Wow, that is actually pretty interesting. Your nation is quite complex and has a lot of hierarchy. Is your population manly or only human?
In the case of my nation, it is formed by all of those who willingly join it as followers of the Mepdaw school of thought. So if anyone changes his/her/it ideology, the result is exclusion from the nation and its opportunities. Currently, four different species -none of them human- from close galaxies to one another follow the Mepdaw school of thought -or most of them at least, so they are the People. Since individual perspective and freedom are considered so important in my nation, the government's job is to ensure material prosperity alone, in the form of economic opportunities. That way, each individual can make his/her/it own choices freely, without the government's meddling. Our Public Administration Office (PAO) -formed by the tetrarchs- is the part of the government with power, while the Council of Scholars (CoS) is the part with authority. Their relation is consultive; for instance, during the public planification process, the PAO may ask the CoS about any area of knowledge in order to make better decisions, but the PAO is not obliged to follow the CoS' advice. Although, the People will probably reject the PAO's decisions if they ask for advices but never follow them, and if the tetrarchs lose respect, they might be replaced by an election or even by force -in case they turn into tyrannts. The spiritual development -for those species that actually have a spirit- is considered a sctrictly individual matter, so that can never be part of the PAO's planification.
In Mepdaw there are no hierarchies, nor classes, and no one is expected to do something in particular, by the way.
