To all present, and to all eyes who see, Greetings!
Preamble
Bearing now in these pages a CONSTITUTION of governance and law cast upon by inheritance and virtue all NationStates comprising the region CAPITALIST PARADISE

Rights and Bylaws

Rights of Sovereignty

No nation shall be judged or reprimanded or expelled for its choice of religion or absence thereof -Regional authority shall remain secular in nature
No nation shall be judged or reprimanded or expelled for its NationStates political category
No nation shall be judged or reprimanded or expelled for its Racial predominance
and others to be brought by amendment through the legislative process

Inherent Rights of Membership

No tax, tariff or monetary penalty shall be imposed by regional authority
To vie and compete for political office
To be heard by the Arbiter in intra-regional disputes
To be represented by the Arbiter in civil and criminal cause, and investigation and trial; any nation that has been ejected from Capitalist Paradise may request a trial by the Supreme Court through the Arbiter
To post respectfully on the forum.
To post on the message board, respectfully and in accordance with game rules of etiquette
To bring for consideration in the Legislature any issue (By-law) of timely relevance
To have a vote in the Legislature[1] Every individual member/player with 15 days continuous presence in Capitalist Paradise shall have a right to one vote in all Legislative proceedings
and others to be brought by amendment through the legislative process

By-Laws

Regional authority shall issue no dictate concerning a Nations Motto, National Leader, Flag, Capital City, Religion, National Animal or Currency

Government

The governing body of Capitalist Paradise shall consist of four general offices:
The Executive
The Legislative
The Judicial
The Vocals
-And additional offices created as needed

The Executive

The Founder and President
Duties include but are not limited to:
Executor of regional membership
Enforcement and defense of this Constitution and the common defense of Capitalist Paradise
In the event of raid invasion, the founder may may assume Full Regional Control for the eradication of offending parties
Will maintain a Chronicle of significant events in Capitalist Paradises' History

World Assembly Delegate And CEO
Qualification: This position requires a minimum influence level of "Vassal" and is elected by plurality votes of confidence as indicated by World Assembly members, for a term of service of not less than 90 days. After 90 days any qualified WA Nation desirous to challenge may and must lay challenge by precluding challenge publicly on the Capitalist Paradise Regional Message Board. Upon challenge, this electoral process is adopted:
Introduction and Debate: A window of 10 days is opened, beginning on a Friday for candidates to debate publicly on the Capitalist Paradise Regional Message Board and for WA member nations to endorse/unendorse the candidate(s) of their choosing.
Flux: During these 10 days the WA Delegate may naturally switch between candidates according to endorsements received or lost. The Founder, at his discretion, may reserve administrative powers at this time.
Appointment: On the 11th day morning, a Monday morning, the successful candidate will be indicated and commence his/her 90 day term of office as World Assembly Delegate of the Region Capitalist Paradise.
An accidental usurper, passing the Delegate to this position must immediately act to reduce its endorsement count or withdraw from the World Assembly, or suffer ejection by the Founder and criminally charged as a common "Raider". In the event the WA Delegate loses his seat as a result of endorsement withdraws, regional authority shall take no punitive action against the accidental usurper. However, the Founder may, at his discretion restrict access to regional controls until a new Delegate is lawfully elected. For the purpose of this document, "Raider" is defined as any nation which acquires WA Delegate status without following the above qualifications and electoral guidelines.
Duties of the WA Delegate include but are not limited to:
Enforcement and defense of this Constitution and the common defense of Capitalist Paradise
Representing our region to the World Assembly
Executor of regional membership
Maintenance of the World Fact Book Entry
In the event of raid invasion, the WA Delegate may assume Full Regional Control for the eradication of offending parties
In the event of raid/invasion and with the absence of the Founder, the Delegate may, at his/her discretion appoint a Minister of Defense whos duties are limited to:
Marshaling a defense force from within and without the Region for the purpose of re-seating the rightful Delegate
Organizing and effecting retaliation upon the offenders homelands, at the discretion of the Delegate.

