1. Risalah Abdurrahman Abidin: He was the 2nd Head-of-State of the then Zuweeiyan Jamahiriya, he led Al-Zuweeiyah in it's years of foreign policies, under his government he managed to established relations and creations embassies with foreign nations. He established the office of the Custodian of the Two Holy Mosques and led the nation in the war against Hallalistan and Allahlandiana, that's how i acquired my modern borders in east africa and the Hejaz.

2. Faisal Ameenullah El-Zuweeiyah: He was the first Republican President of Ba'athist Al-Zuweeiyah, he led the nation in troubled times (Civil War) and gave the government-side victory over the oppositions, from the Civil War he expanded the armed forces and technological research. His government reunited the lesser Arab World and created The Arab Armada, the second largest fleet of warships behind the Zuweeiyan Armada. The reunification expanded Ba'athism (Arab Socialism) and made way to the writing of The Fourth International Theory (current ideology of Al-Zuweeiyah, Neo-Baathism)

I had trouble choosing between the two of them, since they were both the longest serving head-of-States in my time playing NS and had significant impact. To say, they were both expansionist.
