Federal Law of Education

Following the rules set in the Fundamental Law of Azord, the National Congress of Azord hereby presents this law to the Azordian Prime, who in this date publishes nationwide the following:

Federal Law of Education

1. General provisions.
1.A. Education is a national priority for Azord and its exercise fulfills the fundamental right to social advancement, in accordance to second paragraph of Article I and Article II.d of the Fundamental Law. Therefore, Azord recognizes a Right to Education.
1.B. In accordance to the first paragraph of Article IV.b of the Fundamental Law, this federal law is a minimum of law. Then, provinces congresses must develop special province law to ensure this right, and it shall not interfere with this or other laws.

2. Educational system.
2.A. Education is compulsory by the range age of five to fourteen years, regarding elementary and middle school, which must be fulfilled even if surpassed such age range.
2.A.i. Provinces must define the means to ensure such provision regarding adults lacking such compulsory education.
2.B. Voluntary education compasses high, undergraduate, graduate and postgraduate schools, which must be completed in order to advance to the next educative level, which may or not be related to the former.
2.B.i. Completion of each level must include, at least, 50 hours of social service, six months practical experience, and the development of a significative project.
2.B.i.1. With exception of high school, significative project must be understood, at least, as a research project resulting in a thesis.
2.B.i.2. Schools can expand their own completion requirements.
3.B.ii. High school education must teach a trade or skill.
3.B.ii.1. Therefore, completion of high school education will provide apprenticeship qualification in its area.
3.B.iii. Postgraduate school involves mastering, specialization or further research programs of the graduate school.

3. Licensing of practice.
3.A. The following activities will require proper licensing to be legally exercised: healthcare, law, engineering, architecture, practical sciences, financial management, apparatus operation.
3.B. License may be requested upon completion of undergraduate, graduate and postgraduate schools, before the provincial professional association of its activity.
3.B.i. If deemed qualified, the provincial professional association will present such request before its provincial educational authority, that will grant such.
3.B.i.1. In addition, apparatus operation regarding transportation between provinces will need to be approved before the Federal Department of Transportation.
3.B.ii. Provincial professional association of its activity will conduct their own proceeding of renewal of license.
3.B.iii. Provincial professional association of its activity may initiate their own proceeding to investigate the conduct of a licensed professional. If the proceeding results in suspension or disbarment of such, it will be presented before the provincial educational authority, that will enforce such.
3.C. There will be a unique professional association for each specific activity in each province. The National Academic Council will grant such recognition in coordination with provincial educational authority.
3.C.i. License duration before the need to renewal will be established by provincial educational law.
3.D. Completion of undergraduate school will provide assistant or deputy license in its activity.
3.E. Completion of graduate school will provide main license in its activity.
3.F. Regarding specializations, postgraduate school will provide specialization license in such.
3.F.i. Such specialization must be properly acknowledged by either the National Academic Council or the Committee regarding education of healthcare professionals of the National Healthcare Council.
3.F.ii. The establishment of a specialization license by such councils must warrant and properly justify their existence, in avoidance to unduly barring an otherwise activity that can be covered by a main license.
3.G. Whenever a new activity is included in a licensing list, either by this law or provincial, a three year waiver will be granted to current workers in order to get in track to get proper licensing.
3.G.i. The National Academic Council in coordination with provincial authorities will define the means to ensure such.

4. Schools.
4.A. Education will be provided either by public-funded, private or mixed-funding schools.
4.A.i. Homeschooling may be allowed only regarding elementary school level.
4.A.ii. Federal grants and allowances can only be assigned to public-funded schools.
4.B. Provinces must guarantee their quality and supervise their operation.
4.B.i. Federal Department of Education will present a yearly report before National Congress of its oversight of provincial education.
4.B. Federal Department of Labor will present a yearly report before National Congress of its oversight of professional skill needs in the nation.
4.B.i. Public-funded schools of voluntary educational levels must adjust their offer of programs in relation to such labor needs report.
4.C. Regarding federal academias of defense and national police, provisions regarding provincial involvement will be fulfilled by the Federal Department of Education.
