Section I: The Role of The Organization Protecting Held Areas Tirelessly
Article 1—
The role of T.O.P.H.A.T. is to further peace and prosperity throughout the Alliance of Armed Nations through the protection of vital trade and the creation of a mutual defense coalition to stop war-mongerers from attempting to expand or take reserved lands.
Article 2—
The Member Nations of T.O.P.H.A.T, promise to serve with a fair hand, and to provide diplomatic assistance and impose condemnation and/or trade sanctions upon any wrongdoer.
Section II: Membership in T.O.P.H.A.T
By joining T.O.P.H.A.T. member nations agree to the following conditions and requirements:
a): Member nations agree to protect international and domestic trade, regardless of origin or destinations, unless the member nation or another member of T.O.P.H.A.T. is in a declared state of war with either party.
b): Member nations agree to provide aid to sailors in distress, regardless of nationality, unless doing so is a hazard to the safety of the ship and it's inhabitants.
c): Member nations agree to come to the aid of any nation if the said nation is attacked by another entity except if this would lead to conflict between members of T.O.P.H.A.T. or the nation in question has in some way goaded the aforementioned entity.
d): There is no limit to the amount of terms a nation may serve in T.O.P.H.A.T.
Section III: Leadership of T.O.P.H.A.T.
Article 1—
T.O.P.H.A.T. will be lead by a triumvirate of Bougheyia, New-Netherealm, and the WA Delegate. Should New-Netherealm be the current WA Delegate, or the current Delegate is not a member of T.O.P.H.A.T., then Bougheyia and New-Netherealm shall select an interim member to hold that seat.
Article 2-
The triumvirate may nominate new members on the first of each month. Nominations can be rejected if the other two members disagree with the nominator.
a): Expelled nations may be let back in if a majority of T.O.P.H.A.T. members vote to allow it and at least one triumvirate member agrees to allow it.
b): Banned nations may be unbanned with five votes in the affirmative and a majority of the triumvirate.
Section IV: Internal Functions of T.O.P.H.A.T.
Article 1—
T.O.P.H.A.T. Council will meet to discuss an agenda pertaining to events deemed critical to the safety of the AOAN every week. Special sessions may be requested by Bougheyia and New-Netherealm and may address topics not deemed critical to the safety of the AOAN.
Article 2—
Resolutions must be passed by an affirmative vote of at least five of the seven members of T.O.P.H.A.T. Exceptions:
a): Amendments must be passed unanimously.
b): Declarations of war must be passed unanimously. (NN and BOG can overturn ruling but must both agree, the third triumvirate member will break any tie)
c): Changing meeting time requires a majority vote.
d): Ban votes require a majority vote in addition to a majority vote among the triumvirate
e): Expulsion votes require five votes in the affirmative.
Article 3—
Resolutions may be introduced by any member nation of T.O.P.H.A.T., but the resolution must receive the endorsement of New Netherrealm or Bougheyia to receive a special session regarding the resolution to be voted upon. However, resolutions may be proposed at weekly meetings freely, so long as they are presented in a proper and polite manner.
Article 4—
T.O.P.H.A.T. will have power over nations regarding all issues which are deemed “international problems.” T.O.P.H.A.T. member nations may not invade another country without sufficient justification. This is ruled on by members and a declaration of war requires a unanimous decision unless New Netherrealm and Bougheyia overturn the ruling, but both must agree and any tie will be broken by the third triumvirate member.
Article 5—
Under no circumstances may a member nation of the T.O.P.H.A.T. attack fellow member nations. Breaking this rule results in immediate expulsion from T.O.P.H.A.T. and a ban voted on by the remaining members. Expulsion and the following ban vote may also be subscribed for members who show an utter lack of respect for T.O.P.H.A.T. and the principles upon which it was founded and consistently act in an inappropriate manner that is excessively detrimental to the orderliness and stability of T.O.P.H.A.T.
