This is not true. You've pretty much described the limits of what is currently possible within the normal confines of the game, but then that's why there are forums.

You can roleplay, you can become involved in regional government, you can do journalism and espionage, you can help raid or defend regions using the endorsement system, you can party with other regions or just go exploring with your nations. You can take part in debates or just play silly spam games. There's even karaoke, sometimes.

Really there's an enormous amount you can do as part of this community. It's worth investigating.

A government that listens to its people, how is that not a good government?

Or, if you prefer, how is government, any government, inherently bad?

To me a government that establishes justice, ensures domestic tranquility, provides for the common defense, helps promote the general welfare, that is a pretty good government.

That does not mean, however, that just because those concepts have no power over those who do not allow them to control their destiny means that they do not help keep a society running. The trick is knowing which spooks to reject and knowing which to accept.
