most important branch of the LTDV is the Regio Ligustica Vis Navalis (Natin: Royal Ligurian Naval Force). The RLVN is vital in keeping the mainland of Ligur and the island of Palmero connected, and therefore the nations ability to effectively defend itself. This branch two uses the same organisation numbers as the Sicilians did, as it composes of 115 warships and auxiliary ships. It's pride of the fleet, the aircraft carrier NRN Demipho Hortensis, named after a famous military leader of Ligurian decent during the Natin Empire, leads the LTDV since its seizure during the Sicilianzo collapse. Even with such a sizeable fleet, in my opinion, as has been expressed by many on the Regium Scrinium Pro Custodia Regni (Natin: Royal Cabinet for the Safeguard of the Kingdom) that this will only become a burden on our already stretched economy, and it would be best to render the more obsolete ships for scrap metal to turn over a profit.
