The Central Committee is composed of five member nations elected among the region’s active nations. The Central Committee has different missions: It appoints the candidates for the People’s Council and the People’s Commissar offices to be elected by the Peoples of the Union of Socialist Soviet Republics; it can propose laws and constitutional amendments to be voted upon by the Peoples of the Union of Socialist Soviet Republics; it elaborates the official doctrine and the ideological guidelines of the Union of Socialist Soviet Republics. Decisions to appoint People’s Commissars for a vote have to be taken by a two thirds majority. Decisions to propose a law have to be taken by simple majority. Decisions to amend the Constitution have to be taken by a two thirds majority. Decisions to dismiss People’s Commissars or any other member nations holding official positions have to be taken by unanimity. Elections for the Central Committee have to be held every four months or whenever a two thirds majority of the member nations of the region request it through a poll.
