Article I - Citizenship & Rights
  1. All nations that satisfy the following shall henceforth be known as citizens:

    1. Reside in The Leftist Assembly

    2. Do not support a far right-wing ideology

  2. All citizens are entitled to:

    1. Freedom from discrimination in all its forms

    2. Legitimately and constructively criticise the government

    3. Participate in the legislative process, either directly or through freely chosen representatives, if members of the World Assembly

    4. A fair and public hearing by an independent and impartial court concerning any criminal charge

    Article III - The Cabinet

    1. The leader of the region shall henceforth be known as the Secretary

    2. The Secretary shall be elected every three months at the general election

    3. The Secretary shall be responsible for:

      1. Appointing and dismissing the members of the executive ministerial body, henceforth known as the Cabinet

      2. Serving as the head of the Cabinet, with final decision-making power concerning its delegated responsibilities

      3. Representing the region as its Delegate to the World Assembly

    4. The Cabinet shall consist of:

      1. The Minister of Foreign Affairs, who shall be responsible for embassies

      2. The Minister of Recruitment, who shall be responsible for attracting new citizens to the region

      3. The Minister of Information, who shall be responsible for the collection and presentation of data

      4. Any additional roles deemed necessary by the Secretary to operate the region

    5. The Cabinet shall be responsible for:

      1. Advising the Secretary as relevant to each member's designated portfolio

      2. Assisting the Secretary in their responsibilities

      3. Enforcing the laws enacted by the General Assembly

      4. An appointment to the Cabinet must be confirmed with a two-thirds majority of World Assembly and Military Voting citizens in favour

    6. The Secretary or a member of the Cabinet may be immediately removed through the following process:

      1. A motion shall be endorsed by two Members of the General Assembly or five percent of World Assembly citizens

    2. The General Assembly shall consist of seven members, henceforth known as Members of the General Assembly or MGAs, elected every three months at the general election

    3. The Members of the General Assembly shall be responsible for:

      1. Proposing and voting on new laws and amendments to existing laws

      2. Internally electing one of the Members of the General Assembly to serve as the Speaker

    4. The Speaker shall be responsible for:

      1. Organising the activities of the General Assembly

      2. Maintaining an order of legislation to be considered by the General Assembly

      3. Communicating information of bills, amendments, and voting records to the public

      4. Representing the General Assembly to the Cabinet in matters requiring urgent and direct communication

      5. Delegating the aforementioned responsibilities to another Member of the General Assembly in their absence

    5. A Member of the General Assembly may be immediately removed through the following process:

      1. A motion shall be endorsed by two Members of the General Assembly or five percent of World Assembly citizens

    6. A majority of World Assembly and Military Voting citizens shall vote on whether to remove them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a three-day poll

      2. Military Voting citizens shall be permitted to vote on the Regional Message Board in the same period

    7. The Speaker may be immediately replaced with a majority of the General Assembly in favour of such a motion

      Article V - The Supreme Court

      1. All judicial authority shall be vested in a tribunal, henceforth known as the Supreme Court

      2. The Supreme Court shall consist of three Justices appointed by the Secretary

      3. An appointment to the Supreme Court must be confirmed with a two-thirds majority of World Assembly and Military Voting citizens in favour

      4. A Justice shall be prohibited from holding any other government portfolio during their tenure

      5. The members of the Supreme Court shall be responsible for:

        1. Handling legal disputes between citizens

        2. Hosting court cases to settle criminal charges

        3. Voting on said criminal charges upon the conclusion of a fair and public hearing

        4. Being the highest authority on the interpretation of all regional law

        5. A member of the Supreme Court may be immediately removed through the following process:

        6. A motion shall be endorsed by two Members of the General Assembly or five percent of World Assembly citizens

      6. A majority of World Assembly and Military Voting citizens shall vote on whether to remove them in the following manner:

        1. World Assembly citizens shall be permitted to vote in a three-day poll

        2. Military Voting citizens shall be permitted to vote on the Regional Message Board in the same period

        Article VI - Amendments

        1. An amendment to this Constitution may be enacted with a two-thirds majority of World Assembly and Military Voting citizens in favour

        2. A minor, inconsequential amendment to this Constitution shall be exempt from the previous clause and instead may be enacted with a two-thirds majority of the General Assembly in favour

    2. Citizens with a World Assembly nation registered with the government as participating in a leftist or anti-fascist military, henceforth known as Military Voting citizens

    3. Citizens with a World Assembly nation registered with the government as currently residing in a member region of the NSLeft henceforth known as dual citizens

