[President Luciano Queiros looked up from the documents he was reading over, a cigar in his mouth, and nodded, beckoning for his secretary to approach. The secretary set the envelope down and Queiros opened it, reading it carefully, examining each and every word with a thoughtful frown. The Terravi were a conservative, patriotic people - Queiros, a centrist, was the most left-wing leader the nation had ever had. The Social Democratic Party, currently in opposition, was the only party to explicitly and universally support pan-Africanism, but had never won government. Queiros' National Democratic Party, which had run the Republic he had founded for 21 years of its 28 year existence, was a big tent party. Thus, there were varying degrees of support for an idea such as the Continental Council of Africa proposed by First Citizen Barre within the NDP. Queiros ran his fingers through his greying beard thoughtfully. Now almost 70 years old, he had founded the Republic at the age of 41, after overthrowing the Sakiro monarchy. Since the Republic was established in 1967, Queiros had won five out of seven elections. To many Terravi, Queiros was Terravia.]

[The secretary bowed and left the room to oblige his request. Queiros rested his elbows on his desk and clasped his hands together, pressing them gently against his lips. There would be some degree of hesitance from the public in joining this Continental Council of Africa, there was no doubt about that. Terravia saw itself as somewhat isolated diplomatically in Africa. Its greatest ally on the continent by far was South Afrika - the Terravi-South Afrikan bond had been forged in blood, when the South Afrikans intervened in the Terravi Civil War over 40 years ago. The sacrifices made by South Afrikan troops to stave off communism next door had made the peoples of Terravia look past the colour of their skin and see them as brothers and sisters, a testament to the enduring, millennia-old warrior culture of Terravia.]

[Though Terravia's economy had been bolstered by oil and mineral exports, other sectors such as agriculture, which relied more on the African economies than those outside the continent, suffered greatly from lower demand and falling prices. President Queiros hoped that the Terravi would thus judge this CCA concept pragmatically, looking beyond traditional nationalism and seeing the economic benefits such an idea would entail. After his secretary returned with pen and paper, Queiros began writing a letter to First Citizen Barre, requesting a face-to-face meeting to discuss the facets of his project.]

I would, nonetheless, like to direct you Security Council page on the NationStates forums. It includes plenty of helpful material in crafting SC proposals. It appears as though your proposal has not gained enough traction for it to be seriously considered by World Assembly members.
