The City of Leningrad is a gargantuan, orderly nation, renowned for its disturbing lack of elderly people, vat-grown people, and punitive income tax rates. The hard-nosed, cynical, humorless population of 15.39 billion Leningradians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The large, corrupt, well-organized government juggles the competing demands of Defense, Industry, and Education. The average income tax rate is 55.6%, and even higher for the wealthy.

The frighteningly efficient Leningradian economy, worth a remarkable 1,409 trillion Rubs a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, fairly diversified black market in Information Technology, Arms Manufacturing, Woodchip Exports, and Uranium Mining. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 91,592 Rubs, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Elementary school students are required to master Bach's Chaconne in D before graduation, more sidewalk is dedicated to animals than people, roadside walls are being built and mother nature is paying for it, and the jails are alive with the sound of birdsong. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Leningrad's national animal is the bear, which teeters on the brink of extinction due to widespread deforestation.

Leningrad is ranked 277,538th in the world and 10,502nd in Lazarus for Highest Food Quality, scoring 6.18 on the Meeshlin-Starr Index.