    Article III - The Cabinet

  1. Concerning the nomination for public office by dual citizens:

    1. Dual citizens shall be prohibited from holding public office concurrently in another region

  2. A nation, henceforth known as the applicant, can apply to become a dual citizen through the following method:

    1. Send a telegram to the Minister of Information using their resident nation, containing the name of their WA nation and the NSLeft member region it is part of

    2. The Minister of Information shall send back to the applicant a string containing 10 pseudo-random alphanumeric characters

    3. The applicant must send the string back to the Minister of Information via their puppet nation in the NSLeft member region within one week

    4. If the applicant is able to send the correct string within one week, then the Minister of Information shall add their name to a public list of all Dual Citizens

    5. If the applicant sends an incorrect string or fails to send a telegram to the Minister of Information within one week, they shall not be considered a dual citizen, but can apply again

  3. A dual citizen may apply for their dual citizen status to be removed by notifying the Minister of Information

  4. Should a dual citizen be found to be in violation of the requirements stated in the Constitution, they shall be given a reminder telegram and one-week grace period before their dual citizen status is removed

  2. The Minister of Recruitment shall be responsible for:

    1. Ensuring an automated process exists for sending recruitment telegrams to newly founded or refounded nations, which may be restricted by nation category at the Minister's discretion

    2. Sending recruitment telegrams using said automated process, with access to the account titled 'TLA Recruitment Office' to be granted to them exclusively for this purpose

    3. Upkeeping a 'frequently asked questions' dispatch to assist new citizens

  2. Concerning the nomination period:

    1. Nominations shall be open for Secretary and the General Assembly

    2. World Assembly citizens shall be eligible to nominate for any position, unless they have held that position for three consecutive terms immediately preceding that election, via a regional poll

    3. Military Voting citizens shall be eligible to nominate for the General Assembly, unless they have held that position for three consecutive terms immediately preceding that election, via the Regional Message Board

    4. A candidate shall be disqualified for the following actions:

      1. Failing to post on the Regional Message Board confirming their candidacy within three days of the closure of the nomination period

      2. Departing from the region for more than 24 hours

      3. Not residing in the region at the commencement of the voting period

      4. A candidate may withdraw at any time prior to the voting period by announcing their intention to do so on the RMB

  3. Concerning the counting period:

    1. If a contest has equal or fewer candidates than available positions, each candidate shall require a majority to approve their candidacy to be elected

    2. If the Secretary contest has multiple candidates, ballots shall be counted using the single transferable voting system

    3. If the General Assembly contest has more candidates than available positions, ballots shall be counted using the plurality-at-large voting system

    4. For a tie between two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where the candidate with the most votes shall be elected to the position

      2. If still tied, the winner shall be determined via a randomised method selected by the election commission

    5. For a tie between more than two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where a candidate with a majority of votes shall be elected to the position

      2. If no candidate achieves a majority, the two candidates with the most votes shall proceed to a subsequent one-day vote held via a regional poll, where the candidate with the most votes shall be elected to the position

      3. If the two candidates with the most votes cannot be determined from the first tiebreaker poll, the nation who received the most votes shall be elected or, if that also cannot be determined, the winner shall be elected via a randomised method

      4. If the two candidates in the second tiebreaker poll are tied, the winner shall be determined via a randomised method

    6. For a tie between more than two candidates that must be broken to determine the filling of more than one position:

      1. A one-day vote shall be held via a regional poll, where the number of candidates with the most votes equivalent to the number of available positions shall be elected

      2. If a tie between any candidates in the first tiebreaker poll must be broken to determine the filling of any positions, all winners shall be determined via a randomised method

    7. If the Secretary contest has no candidates, the following shall apply:

      1. The election for that position shall be suspended

      2. The incumbent Secretary shall continue to serve in their role until the conclusion of the next general election, unless they appoint a new Secretary in their place

      3. The Cabinet shall be primarily tasked with increasing the number of nominations in the next general election

      4. If the General Assembly race has five or fewer candidates, the following shall apply:

      5. The election for that body shall be suspended

      6. The incumbent Speaker shall continue to serve in their role until the conclusion of the next general election, unless they appoint a new Speaker in their place

      7. The Speaker shall be responsible for appointing six World Assembly or Military Voting citizens as Members of the General Assembly

      7. The Speaker shall be responsible for appointing six World Assembly or Military Voting citizens as Members of the General Assembly

