Preamble
Due to inefficiency and a lack of clearly defined roles, the people of the United Terran Empire hereby dissolve the Provisional Government that has existed since 20 March 2715, and replace it with a nearly identical entity. We hereby create a new nation that will encompass the entire galaxy with its might and glory.

Article One: Elections
Section 1) All elections must be free of manipulation and infringement, all votes must be counted, and can only be submitted by any Imperial citizen.
Section 2) Elections must take place at the legal end of a term for each public office. These elections must be held one month (30 days) before the term ends.
Section 2A) In the case of the Imperial Senate, elections must be held every month to fill empty Senate seats in the months of May and August. All Senators already elected to a seat that take office in January are not up for election until the end of the term in December.

Article Two: Legislative & Judicial powers
Section 1) Legislative powers are granted to an Imperial Senate to change and draft laws and policy to govern the Empire.
Section 1A) The Senate may not alter this document outside of the establish parameters and the boundaries of the law.
Section 1B) All members of the Imperial Senate have the right to draft and propose laws at any time, this right extends to Imperial policy and matters under the jurisdiction of the Prime Minister.
Section 2) The Imperial Senate of the Terran Empire shall be comprised of 50 Senators, all of which have a vote. In January, the first item proposed by the Senate will be the election of a Presider. One Senator shall be elevated to the status of Presider to run the Imperial Senate at every meeting.
Section 2A) The Presider or Speaker Pro Temp (Imperial Constitution Article Two, Section 2B) must plan the date of every Senate meeting.
Section 2B) The Imperial Senate shall elect a Speaker Pro Temp to substitute the Presider if he Presider is absent from any Senate meeting. The Speaker Pro Temp can be any sitting member of the Imperial Senate if the Presider will not be active during a meeting. If this person is not selected by the Senate (Declared after previous meeting), they can assume the Presider’s duties if not an elected Senator. This Speaker Pro Temp has the ability to transfer the role upon another individual.
Section 3) All bills passed by the Imperial Senate come into effect the day after the meeting ends.
Section 4) The Senate shall meet once a month in the Imperial capital city, or any city that is unoccupied by enemy forces. All meetings shall take place at this time.
Section 5) At all meetings, the Senate shall take note of all Senators that are not presently within the Senate Chamber, and exclude them from voting until the next session (Senate Charter).
Section 5A) The Presider or Speaker Pro Temp must keep record at every session of the Senate.
Section 6) All judicial powers are granted to the Imperial Senate, with the ability to establish smaller courts for matters that do not directly interfere with matters of the Constitution or debate Imperial law.
Section 6A) Senate judicial jurisdiction only applies to a challenge to the effectiveness of a law, lawsuits against the government, and individual cases of treason or suspected fraud of the Empire.

Article Three: Royalty
Section 1) This document hereby establishes an Imperial Aristocracy, awarding the titles of Imperator or Imperatrix to the rulers of this grand Empire.
Section 1A) The Empire recognizes those that held the rank of Imperator or Imperatrix on March 20 in the Imperial year of 2717 as the Imperatrixes and Imperators of the Terran Empire.
Section 1B) All Imperators or Imperatrixes can establish any one successor to their individual positions under the conditions that the successor
Has not been convicted or suspected of treason.
Is an Imperial citizen.
Is not the leader of an ally or of any foreign economic or political entity that interacts with the Empire.
Fluently speaks at least one of the national standard languages.
This successor shall take the place of their appointed once the person that appoints them has relinquished control. The previous Imperator or Imperatrix maintains their rank afterwards.
Section 2) The ability to unilaterally draft and approve laws as well as policy within Ministries rests with the Imperial Royalty.
Section 2A) No member or group within the Empire may dissolve the Imperial government, or dissolve the country.
Section 2B) The ability to declare war rests solely with the Imperial Military, through the Imperial Senate.
Section 2C) The Imperial Royalty may not alter or replace this document as the sole Constitution once it has been signed by three individuals.
Section 3) The Senate may not remove the position or power or an individual Imperator or Imperatrix unless the person in question is acting against both the Empire, and its people. Under such circumstances, the individual’s power can only be restricted for a period of no more than six months, unless the person continues to act against the country and its residents.

Article Four: Imperial Military
Section 1) The Empire must always maintain an armed military force to defend the Terran Empire and its interests.
Section 1A) The Empire must maintain and periodically expand an aerial and interstellar defense force.
Section 1B) The Empire must maintain and expand a ground force that is a separate entity than Article Four, Section 1A of this document.
Section 1C) The Empire must maintain a defense force for its Imperial Royalty, with a minimum of 13 Imperial Guards per member of Royalty.
Section 2) The Empire is required to have a Commander-in-Chief-of-the-Imperial-Military under the rank of Grand Admiral, which is hereby established by this document.
Section 2A) The Grand Admiral can only be chosen by Imperial Royalty.
Section 2B) The Senate may choose five candidates to present to the Imperial Royalty. Under this practice, the Grand Admiral is required to be competent in their work and loyal to the Empire.
Section 3) The Imperial military has the right to secure the territories of the Empire from internal and external foreign threats through forceful confrontation.

