The Oceanside-Elparia Treaty
The Oceanside-Elparia Treaty is a mutual agreement between the regions of Elparia and Oceanside, drafted on August 16th, 2018, by Tsarina Caterina Primanovski of the Empire of Morraivia. The treaty is formally annexed Oceanside as a sovereign dependency of Elparia, functioning as a puppet storage and refuge center for Elparian citizens, however, keeping Oceanside sovereign in culture and local governance.
Oceanside will hereby abide by the laws and regulations of Elparia, however, is allowed to pass minor local laws.
All cultural, linguistic and heritage aspects of Oceanside will not be tampered or endangered by Elparia. Elparian citizens are allowed to bring their regional culture to Oceanside but must keep in mind to respect Oceanside culture.
Governments of Elparia and Oceanside must respect each other's foreign relations, however, if one finds issues with a foreign region, citizens must be allowed to freely speak their mind and voice their opinions.
Article 2 - Citizenship and Bans
Anyone who was a citizen of their respective regions prior to the creation of the treaty, will gain immediate dual citizenship in each region, however, after the treaty is established all newcomers must go through the proper citizenship application process of Elparia or Oceanside.
The citizenship process shall, and always will be, valid in both regions. (At this time Oceanside has no treaty, so this does not apply until one is established until then Elparias process will be used)
If a nation is banned in Elparia, they must be banned as well in Oceanside, and vice versa. If one finds issue with banning a certain nation, it will be up to debate in Elparian judicial court.
If a nation breaks a law in Oceanside, who originates from Elparia, they will be brought to Oceanside Regional Court to be processed, then handed over to Elparia in a united judicial council of Oceansiders and Elparians to decide said nations fate.
Article 3 - Border and security
Both regions will open their regional message boards, polls, etc. open to both regions.
If one region goes on lockdown and places a password lock on entry to the region, the password must be shared with the Minister of Defence and Regional Puppet Master of each other's regions. In the event that a Minister of Defence or Puppet Master is not present or active, then all security will be handed over to another member of Regional Council. If one refuses to share the password or keep their borders closed, they cause the treaty to become void, breaking and ending relations.
Neither region can invade or occupy with hostility in the other region, this treaty is to build peaceful relations. If either region attempts to invade or occupy the other, the treaty becomes void, ending peaceful relations.
Article 4 - Roleplay
Citizens may be allowed to participate in trans-regional roleplay.
Article 5 - Defence
Citizens in Oceanside who are able to, are encouraged to join in Elparian military operations.
All Elparian military are recognized as Oceanside Civil Guards, as Oceanside population is too small to have a large enough defense.
If another region invades one of the members of this treaty, the other is inclined to aid the overthrow of the invaders.
Article 6 - Final Notes
News and media of each region will be shared in both regions as to keep each other in the loop.
Citizens of Oceanside are able to apply to have plots or representation on Elparias regional maps, keeping in mind to apply like a regular Elparian citizen.

As part of the Morraivian tradition, one male and one female member of the Primanovski royal family will marry into an Elparian citizen's royal family (if they have a monarchy of course). This does not mean they have to be in line for succession unless the partner nation approves.
