That would be a possibility, there are no Thilites on Earth other than Commonwealth deployments. The Navigators 'officially' never encountered Earth until just a few years ago and the Navigators have withdrawn from doing, well, anything since the death of The Autarch, nominal ruler of The Navigators. I guess it would not be beyond possibility that one of the secretive, suppressed Navigator Guilds would have undertaken experiments on Earth. The Guild of Legion would be the most likely, The Guild of Assassination normally doesn't acquire holdings.
The Navigators are very alien, they have never appeared to anyone except in heavy armor and masks. Take a look here:

This would actually be perfect! Their totally alien and basically have the powers of gods. They fit right in with the concept I had imagined for the Jelior.
I love how the Thilites are cannibals, because the Katariacians are haemovore (they drink blood) so it would fit in with the profile.

The Thilites don't need to be cannibals they can eat anything just like humans they are just taught to live off their own and enemy dead. The Navigators felt that was most practical.

It connected to the Var as well, 'Var' inhabitants of the Lords of War was short Varangian and they were dragon like humanoids and were possibly related to the Commonwealth Varangian Guard. We were exploring it before Alcona and Hubris left NS. I wish he'd come back, he was only supposed to be gone temporarily. I've been stuck ruining Alcona and Hubris for something like 8 years now.