Article Five: Territory
Section 1) The Imperial Government must always enforce laws within all of its claimed territory.
Section 2) The Imperial Military can be used to enforce Imperial jurisdiction within all claimed territory, even though military occupation and martial law.
Section 2A) Should the military be utilized to subjugate a world, any disputed territory, or an Imperial region suffering from severe civil unrest, the Prime Minister (Article Six of the Imperial Constitution) has the right to suspend civil liberties in those territories, and to suspend “Protection of the law”.
Section 2B) The military can only be used to quell internal struggles if a protest or other public demonstration is either illegal, has become violent, or is disrupting a public service. In such an event, the military can only contain the event and attempt to nonviolently concentrate the mass to a single point. If containment has been achieved, the crowd must be ordered to disperse. Lethal force is authorized in such an event where the participants of the public event have attacked active Imperial military members, regardless of rank.
Section 3) Territories experiencing 95% of the population demanding secession, the Prime Minister and the Senate must jointly approve or deny a regional referendum once every six months allowing legal secession.
Section 3A) Should secession be approved by a regional referendum, the Senate and Prime Minister must establish foreign relations, as well as release the territory from Imperial law. The Empire must also formally make the new territory a state under Imperial military protection as a protectorate.
Section 4) Territory can only be given in war away by the Senate and Prime Minister. All acquisitions must all be added in accordance to the success of the diplomatic team sent to negotiate the acquisition and end of foreign conflict.

Article Six: Prime Minister
Section 1) This Constitution hereby authorizes the legal position of a Prime Minister, establishing a leader our fine government.
Section 1A) Must establish a ministry for every department of the Empire in order to efficiently rule it.
Section 2) The Prime Minister has the authority to issue executive orders that follow the Constitution and orders of the government. Such orders must follow the spirit and word of the law, without contradicting the will of the Imperial Royalty. This power extends to the power of veto to deny passage of any one resolution passed by the Senate each month.
Section 3) The Prime Minister has the right to engage in diplomatic negotiation with any foreign nation.
Section 3A) The Prime Minister must place the Diplomatic Corp as the Ministry of Foreign Diplomacy.
Section 4) The Prime Minister has the right to draft and propose laws to the Imperial Senate without personal vote.
Section 4A) The Prime Minister can vote once a tie-breaker vote is needed in the Senate. The Prime Minister may not abstain in any of these tie-breaker votes.
Section 5) The Prime Minister has the right to dismiss the Imperial Senate for a period not extending two months.
Section 5A) The Imperial Senate can only be dismissed if the Prime Minister finds sufficient justification that in their judgement, is reason to dismiss the entire Imperial Senate at the permission of all Imperators and/or Imperatrixes not involved in the Prime Minister’s appointment. If no Imperator or Imperatrix can be selected for such a task, then the Prime Minister must seek total permission from the Imperator or Imperatrix that has taken the throne first before the remaining three.
Section 5B) The Prime Minister must notify the Senate no later than fourteen days before being dismissed at the beginning of a monthly meeting. Once the Senate is dismissed, the Prime Minister must call for elections to take place once the dismissal period of the Senate has concluded.

Article Seven: Citizens
Section 1) All citizens of the Terran Empire hereby have basic civil rights that can only be suspended in times of civil unrest by the Senate, and in such instances, all forms of civil unrest may not be widespread as determined by the Prime Minister.
Section 1A) Civil rights that are determined by the Senate cannot be infringed upon by the Senate or government for any reason except that in which is described in Article Seven Section 1 of this document.
Section 2) All citizens have the inviolable right to “equal protection under Imperial law”, requiring that all citizens be given fair and equal treatment under the law, regardless of their occupational career, religion, species, ethnic group, or gender. Such protection cannot be infringed upon lawfully by the government or military.
Section 3) All citizens hereby have the inviolable right to elect representatives in the Imperial Senate under all circumstances regardless of incarceration, political belief, or circumstances noted in Article Seven Section 2 of this Constitution.
Section 4) All citizens have the right to overthrow the Prime Minister through any means necessary, should the Prime Minister be unjustly suppressing the rights of the people.
Section 5) Citizens are any persons born to or adopted by the Terran Empire or at least one parent that is a Terran citizen through birth or naturalization.
Section 5A) All residents of the Terran Empire that apply to become a citizen of the Empire must have resided within the Empire for at least ten years continuously with the exception vacations not exceeding one year, must have a registered place of residence within the Terran Empire, and employment within the Empire.

Article Eight: Law Enforcement
Section 1) All rights of the people shall not be infringed upon by any form of law enforcement, which shall treat all suspects and criminals with equal treatment as mandated by Imperial law.
Section 2) Law enforcement shall only arrest citizens with the accusation of breaking Imperial law. Law enforcement may not falsify any accusation for personal or political reasons.

The only one that changed is LoP. It is required by law, however, that for each new Cabinet, all the Ministers must survive a Motion of Confidence within the Parliament.

Well, if its talking about what I think it is, the proposals to change it are completely irrelevant because it quite literally is something that cannot be changed in the game.

Edit: to explain, I think Lhistonia is talking about the authority that is given on the region's "Adminstration" page to the Founder called "Executive": the power to appoint and dismiss other regional officers (which we use to give the other regional authorities to the government nations).
