Also, I don't see how. There's still an established government hierarchy, and it's not like people are going to just welcome their former bloodthirsty dictator back with open arms. Vatsayev has, literally, no chance to retake his government--he just can't see it because he's freaking cukoo for Cocoa Puffs.
When I started out, I hadn't RP'd at all. There are a lot of ways to start out, I'll tell you what I did. If something would happen in a RP, I'd post about my leader taking note of the fact that said thing happened. I'd also have diplomatic meetings with other nations, just to get things to a friendly start. If you'd like another opinion, ask

A lot of it is just reading what everyone else has done and imitating them. Develop a government and a backstory for your nation, then contact other players to see if they want to RP with you--or write your own one-player story on the national incidents forum to let everyone know that you're present and ready to RP, and they might come to you. (In fact, I think I sent you a message way back in the day on the Zetaboards forum to ask if you wanted to do a diplomacy thread. That should still be in your inbox, if you want to try it out.)
