All my four nations are equally important to me!
Some people just naturally gravitate towards one of the 27 (3x3x3) types of government and just answering by their inclinations, will tend to remain those types of government over the long haul, although they might occasionally drift into other (usually related) forms of government for short periods.
The game does have some built-in biases; for instance, if you are economically accommodating or even just answer issues randomly, you will eventually achieve and keep an Economy of 100 (the [shown] maximum, not to be confused with Economic Freedom). Since Civil Rights and Political Freedoms tend to rise and fall together, it can take some skill or dumb luck simultaneously to have one High and the other Low. It CAN be done. Therefore, I consider Tyranny by Majority (L,L,H) to be generally the most difficult form of government to achieve and keep. Iron Fist Socialist (H,L,L) is somewhat easier, since one is routinely given opportunities to banish the ballot. I find most governments with some combination of one Medium and two Lows (Like Corrupt Dictatorship, M, L, L) to be relatively easy to maintain. I think for a knowledgeable player, Anachy (H,H,H) and Psychotic Dictatorship (L, L, L) are the easiest to achieve (eventually, since one might not start there) and keep without interruption.
Some of us take a somewhat more nuanced approach to good government. There are few and no CRs and PFs I deny my citizens; I am also frequently EF-friendly with the caveat that I do not permit industries to pollute the environment and I do not allow the rich to ride roughshod over the poor. I maintain free healthcare and free education at all levels and generally try to maintain a certain level of a safety net. I usually have a 0% tax rate. Thus, I tend to drift between a Civil Rights Lovefest (H,M,H) and Anarchy (again, H,H,H). I recommend against having a small economy, as wealthier nations tend to be able to do more good (and ill) for their citizens. Consider IRL what happens when Iran and the USA have similar, large earthquakes in similar, large cities. In Iran, with its basket case economy, will see thousands of people die immediately because of slipshod construction standards and lack of quality materials, then thousands more will die in the aftermath because of slow rescue efforts, underfunded emergency response, lack of emergency housing facilities and food, etc. In the wealthy USA, some people will still die during and after a major earthquake, but not nearly so many as in Iran. One doesn't have to be a greedy, capitalist pig to have a good Economy (although it helps). :) Being able to feed, cloth, shelter, provide medical care, etc., for your population is an investment worth making, IMHO. I consider basic access to all of those to be human rights (or citizen rights if you have a non-human population [BN is majority Sentient Bears and some (sentient) humans, a sizable population of Ewoks, and many non-sentient bears].
