The Federal Stratocracy of Icrum
The Federal Stratocracy of Icrum, commonly called Icrum, is a federally elected statocratic republic in Austritaria. It is bordered on the north by the Arctic Noch Ocean. Icrum covers about nine-hundred and fifty thousand square miles and has has an estimated population of thirty-five million Icrumese. The Icrumian Statocracy comprises of 16 districts, the largest of them being the Heisenberg, which holds the city of Kaisen.

Icrum is a developed nation that is a strong power on the continent of Ulivein, only behind Uvalla. Icrum's government spending is led by education and defense, with industry and public transportation being the second focused budget spending. The New Republic of Icrum has a mixed economy, with more focus on capitalism than socialism, and has a strong economy with a GDP of 990 Billion Credits (2.07T P$). Icrum has a solid military culture, with four holidays dedicated to the military or war (Service Day, Remembrance Day, Union Day, and Independence Day), has deep rooted national pride and patriotism, and is know for generous, caring citizens.

Icrum was previously a colony of The weltenbaum but then achieved independence from The weltenbaum on April 17th, 1841.

Etymology
The name Icrum comes from the native word Ikrumm. The word Ikrumm comes from the native words Ik-, which means "Snow", and Rumm, which means "Land of". This makes Ikrumm to roughly translate to "Land of Snow", as the Natives lived close or in the tundra of Icrum. Over time, Ikrumm was bastardized to Icrum by the Welten colonizers.

The standard way to refer to a citizen of Icrum is as a "Icrumian."

History
First People of Icrum [750 BC - 200 BC]
The earliest date anthropologists theorize that the Sumtari arrived in Icrum was around 750BC. The Sumtari came from the island chain of what is now Grand adscia, and around the year 750BC, a small group of about one-thousand of these people migrated to where the center of Icrum currently is. They settled in a nice flat area surronded by grass, which was essential for them to use cows. This settlement was called "Primum" by the Sumtari, and it would become their capital until the rise of Medieval Icrum. Around the year 250BC, the Sumtari encountered the Avixtul people. According to some studies and theories, the Avixtul people were a group of people, related to the Groz Hordes, that were aggressive horse riders and horse archers. They used horses bred for Icrum's colder weather, making them hardier and larger. The Avixtul people migrated to Icrum around 550BC from Vanet in order to find more land and people to conquer. Around the year 200BC, the Sumtari attacked and swept through the Avixtul tribes during the biggest Avixtul holiday. They slaughtered many of the Avixtul men and took many women as servants and trophies. The Sumtari did spare the Tribal Centers from destruction unlike the other small tribes as the Sumtari belived that by destroying a cultural center, the spirits of the deceased of that people would bring ruin and chaos to the Sumtari. Over time, the Tribal centers grew and became the cities Vacaria, Szweri, Talacraf, and Vyark.

Warring Periods [100 BC - 200 AD]
Shortly after he Sumtari massacre of the Avixtul, the Avixtul went further north into the tundra. There they stayed isolated from 150 BC to about 100 AD, subjecting any other native tribes into their culture. Any tribe that wouldn't join their culture were beheaded and their heads tied to their horses. Around this time, the Sumtari, who formed an empire from its conquest of the Avixtul, started to build cities. The city Camdus's ruins show that the Sumatari were building walled cities, for fear of other native cultures attacking and pillaging their cities. However, the Sumtari were not going to stay united for long. A combination of corrupt officials, widespread discontent, and constant raids by neighboring people eventually caused many provinces of the Sumtari Empire to break away in an act of rebellion. The two most powerful provinces, Amidus and Califia, broke away and started to fight themselves over petty issues. As the Sumtari fought themselves, the Avixtul continued on their pillaging and assimilation of other tribes of people. Soon, the Avixtul were powerful enough to start attacking Sumtari provinces, and they begun by attack Theom. Theom was a decently powerful province, who managed to conquer the weakest province Zaradea.

