It's nothing major except the word "strictly" used in a clause. This would definitely be in use by defense lawyers to defend rapists. If you read the resolution and what it's trying to repeal, this will be evident.
I believe there are a lot of gray areas in this resolution that needs to be defined. Until then people will use any crack in the legislation to their advantage.

She walked through, and most of the other mages followed. They came out the other side on a large island in the middle of a lake. “Welcome,” she said, “to the Land of the Mages! Those who just joined follow me, and I’ll show you to where you’ll be living.” You and the other new mages do, and you end up in a small field. She smiles, walks out into it, and falls through the ground. Several people look concerned, step forward, and also fall through the ground. You walk forward to investigate, and fall into a large lush house. Astrid smiled. “First rule of living with Mages,” she said, “nothing is ever as it appears.
When everyone had fallen into the cave thing, Astrid clapped her hands to get attention. “So,” she said, “this is where you all will be living. Behind all the vines you have small rooms that you can all stay in. Please pair up with one other person, and claim a room! You can get settled, and then pretty soon we’ll come grab you for initiation. See you all soon!” She walked over to a small pond in the middle of the room, stepped in, and disappeared. The room got more chatty, with all 12 people trying to find a partner. You turn to the person next to you, and they shrug, a silent acknowledgement of the question you silently asked. You two slip behind the nearest vine-covered entrance and find a nicely furnished room, complete with two beds. You take the one on the right, and the other takes the one on the left.
