An intelligentsia-esque class, I called it, yes - more so in the way the Soviets described it, in that the most qualified of the overall proletariat manage the economy and the Technate overall. Call it meritocratic if you will. Social stratification also includes the concept of privileges gained through belonging to a certain class, so unless you count the daunting task of managing the Technate as a privilege, social stratification is essentially abolished.

Capitalism means the production of goods for profit. There is no money in a Technate, the only reason why goods can be produced is either for the Technate, for the production of other goods, or for the people of the Technate.