Proposed Law

  1. A general election shall commence on the first day of every March, June, September, and December, and adhere to the following structure:

    1. Nomination period; three days

    2. Debate period; seven days

    3. Voting period; three days

    4. Counting period; conducted at the soonest discrepancy of the election committee

  2. Concerning the nomination period:

    1. Nominations shall be open for Secretary and the General Assembly

    2. World Assembly citizens shall be eligible to nominate for any position, unless they have held that position for three consecutive terms immediately preceding that election, via a regional poll

    3. Military Voting and dual citizens shall be eligible to nominate for the General Assembly, unless they have held that position for three consecutive terms immediately preceding that election, via the Regional Message Board

    4. A candidate shall be disqualified for the following actions:

      1. Failing to post on the Regional Message Board confirming their candidacy within three days of the closure of the nomination period

      2. Departing from the region for more than 24 hours

      3. Not residing in the region at the commencement of the voting period

      4. A candidate may withdraw at any time prior to the voting period by announcing their intention to do so on the RMB

  3. Concerning the counting period:

    1. If a contest has equal or fewer candidates than available positions, each candidate shall require a majority to approve their candidacy to be elected

    2. If the Secretary contest has multiple candidates, ballots shall be counted using the single transferable voting system

    3. If the General Assembly contest has more candidates than available positions, ballots shall be counted using the plurality-at-large voting system

    4. For a tie between two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where the candidate with the most votes shall be elected to the position

      2. If still tied, the winner shall be determined via a randomised method selected by the election commission

    5. For a tie between more than two candidates that must be broken to determine the filling of one position:

      1. A one-day vote shall be held via a regional poll, where a candidate with a majority of votes shall be elected to the position

      2. If no candidate achieves a majority, the two candidates with the most votes shall proceed to a subsequent one-day vote held via a regional poll, where the candidate with the most votes shall be elected to the position

      3. If the two candidates with the most votes cannot be determined from the first tiebreaker poll, the nation who received the most votes shall be elected or, if that also cannot be determined, the winner shall be elected via a randomised method

      4. If the two candidates in the second tiebreaker poll are tied, the winner shall be determined via a randomised method

    6. For a tie between more than two candidates that must be broken to determine the filling of more than one position:

      1. A one-day vote shall be held via a regional poll, where the number of candidates with the most votes equivalent to the number of available positions shall be elected

      2. If a tie between any candidates in the first tiebreaker poll must be broken to determine the filling of any positions, all winners shall be determined via a randomised method

    7. If the Secretary contest has no candidates, the following shall apply:

      1. The election for that position shall be suspended

      2. The incumbent Secretary shall continue to serve in their role until the conclusion of the next general election, unless they appoint a new Secretary in their place

      3. The Cabinet shall be primarily tasked with increasing the number of nominations in the next general election

      4. If the General Assembly race has five or fewer candidates, the following shall apply:

      5. The election for that body shall be suspended

      6. The incumbent Speaker shall continue to serve in their role until the conclusion of the next general election, unless they appoint a new Speaker in their place

      7. The Speaker shall be responsible for appointing six electoral citizens as Members of the General Assembly

These bills are all interlinked, so I hope that you take the time to read all of them. These reforms seek to allow Assemblians with their WA membership in another NSLeft region to have the same legal and political rights as any other Assemblian, rights that they currently lack. I believe that these reforms put all the necessary safeguards in place to protect our regional security while also improving our regional democracy.

I have various concerns about the way this bill has been constructed, and I don't really support its premise, regardless. However, these are the structural issues I have with it first:

1. "Citizenship" is currently not something limited to WA and MV citizens - they are just the only ones who can vote in elections and the like. Narrowing citizenship merely to these categories plus the new one would deny others the various rights and freedoms they are currently entitled to. Alternatively, I would create a Section 3 of Article I of the Constitution like so:

1. The following groups are entitled to participate in the process of governance, either directly or through freely chosen representatives, henceforth known collectively as electoral citizens:
(a) Citizens with a World Assembly nation residing in The Leftist Assembly, henceforth known as World Assembly citizens
(b) Citizens with a World Assembly nation registered with the government as participating in a leftist or anti-fascist military, henceforth known as Military Voting citizens
(c) Citizens with a World Assembly nation registered with the government as currently residing in an allied region, henceforth known as dual citizens

2. If you do use my suggestion, I recommend updating the Military Voting Citizen Act to remove section 1, as it would be specified in this part of the Constitution. This would also include amending its last Section to read appropriately. To be honest, specifying the different types of citizens is probably most appropriate for the Constitution, anyway.

