I would think that their larger population would imply a larger total defense budget given their spending per person. That said, when you say "population", are you perhaps using that as a proxy for the ages of the two countries? Kaulga certainly had a bit of a head start when it comes to increasing per capita defense spending.

In other news, testing for a Venus Tarhunz module have begun. The plan is to get a Space Station in orbit and to send astronauts from the Tarhunz program to the surface in a module. When the module lands there will be a protective sheet that will protect the astronauts from the deadly atmosphere but still letting them step onto the surface of Venus.