So, here's a rough outline of the general Welten colonial hierarchy in the "America" continent:
A Governor-General (Generalgouverneur) administrates the entire region, except for the penal colony.
Under him are four Viceroys who administrate the four individual charters.
Viceroys are both civilian and military commanders who control the Kolonialarmee, as well as the general civilian operations. Maybe later in colonial history there could have been elected councils, but not at first. Individual militias would be under their jurisdictions' control.
As for the organization under the Viceroy of Icrum, there would be Handelsfirm representatives for companies like the North Noch Company and Far Euxine Company, as well as Expeditionkorps divisions.
The Expeditionkorps is like the Kolonialarmee, except they're solely military and Welten, whereas the Kolonialarmee worked as police and were at least partially local.

The Icrumese population is very homogenous, with most of Icrum being Icrumian. The recent 2015 census has recorded that approximately 97% of the population are predominantly Icrumian and the remaining 3% are Umbrellyan.

Government

The government of Icrum is a representative, federal, and bicameral republic. It is divided into three distinct branches, the Executive, the Judiciary, and the Legislative. All three of these branches serve a distinct purpose, and each one has a check on the other in case of something amiss happening.

The Executive
The Executive branch is the branch out in charge of overseeing the districts, signing bills into effect, forming international relations, enacting trade deals, forming alliances, declaring war with approval of the Represenatives Council, building a federal military, and building roads.

The Head of State of Icrum is the Arbiter, who is also the Chief of Military. The Arbiter of Icrum is indirectly elected and serve three years and up to three terms. The assistant to the Arbiter is the Vice Arbiter, who is also the Secratary of Defense, similar to how the High Admiral of all Icrum Forces was second in command and the assistant to the King of Icrum.

The Legislature
The Legislative branch is the branch in charge of electing the Arbiter with the information gained by the voting of enfranchised citizens and writing laws.

The Legislative branch is separated into two house, the Vacarian Legislature (The Upper House) and the Representatives Council (The Lower House). The Vacarian Legislature is voted in every six years and four legislatures are voted in for every district, with sixty-eight Legislatures in the Vacarian Legislatures. The Vacarian Legislature is the house that writes the laws and policies, which are then sent to the Arbiter for approval. If vetoed by the Arbiter, the bill is sent to the High Court who then vote whether to uphold or veto the veto. The Representatives Council is voted every two years, with sixteen representatives from each district, with the exception of the New Vacarian district. The Representatives Council's duties are also to craft laws, but they also vote for the Arbiter of Icrum.

The Judiciary
The Judiciary Barnch is in charge of interpreting the laws, solving national disputes, and to enact laws on the death penalty. The Judiciary branch is elected by the Representatives Council and each High Judge serve for life, or until impeached by other High Judges.

Foreign Relations and Military

Foreign Relations
Icrum has good foreign policy, revolving around allying with people nearby countries, and respecting other nations but keeping a close eye on them, as not to be unprepared for any incursion by them.

The first alliance Icrum had was with The weltenbaum. The "alliance" was formed back around the 1630s when the area were Icrum is was settled by Weltish colonizers, forcing the Icrumese colony to be allied to The Weltenbaum. After Icrum declared independence from The Weltenbaum, Icrum went into an isolationist state, where it refused to make any sort of relations with its neighbors, until around 1935, when it came out of isolationism. Then, around 2014, Icrum started to try and push itself into the international spotlight by signing a deal with a pharmaceutical company of Grand Britaria to try and find the cure for Leukemia. They also sent assistance to Vidirea when Vidirea's King was assassinated, but due to the lack of religious and human rights, Icrum has shaky relations with Vidirea. Then, during the Icrumese Rebellion, Icrum had relations for the first time with Kastovakia. Icrum trusted Kastovakia to help them during the rebellion, but due to many actions by Kastovakian soldiers during the rebellion, Icrum's civilians started to distaste Kastovakia, going so far as to burn flags of Kastovakia and burning effigies of the Kastovakian leader.. Then, after a Icrumese merchant vessel was destroyed by a Kastovakian naval vessel, Icrum officially declared war on Kastovakia. It was during this war that Icrum allied with Grand adscia and Estann in the Concord of Free States. Currently, Icrum is a part of the Ulivien Union, a large political-economic union, with member nations Uvalla, Afrigidoloco, Proticata, Mon balvedos, and Sonarya. Icrum also has an alliance with Asirland and Umbrellya.
