Charter of the Biblical Assembly

CHARTER of THE BIBLICAL ASSEMBLY

Preamble

In the name of the Creator God, Amen, on this the 22nd day of December in the year of our Lord 2014 (AM 5775), having undertaken for the glory of Christendom by the power of the Holy Spirit, for the advancement of the Christian faith, the incorporation of Christian communities under a unified and pious commonwealth, and for the growth of the kingdom of our Lord Jesus Christ, we do hereby ordain and establish this Constitution.

Article I - Purpose and Governance

Section I
The Biblical Assembly shall act as a Commonwealth of Christian regions, militaries, and organizations.

Section II
The purpose of the Assembly shall be to unite Christendom under a common banner through peaceable means, to suppress heresies and attacks on Christendom and our God, and to forge a new era through the spread of the Gospel, in eager anticipation of the return of Christ and the eternal kingdom.

Section III
The Assembly shall be governed by a council of elders chosen amongst each member-state. Every region and organization in participation shall be obliged to elect for themselves, according to their own practices, an elder who shall represent them. Each elder shall have but one vote in the assembly.

Section IV
The Council of Elders shall choose amongst themselves a single person from amongst them who shall act as chairman of the assembly.

Section V
The chairman of the assembly - henceforth referred to as Chief Elder - shall appoint one or two assistants, whom shall hold the office of Chief Deacon. The Chief Deacon shall be used for administrative or ministerial purposes at the Chief Elder's discretion.

Section VI
The power of the Chief Elder shall be the privilege to veto any decision made by the Council of Elders. The Chief Elder shall be obliged to give reason for his objections - namely if the council's decision is in opposition of the word of God; the constitution of the assembly; personal objections; or common decency. In the instance of a tie vote, the Chief Elder shall exercise a second vote.

Section VII
The Chief Elder shall serve indefinitely and shall leave office only by resignation or removal by the Council.

Section VIII
The Chief Elder may be removed from office - at the Council's majority vote - on the following grounds:

- Excessive inaction;
- Behavior subversive or perverse to the Gospel or the Word of God;
- Gridlock or uncooperative attitude;
- Breach of powers;
- Other violations of this constitution.

Section IX
A representative may be removed from office on the same grounds that the Chief Elder may be removed; namely excessive inaction, counter-gospel, gridlock, breach of power, violations of constitution, etc.

Should a representative be removed, the Council shall ask his home region to appoint a new representative. This shall also apply towards the resignation of a representative.

Representative nations must be World Assembly members.

Section X
Ceasing-to-exist as a nation (CTE) shall be construed as excessive inaction. Without reasonable notice, the Assembly may deem a CTE nation as no longer within the regional government. Unless a new nation should be appointed in lieu of the CTE's removal; the CTE nation if restored to existence may re-assume his previous positions.

Article II - Ascension of Membership

Section I
By majority vote of the Council shall a region ascend to membership in the assembly.

Section II
To request membership, a region must provide background information about themselves; the name of the representative they intend to appoint; the religious and political views of said representative; a statement of faith in the Lord Jesus Christ; and an official publicized statement of support for Christendom, Christianity, Christ, and the Biblical Assembly. Said publicized support may be published in the form of a dispatch, a mass telegram, a Regional Message Board (RMB) post, etc. Removal or attempt to suppress an already publicized statement of support shall be worthy of investigation by the Council as reasonable grounds for removal.

Section III
No expressly atheistic, secularist, troll, spam, hedonistic, invader, pagan or non-Christian region shall be given membership in the Assembly. Whether a region meets these definitions shall be up to the discretion of the Council.

Section IV
Should a region attempt to resign from the Assembly, the Council may immediately grant the request, and so too may the Chief Elder unilaterally. The regional government may also, collectively by majority vote, motion to retain the region in the organization by force, namely by sending in the Protestant Army to appoint a new regional delegate; removal of the existing representative and appointment of a new one, or other measures deemed necessary.

Article III - Proceedings

Section I
Through the methods chosen by the Council and Chief Elder, the Council shall meet regularly to formulate policy, make decisions, issue declarations of war, appoint or remove government positions, regulate commerce and cooperation, etc.

Section II
The Assembly shall actively work on the promotion of missions, the establishment of additional regions to further the assembly's goals, assignment of missions to individual regions at the promise of various rewards, and so on. Whatever shall be wholesome for the good of the assembly, but not at the expense of personal liberties of both regions and their members, shall be carried out by the Council.

Section III
The Council should determine a flagship or headquarter region to act as the central headquarters of the assembly and commonwealth as a whole. Special and key regions should also be noted for their importance.

Section IV
Similar to the World Assembly, the Council may issue commendations or condemnations of various regions and nations.

Article IV - The Protestant Army

Section I
For the furthering of the Assembly's goals, by force if absolutely necessary, the Protestant Army shall be directed by the Council and led by a Commanding General.

Section II
Every World Assembly nation in each region, with the exception of WA Delegates, shall be obliged to be at the service of the Protestant Army at any time. At the authority of the Council and under the direction of the Commanding General, the Army may be dispatched to various regions for purposes such as defense of a member of the assembly; liberation; raid-defense; quelling of rebellion; appointment of a new delegate; humanitarian assistance, etc.

Section III
The Protestant Army's proactive members should be commended and be given higher authority within the body.

Section IV
The Protestant Army may be loosely tied with affiliates, provided they have reasonable and sound goals that do not violate the principles of this Constitution; even if they should not belong to this Assembly.

Section V
The military forces of all regions shall be under the combined and peaceable authority of the Protestant Army, and no region that is a member shall act independently of the Protestant Army's prerogative.

Section VI
No mission or campaign shall be enacted by the Protestant Army that serves no purpose for the betterment of the Biblical Assembly or its members.

Section VII
A joint oath of allegiance to the Protestant Army and the Biblical Assembly - issued by each regional government - is required.

Article V - World Assembly

Section I
All nations are encouraged to participate in the World Assembly.

Section II
As one object of the Biblical Assembly is to make a clear difference in international governance, nations are admonished to vote in accordance with Biblical doctrines.

Article VI - Specific Obligations

Section I
With regard to regions that belong to the Assembly, various obligations, assigned by the Council, shall be confirmed equally to all.

Section II
Every region must pin the Charter of this Assembly on their regional page.

Article VII - Amendments to the Constitution

Section I
Amendments may be adopted by majority vote of the Council. They shall be listed hereafter. That which is being amended within the Constitution should be struck out to denote that it has been amended.

Article VIII - Ratification and Signatories

Section I
We do therefore ratify this constitution.