2. Using that new collective group of "electoral citizens" allows for language to be significantly simplified throughout various laws. I recommend you use that instead of repeating "World Assembly, Military Voting, and dual citizens" over and over again.

3. In regards to the Dual Citizenship Bill, I think section 1 can be scrapped given its inclusion in my Proposal #1. Section 2 is also irrelevant since all citizens are guaranteed that regardless of what specific 'type' of citizen they are.

4. Law doesn't need to specify its reasoning, it just needs to outline what it is prohibiting. It also doesn't need to say that they are held to "the same standards" - this is also a given as they are a citizen. I recommend simplifying section 3 of the Dual Citizenship Bill to:

3. Dual citizens shall be prohibited from holding public office concurrently in another region

5. I generally recommend allowing a dual citizen to come from any allied region, rather than just the NSLeft. Also, it is "the NSLeft" rather than "NSLeft" (I don't like this, but it is what it is).

6. I would recommend using the same language as the Military Voting Citizen Act, which has been ignored in some parts for a reason I'm not really sure. For example, in place of your current section 5 in the Dual Citizenship Bill"

5. A dual citizen may apply for their dual citizen status to be removed by notifying the Minister of Information

6. Should a dual citizen be found to be in violation of the requirements stated in the Constitution, they shall be given a reminder telegram and one-week grace period before their dual citizen status is removed

7. Just merge your proposed 3b and 3c of the Minister Responsibilities Act to read:

b. Maintaining and updating a list of Military Voting and dual citizens

I'll address my concerns with the actual content of this bill once this has been properly addressed. As it stands, the mish-mash of citizenship law needs to be urgently remedied first.

As for your point about allied regions in general, that was my original intent which I’d like to work towards, but I felt this might be a good change to start with so that we can see how it all plays out with NSLeft nations first. However, I’m willing to extend this to all allied nations, if there’s enough public support for that change.

This might also work better for clarity since what qualifies as an 'ally' is quite ambiguous. We have a precedent from way back that embassies aren't inherently alliances, merely symbolic partnerships, so this is maybe for the best. 😛

Now that it appears Grey has accepted most of my recommendations, I want to move on to actually debating the premise of the bill itself - allowing members with their WA nations in another NSLeft region to participate as an electoral citizen in TLA.

My main concern with this is that allows them to have an oversized influence on the wider leftist community, as well as effectively a dual vote on NSLeft matters. Those that are primarily involved with TLA should be the ones that get to shape it through elections, referendums, etc.

Another point to consider is that we should be attracting nations to be completely involved in our community, rather than promoting the idea that they can stretch across multiple regions, leading to feelings of confusion and being overwhelmed, especially for new nations.

Note: I'm still looking through the other bills for places where it lists the types of citizens to change to simply "electoral citizens" per Llo's suggestion.

I do think Llo's heart is in the right place with his hesitation to support these reforms. Not only would this open the door to some pretty large-scale implications, it's a pretty tall order to say the least. I support these bills these people are effected by our politics in a similar way to military voting citizens it makes sense that they would have a say in how our government is run.

I don't think it would be off-base to say that those who are already in our community and have their "mains" in regions affiliated with the NSLeft, that is to say, World Assembly nations, are deeply committed to our state of affairs and consider themselves a part of our community. To add to this, as we look to reform the NSLeft Solidarity Pact, I believe we should take the lead in opening the door for comrades to be involved to their heart's content in the affairs of the "left-wing" of this platform. I do think that if an individual wishes to be a dedicated member of more than one community, they should be allowed to do so. This means that if they want to be able to run for office or vote in an election or other regional poll, they shouldn't be obstructed simply because we fear they may obtain an inordinate amount of influence. In my Dual Citizenship bill, I work to address this concern in outlining the conditions in which one may stand for election. And that translates to not holding office in more than one region concurrently. Aside from that, if we truly recognize them as part of our community and not just some puppet nation like Zulanka in TLA's name might lead one to believe, then we should absolutely allow them to participate in our regional politics. I think this will tackle multiple problems one of which could be lack of contested elections as we have had in the past before. With a wider pool, we have a wider array of comrades with unique views on how to better this community we love to be a part of. I think we are doing ourselves an injustice by closing the door out of fear. If we seek to build a wider leftist coalition, we ought to practice what we preach. Unity in Diversity. Now, if you would like to ensure more safeguards, have at it. I'm happy to oblige. 😊
