George Bush Jr. beat Kerry by 2.4%. Although Al Gore beat Bush with 0.5% more of the popular vote but lost still. Clinton beat Dole by 8.5%. Clinton beat George Bush Sr. by 2.5%.

So Bush was not one of the very few Presidents to win by more than 1% in a very long time. In fact, in the previous four elections only one out of the three was decided with a percent or less difference in the popular vote, that being George Bush Jr. first election in which Al Gore beat him in the popular vote.