Minister of Foreign Affairs
This position is appointed by and serves at the pleasure of the WA Delegate. This Cabinet member must be a member of the WA. Duties include but are not limited to:

Serves in the capacity of the Delegate in the absence of the Delegate
Enforcement and defense of this Constitution and the common defense of Capitalist Paradise
General management of extra-regional affairs
Muster, train and maintain an extra-regional investigation team.
Appointment of Ambassadorships whos duties include but are not limited to:
To maintain an active inter-regional dialogue between Capitalist Paradise and all Capitalist Paradise Embassy host regions
To recommend the closure of their respective embassy should the diplomatic relationship prove detrimental to the values or integrity Capitalist Paradise.

Minister of the Interior
This position is appointed by and serves at the pleasure of the WA Delegate. Duties include but are not limited to:

Responsible for recruitment and retention efforts.
General management of intra-regional affairs
Maintenance of the off-site forum
Monitor the Forums and Regional Message Board for abuse, with respect to the rules of our game.

The Legislative Body
President of the Legislature
The POL is elected to serve a period of 90 days. After this term the office is open to challenge by any Capitalist Paradise member nation; by popular vote; by the legislature, vote to be counted by a two member panel appointed by the WA Delegate; Duties include but are not limited to:

Presentation of issues and elections to the Legislature
Shall appoint two vote counters for tally of votes
OR At his/her discretion, utilize an off site polling service
Presentation of vote results to the Delegate for ratification into law.
Enforcement and defense of this Constitution and the common defense of Capitalist Paradise

The Legislature
The full body of Capitalist Paradise member players with at least 15 days continuous presence within Capitalist Paradise.

Duties are:

Presenting issues of timely relevance including by-laws and structural changes to this Constitution, to the POL for presentation to the entire voting body. The Author of any legislation is responsible for its promotion.
Voting issues and elections as presented -participation is not mandatory
Enforcement and defense of this Constitution and the common defense of Capitalist Paradise

The Judiciary
The Supreme Court
A three Juror panel, including and led by a Chief Justice
Advancement to Chief Justice is by seniority
Appointment is for life or retirement, however subject to the authority of The Vocals.
Duties are:

Enforcement and defense of this Constitution
Resolve civil disputes among member nations if and after all reasonable efforts of the Advocate have been exhausted
Resolve criminal complaints.
Refer guilty parties to the CEO for ejection, banning or banning and ejection from the region if warranted; in the opinion of the panel
A fourth position "Alternate Justice" shall be elected by the Legislature and seated by the WA Delegate.

In the event of a SC Jurors retirement, the Alternate Justice shall advance to junior-most member of the panel. In the event of temporary absence or conflict of interest of a full juror, the Alternate shall hear the case and he/she shall have a vote among the panel

Prosecutor
Appointed by the Chief Justice of the Supreme Court on a case by case basis. Duties are as the title describes.

Advocate and Arbiter General
Elected by the Legislature to serve a term of not less than 90 days. After this term the office is open to challenge by any Capitalist Paradise member nation; by popular vote of the legislature: confirmed and seated by the WA Delegate.
Duties are:

Vigorously represent defendants in all criminal cases
Resolve civil disputes among member nations
Provide final defense appeal to the WA Delegate in capital cases

The Vocals
A panel, consisting of former Capitalist Paradise WA Delegates, with a minimum of 90 days in service in the WA Delegate position, residing in Capitalist Paradise whos duties are limited to:
Convene on a bi-monthly basis
Evaluate the performance of the Founder and provide constructive feedback to the Founder
Evaluate the performance of the WA Delegate and provide constructive feedback to the WA Delegate.
upon request by any Capitalist Paradise member nation, this panel shall review the performance of any member of the Supreme Court. If, in the opinion of the panel that impeachment is warranted, the panel shall, through the legislative process, conduct a vote of no-confidence. Should "no-confidence" be established, this panel shall petition the WA Delegate for evacuation of the offending juror. The WA Delegate is not bound by this petition.

Below are the following amendments to the CAPITALIST PARADISE Constitution. These amendments were voted on and lawfully passed by The Legislative Body.

Voter Limitation Act
Monday, January 6th, 2014

This proposal is to change or modify language in Inherent Rights of Membership and under Legislature.

In Inherent Rights, change from "To have a vote in the Legislature" to "Every individual member/player with 15 days continuous presence in Capitalist Paradise shall have a right to one vote in all Legislative proceedings"

Under Legislature, change from "The full body of Capitalist Paradise member nations with at least 15 days continuous presence within Capitalist Paradise." to "The full body of Capitalist Paradise member players with at least 15 days continuous presence within Capitalist Paradise."
